CALL TO ORDER:
Chairman Cochran called the Meeting to order at 1:30 p.m.

Absent: Commissioner Ritchie.

SENIOR CENTER FEASIBILITY STUDY RECOHMENDATION
Senior Citizen Coordinator, Sue Spickard introduced Ron
Paige, President of Recreation Systems, Inc. (RSI), the
Park Planning and Facility Consultant for the City of Carlsbai
Harding Community Center Site
Mr. Paige gave a background of the City's original request to study the feasibility of constructing a senior center on the
Harding Community Center site.
RSI's findings indicate the Harding site could feasibly accommodate a senior center that would meet the existing
needs of the Senior program. However, €ww~+ud-e~ng

7 and 8 should also be purchased and utilized for a second offsite 70 space parking lot.
Mr. Paige stated that demolishing Harding, a usable facility
is not practical. Further, he pointed out there would be no
facility for seniors or other groups to use while new
construction was taking place. Essentially the City would
be demolishing a usable 11,000 square foot facility to
re-construct a new 12.000 square foot building.

make the Harding site project very costly. Bradstreet stated the project cost would be over $2 million.
Commissioner Hoskin asked Mr. Paige to explain the issue of
a proposed two-story building on the Harding site that would allow for added on-site parking and how it was determined
not feasible.
Mr. Paige explained that because of the design of ceiling
heights needed for various room sizes and the additional space requirement for elevators, stairways, ramps, etc., would take up considerable square footage and would allow
for only an additional 12 space parking area.
In summary, Mr. Paige stated the Harding site is feasible but not practical.

PINE STREET SITE
Mr. Paige gave a background of the Carlsbad Unified School
District (CUSD) Board of Directors' proposal to construct
a joint-use facility that would house the School District
Administration Offices and a Senior Center. The school
Board's concept was a two-story, 24.000 square foot building;
the 12,000 square foot lower level used for a senior center
and the upper 12.000 square foot floor used by the District. The concept is that at a future date, the School District would vacate the site and the entire building could be
utilized by the seniors.
Mr. Paige stressed that the City has received nothing in
writing from the CUSD.
Hr. Paige stated again the concept of a two-story building
would not work for the same reasons stated previously. Only
6,500 square feet could be built on the second floor.
Through RSI's investigations, Mr. Paige said that realisticall)
a 12.000 square foot senior facility would not be functional
to meet the needs of the senior program. Mr. Paige stated
the facility would need to be at least 14,000 square feet to
accommodate the design wishes of the Committee.
Mr. Paige outlined two different conceptual floor plans
proposed for the Pine Street site.
Concept bl showed a two-story building with limited square footage on the second floor. The Administration offices
would be housed in both the first and second floors.
Concept %2 is a single story facility that would easily
transform into a complete senior center at such time that the CUSD vacates the site. The Administration offices could easily be converted into specific work areas for various
classes, workshops, etc.
RSI further proposed that the alleyway be expanded to street
width to accommodate drop-off visitors.
Mr. Paige stated a problem of the Pine Street site is
relocating CUSD personnel during demolition and construction.
He gave a possible solution of putting portable offices onto
the lawn area while construction commences. Further, Mr.
Paige stated there is no place to house the maintenance/bus parking, but CUSD officials are looking into alternative sites
Mr. Paige stated it is essential to identify CUSD officials
and ask them to actively participate in the planning process.
Director Bradstreet stated the Commission should make a
recommendation that would be presented to the City Manager's
office. The Manager's office would discuss the recommendatior
with the City CouncilfSchool District Coordinating Committee.
The issue would then return to the various Commissions who
would then make final recommendations to City Council.
Commissioner Hoskin stated the Feasibility Study Committee
recommended putting the Harding location on hold at this
time and adopt Concept #2, a single story joint-use facility.

Mr. Paige stated he is recommending the City purchase Lots 7 and 8 south of the Harding Community Center regardless, to
provide for parking.
Commissioner Gast suggested the CUSD could possibly use Lots 7 and 8 to place portable offices on while construction
is commencing.
Dr. Howard Harmon, President of Carlsbad Senior Citizens'
Association and member of the Feasibility Study Committee
stated that the Committee is in full agreement and endorses
RSf's proposals 100 percent.
Commissioner Hoskin moved to approve Concept H2, a single
story floor plan on the Pine Street site. put the Harding
site proposal on hold until the Pine site is resolved; and
further to endorse RSI's recommendations as listed on
Page 9 of the "Site Evaluation - Senior Citizen Center
Interim Report", dated May, 1986.
ADJOURNMENT:
By proper motion, the Special Meeting of May 19, 1986, was
adjourned at 2:20 p.m.
