CALL TO ORDER:
Chairman Cochran called the Meeting to order at 3:OO p.m.
INTRODUCTION OF NEW COMMISSIONER
Chairman Cochran welcomed the newly appolnted
Conmissioner, Linwood 3. Van, who replaces Conmissioner
Mitchell. serve on this Comnission. Conmissioner Van expressed his pleasure to
ROLL CALL:
Present - Chairman Cochran, Commissioners Cast, Hoskin,
Ritchie, and Van.
Absent - None.
Others Present:
Sue Spickard - Senior Citizen Coordinator Dr. Harmon - President of Carlsbad Senior Citizens'

MATTERS FROM THE PUBLIC:
No one present desired to speak to the Commission.
APPROVAL OF MINUTES:
Conmissioner Hoskin pointed out a correction in the
Minutes of May 1, 1986 on Page 2, Paragraph 3. It should
read "...property to the north and south would need to be
purchased at an asking price of approximately
$650,000.00." It currently reads I,.. .at a of ...I8
the word "cost" should be replaced with the word "asking
price".
The Minutes of the Meeting held May 1, 1986 were approved
with the above-mentioned correction.
Mrs. Spickard pointed out that the Minutes of the Special
Meeting held May 19, 1986 was left off of the aqenda, but
will also need to be approved today. A correction needs to be made on Page 1, Harding Comnity Center Site,
Paragraph 2. The sentence beginning Wowever, future and
expanding needs..." should be deleted, and reworded to read: "However, even with the-purchase of the lacob's
property, the Hardina site could not accommodate a facility to meet future needs."
The Minutes of the Special Meeting held May 19, 1986 were
approved with the above-mentioned correction.

APPROVAL OF AGENDA:
Mrs. Spickard made an addition to the agenda under New
Business - Comnittee Appointments.

Hrs. Spidtard reported that there are a number of
comnittees of the Conmission where more volunteers are
needed on a number of items.

determined that the anmnittees need to be expanded. She
suggested that either the Conmission make the appointments, the chair per sons,^? the respective
comnittees appoint Its members, or each person on the
Commission appoint a person on a connittee.
Comnissioner Hoskin stated, and the.Comnissioners
concurred, that the Chairperson could appoint their
members. Chairman Cochran added that the Chairperson
could bring the appointed members before the Conmission as
a matter of information.
She has been working with
Conmissioner Hoskin moved that the Chairpersons of the
various cornittees appoint their conmittee members and report back to the Comnission for a formal approval.
8. Appointment of a Liaison Member to the Senior
Citizens' Association
Chairman Cochran moved to nominate Comnissioner Van as a
liaison member to the Senior Citizens' Association to
replace former Comnissioner Mitchell.
C. Appointment to the Feasibility Study Cornittee
Comnissioner Hoskin reminded the Conmission that an appointment of a member to the Feasibility Study Comnittee
replacing Conmissioner Mitchell needs to be made.
Commissioner Hoskin moved to nominate Conmissioner Van to this connittee and to apprise the City Council of this
nmination.

A. ,Program Conrnittee
Commissioner Cast expressed her pleasure in working with
Robin Bettin, the new Special Events Coordlnator, in
organizing special events.
excursions planned for the senior citizens: June 26 - Del Mar Fair; July 16 - Coronado Island tour; August 25 - the
Padres Game. Reservations for these events can be made at
the Senfor Citizen Center. Other programs scheduled in the near future are: The Del Mar races; an afternoon
dance with the Rumble Seat Rascals; an ice cream social; a
luau in September; a Western Barbeque Square Dance; and an Art History class throuah Hira Costa College.
Chairman Cochran welcomed Robin Bettin to the Senior
Program. Ms. Bettin expressed her pleasure to be working
with the Comnission.

Comissioner Hoskin stated that this matter is status quo at the present time.
Board are presently working on this issue. Mrs. Spickard
distributed copies of the Agenda Bill which will be going before the City Council on June 10 containing the
recowmendations for a new senior center from RSI; Ron
Paige will be present at that meeting.

C. Volunteer Comictee
Commissioner Ritchie reported that she met with Mrs.
Spickard to discuss a volunteer program for the Senior
Citizen Center.
wants to implement a fully integrated volunteer program,
or continue with what is presently in place now. A survey is being conducted of all the volunteers who are working,
their names and hours, and various supervisors are writing
draft job descriptions for the volunteers working under than. Mrs. Spickard will eventually do a task analysis
evaluation of the jobs at which time the Cornnittee will be
able to see the extent of the volunteer program as it is
now, and what will be needed in the future to meet future
demands. Comnissioner Ritchie suggested that a volunteer
program be coordinated between the Comnission and the
Association. A Volunteer Coordinator could be selected to
specifically deal with this program.
Chairman Cochran suggested that Connissioner Ritchie would be the most qualified person to be the Volunteer
Coordinator. Conmissioner Ritchie advised that she could
not take the position, but would gladly train someone for the position. likes to work with people, has a philosophical approach to
volunteers, and could devote around ten hours a week. She requested that the Comnission be advised of any person or persons who could fill this position.

