City Council Chambers COMMISSIONERS CALL TO ORDER: Chairman Cochran called the Meeting to order at 3:OO p.m. ROLL CALL: Present: Cmissioners Cochran, Gast, Yoskin, Mitchell and Ritchie. Absent: None. Staff Member Present: Sue Spickard, Senior Citizen Coordinator MATTERS FROM THE PURLIC: No one present desired to speak to the Comission. APPROVAL OF MINUTES: The Minutes of the meeting held February 6, 1986, were approved as presented. APPROVAL OF AGENDA: Sue Spickard requested an item be added under Old Rusiness: Harding Center Feasibility Study Comnittee. Appoint Two Cmissioners to the The Agenda was approved as mended. OLD RUSINESS: A. Committee Appointment 1. Liaison to the Carlsbad Senior Citizens Association Sue Spickard announced Comissioner Hoskin had asked to be relieved of his responsibility as liaison to the Carlsbad Senior Citizens Association. Commissioner Mitchell was appointed liaison to the Carlsbad Senior Citizens Association. 2. Appoint TWO Commissioners to the Harding Center Feasibility Study Comnittee Sue Spickard suggested asking Conmissioners Hoskin and Mitchell to serve on the Harding Center Feasibility Study Cmittee. SENIOR CITIZEN COHHISSION March 6, 1986 Page 2 COMM,SS,ONERS Senior Citizen Comnission recommended to City Council the appointment of Commissioners Hoskin and Mitchell to the Harding Center Feasibility Study Conmittee. NEW BUSINESS: A. Program Camittee Report Conwnissfoner Cast reported on her visits to other Senior Centers in the area, stating she mld hold the information until she visited the San Marcos Center. Chairman Cochran requested Conmissioner Gast visit the Escondido Center before completing her report. Commissioner Cast reported on the Employ the Older Worker Week to be held March 10 to 14. Carlsbad will sponsor an Employment Fair on March 12. fair will be held in the Auditorium. In answer to query, Commissioner Gast explained the purpose of the fair was to help seniors register for and find employment. Sue Spickard stated she has copies of the flyers for the fair and asked the Comissfoners to help distribute them. The There will be representatives from approximately 22 employers at the fair. the seniors should register for employment. will be a representative from ROP to explain how skills can be updated, where this is necessary. The employment picture in North County is difficult, inasnuch as the retired persons have skills at a higher level. part-time and not high-paying. Chairman-Cochran stated this is re-opening potential for people, by helping them to stay active in business. Cochran Cast Hoskfn Mitchell Ritchie h \ t MINUTES COMMISSIONERS SENIOR CITIZEN COMMISSION March 6, 1986 Page 3 Mrs. Spickard stated the Parks & Recreation brochure will be coming out soon, and will contain a page and a half regarding senior programs. of the newest programs is a trip to Camp Pendleton. already. Advertising is being done for a Special Events Coordinator to plan events outside of the center. This will be a part-time position. The Senior Citizens Association has appointed a new Program Manager, Barbara Moynier. The Rotary Club has $200.00 they wish to donate to the seniors, and Nrs. Spickard asked for ideas from the Commissioners. One Thls has received good response Chairman Cochran stated there are 26 blind people who would like tapes and talking books frm the Library. He would like to see the seniors have their own cassettes and tapes and cut their own newsletters. Mrs. Spickard added she does not have a set of guidelines for program presentations drawn up as yet, but hopes to have them by the next meeting. Chairman Cochran stated the Library only distributes income tax forms and does not supply help. There is tax help available at the Center on Tuesdays and Thursdays. donates time every other Friday for an hour and a half, to supply the seniors with an attorney. Council Member Pettine CARLSBAD SENIOR CITIZEN ASSOCIATION LIAISON REPORT Dr. Harmon explained his appearance before the City Council to request additional funds For the senior meals program, to enable them to increase the number of meals served to 120 at the present time. Hopefully, they will be able to increase this by 20 additional meals in the future. Dr. Harmon stated this item was not to be on the Council Agenda until sometime in March. However, it was put on the Agenda sooner and there was no time to consult with the Commission. The Council agreed to additional funds of $17,921.00 for the next twelve months. Or. Harmon added the seniors are trying to become self-supporting, to avoid having to ask Council for additional funds. Chairman Cochran suggested taking the $200.00 donation by the Rotary Club and adding that to the meals program. Commissioner Gast suggested an alternate method for reservations mwld eliminate a lot of frustration. She suggested making reservations the day before. L 3 \ MINUTES SENIOR CITIZEN ASSOCIATION March 6, 1986 Page 4 COMMISSIONERS ADDITIONAL BUSINESS: Conmissioner Hoskin inquired about ralsing funds for the seniors and Hrs. Spickard answered the Ordinance did provide for that. However, the City has not set up the process for receiving donations on behalf of the seniors. This will be worked out as soon as possible.
