COMMISSIONERS
CALL TO ORDER:
Chairman Cochran called the Meeting to order at 3:OO p.m.
ROLL CALL:
Present: Chairman Cochran, Commissioners Gast, Mitchel:
and Ritchie.
Absent: Commissioner Hoskin. (He tslsphoned Mrs.
Spickard that he miqht be unable to attend dur to health reasons)

MATTERS FROM THE PUBLIC:
No one present desired to speak to the Commission.
APPROVAL OF MINUTES:
The Minutes of the Meeting held April 3, 1986, were approved
as presented.
APPROVAL OF AGENDA:
The Agenda was approved as printed.
COMMITTEE REPORTS:
A. Program Committee
Commissioner Gast reported on her self- iposed assignment
of visiting the neighboring senior citizen facilities. Her
report was presented in typewritten form, and she read from each page, giving the background and beginning for each of
the centers visited; Oceanside, Encinitas, San Marcos and
Escondido. She summarized her report, saying it was all
very worthwhile and gratifying.
Commissioner Ritchie commented it was interesting to see the
large number of senior citizens in relation to the populatior
of the cities. She felt that would soon be true in Carlsbad.
Chairman Cochran stated he would like an agenda item at the next meeting to discuss this, and visit with the other cities and find ways to develop the senior programs in Carlsbad.
Commissioner Ritchie also commented the other cities have a
smaller donation amount requested for the luncheons,
particularly since Carlsbad has just increased the suggested donation to $1.25.
E. Feasibility Study Committee
Commissioner Mitchell reported the Committee met with Ron Paige three times in April. The Harding Street Center site
was reported as feasible, but not practical.

The Pine School proposal is being studied further and the Harding Street site has been put on hold for the present.
Dave Bradstreet, Director of Parks and Recreation Department
reported further on the meeting with Ron Paige. He referred
to his memorandum dated April 30, 1986, to Ray Patchett,
copies of which were distributed to all Members.
Mr. Bradstreet stated the Harding Street Center site was
not practical for a senior center, since property to the
north and south would need to be purchased, at a cost of
approximately $650,000.00. Also, the City would be tearing
down a 11,000 square foot building to build a new 12,000
square foot building. The original site was usable for whatever the City needed as it now exists.
The committee recommendation was that since the Pine School
proposal was being reviewed by City staff, the School Distrf
and Ron Paige, the Harding Street conversion be put on hold. He said they are trying to work out an agreement with the
School District to tear down the building on the administrat
site and put the new facility on that spot.
Mr. Bradstreet continued, stating the City had asked the Sch
Board to put their proposal in writing, outlining the
proposal for the area that may be made available to the seni
citizens at the Pine Street site.
Ron Paige will make a report on the findings and that will
be made available to this Commission and Council, since the
Council had directed the feasibility study of the Harding
Street Center site.
Mr. Bradstreet stated that in addition to the feasibility of
the Harding Street site, Council wanted to know the effect of the displacement of the seniors and the Parks and Recreation programs while the new center on Harding Street
was being built. Also. the loss of programs due to the
new center being exclusively for the use of seniors, as well as the loss of a community center for the northwest quadrant
At this time, another site seems to be the logical way to
proceed, and this report will go to Council for further
direction.

SENIOR CITIZEN COORDINATOR'S REPORT:
Sue Spickard reported there is now a Special Events
Coordinator. Robin Bettin will start work next Monday on
a part time basis. She will work with Commissioner Gast
and the Program Committee and get more activities started
for the seniors.
Mrs. Spickard reported the trip to Camp Pendleton was a success, despite last-minute changes on the base. There were 39 seniors on the trip, and she commented many were
new faces, which meant there are many seniors interested in
programs. There has been a great deal of interest in other
trips, and it is hoped with the Special Ever.ts Coordiuator
more trips will be forthcoming.
Mrs. Spickard distributed flyers on the County of San Diego Healthy Senior Project. On the fourth Friday of each month
a public health nurse and her staff will be at the Senior
Center to give almost complete physical examinations. She
added appointments are necessary.

services available at the center and programs ongoing or
completed. She stated volunteers are needed. Mrs. Spickard
suggested a meeting within the next few weeks to formulate
a plan to get more volunteers.
Commissioner Gast suggested that when they ask the question, "DO you care to chair?" that be changed to "Co-Chair" and
this would not frighten volunteers as much.
Mrs. Spickard announced the Fallbrook Senior Center ground-
breaking would be Friday, May 9. 1986, at 1O:OO a.m.
Chairman Cochran vi11 be doing a radio commerical for the
senior programs during the Village Faire on Sunday, May 4.
Commissioner Ritchie suggested a table at the Village Faire
would be an excellent spot for getting the literature
distributed on senior programs and for recruiting volunteers.

COUNCIL LIAISON REPORT:
Mayor Casler reported further on the feasibility study meetin
stating she had talked with the City Manager and Assistant
City Manager this morning and they were going to talk at the
workshop the Carlsbad School District Board of Trustees was
having at El Camino Country Club. This was regarding the
joint School District Administration Office/Senior Center
proposal. They were prepared to say the City was very
interested in looking into a joint proposal. It was felt
tax increment money from Redevelopment could be used, due to
the amount of benefit to be derived by the Redevelopment
Area. The School Board will make a decision today whether or
not they should go ahead with a joint facility. If they deci
to do this, a joint study would need to be made, and it would
probably be June before the City would know whether they
might be able to go ahead with this proposal.
Mayor Casler stated the only proposal acceptable to the City
would be for the administration building to be taken down
and a new building constructed on that site. The City said
the grassy area recommended by the School Board was not
acceptable. The school people felt they could go into
some kind of portables until the final construction is
complete.
Mayor Casler stated she looked forward to that being an
excellent site for the Senior Center, with sufficient parking
and outdoor use available.
CARLSBAD SENIOR CITIZENS' ASSOCIATION LIAISON REPORT - Harmon
Chairman Cochran stated Dr. Harmon was not present, but he
asked Commissioner Mitchell to substitute for him 2nd report
on the Senior Citizens Association.
Commissioner Mitchell reported the Association is busy wot:ir
on their bookkeeping and financing and acquainting the new
Manager with her position.
Commissioner Mitchell announced the Association will be
having a recognition of volunteers on May 2, at 1:15 p.m.