SENIOR CITIZEN COORDINATOR'S REPORT:
Mrs. Spickard stated that she has prepared and submitted draft volunteer job description forms to the Association
staff and the Senior Center staff for their input. They
are filling them out, and these forms are being collected.
A task analysis will then be done, wherein various tasks
will be prioritized.
Mrs. Spickard informed that an individual recently came to the Senior Citizen Center to offer to organize a bridge class. Ms. Rettin is presently coordinating a date and
time for that purpose. Further she is working at getting
forms and waivers for the excursions. (A number of legal matter needs to be taken care of to protect the City from
any liabililties.)
Mrs. Spickard further advised that draft guidelines for
the operation of the Senior Center are being prepared and
will be on the next meting's agenda.
Mrs. Spickard spoke on the computer training which Is
being conducted by the City on the fundamentals of computer. An accountant has been hired by the hssocfation
'to teach staff how to do the ledger and the books on a
computer .
Mrs. Spickard stated that she attended the 3oy of Learning
Class offered by Hira Costa College. presented the "Ouality of Life" and after his presentation
Mrs. Spickard then addressed the group regarding Senior Programs.
Mrs. Spickard reported that the Girl Scouts presented the
Senior Center with some flowers which were distributed to the senior citizens at Social's Bingo on Friday.
The City Manager
COUNCIL LIAISON REPORT:
Mayor Casler reported that a joint City/Distrfct conrnittee
meeting regarding the Senior Center site, which was scheduled two weeks ago, was canceled. However, the City
Manager and the School Superintendent will be discussing the matter at the Board meting next Monday night and will then inform the City Council as to the outcome. The Parks
and Recreation Commission Is enthused about the one-story proposal, which may be the proposal which the City Council may end up approving.
Chairman Cochran inquired as to the status of a meeting between the Comission and the.City Council.

reason for the delay. Mrs. Spickard pointed out that the
City Council felt that it was very important to have every
member present at the meeting, and because Council Member Lewis has difficulty scheduling meetings early in the day
due to his position at the school, perhaps that is the
reason for the delay. Mayor Casler agreed, and pointed out that school will be out very soon, and this will no
longer be a problem.

CARLSBAD SENIOR CITIZENS' ASSOCIATION:
Or. Harmon stated that there was very little to report at
this time. He referred to a "recognition of volunteers''
event which took place May 2, and expressed his concern
that there was no systematic way of recording every person who volunteered, what they did, and how many hours they
volunteered in the year. As a result of that concern, a
comnittee was formed, chaired by Estela Sanchez, to draw sm guidelines for a volunteer program. He suggested
that the comnittee chaired by Conmissioner Ritchie and
this comnittee meet to try to coordinate a volunteer program. Chairman Cochran added that Conmissioner Van could also be of valuable assistance in this particular
area.
ADDITIONAL BUSINESS:
Chairman Cochran circulated a plaque that will be given to former Conmissioner Mitchell for his time on the Senior
Citizen Conmission. Unfortunately, it was not possible for him to be present today.

Mitchell for the services rendered, and the regret that he
has resigned.
Conmissioner Van informed that a Board member will be
nominated to the Senior Citizen's Association Board of
Directors at its meeting on June 25, 1986. The term
expires June 30, and Grace Gore has expressed her interest
to being renominated to the position. He further informed
of Nutrition Project Council election which is scheduled
for June 12. There are 16-17 people who have listed their
names, of which four are in the audience today.
Cmissioner Van gave some information about the different
placesievents that his band, which consists solely of
senior citizens, has been invited to participate. One of the recent places was to the 12th anniversary of the
Escondido Senior Center. He stated that he was aazed
that the Escondldo Senior Center was almost totally built
by the funds raised by Senior Service activities.
Chairman Cochran added that the Fallbrook Senior Center
was totally built by funds raised by Senior Service
activlties and encouraged the Conmission and Association
mecnbers to become more involved in fund raising. Hrs.
Spickard distributed copies of a report listing the funds
that were used to build these senior centers.
Conmissioner Hoskin stated,
Cmissioner Van encouraged the Conmissioners to visit the
Ponay Valley Senior Center, and to also talk with the Executive Director of the Poway Valley senior citizens, Linda Oravik. She is very well-informed in Senior Citizen
matters. Chairman Cochran urged the Conmissioners to make
it a point to go and visit the senior centers fn other
cities and to see what they are doing.

ADOITJONAL BUSJNESS: (continued)
Comnissioner Hoskin stated that it would be a good idea to
have' a joint meeting with the Comnission and the Association to have Comnissioner Ritchie give a complete
report on the volunteer program. Mrs. Spickard stated that this has been discussed with the Manager of the
Association, and it has been agreed that the Comnission
and the Association's Board of Directors need to have a
joint meeting to discuss the volunteer program and to also
come to an agreement as to hat constitutes a volunteer.
Further, joint guidelines for the operation of the Senior Center needs to be agreed to.
Dr. Harmon advised that the meeting should be held after
3uly 1 to enable the full membership of the Association to be present at the meeting. (A new member will be coming
on 3uly 1).
ITEMS FOR THE NEXT AGENDA:
Conmissioner Ritchie stated that there is a need for a
legislation cornittee to! deal with all the legislation
coming through on senior citizens.
stated that he is the legislation representative for AARP, and they hre flooded with all the different legislations
on senior citizens. He offered to provide these
legislation documents to the Comnission.
A motion by Conmissioner Hoskin to nominate Chairman
Cochran to chair the legislation conmittee was held over
to the next meeting.
Mrs. Spickard inquired if the Comission would like to have speakers on different issues come and make
presentations to the Comission, or to wait.until a
particular issue presents itself and then to have someone come and speak on it. She pointed out that there are new
organizations in the City which the Comnission might be
interested in.
It was the general consensus of the Commission to hold off
action on this matter to the next meeting to give the ' Comnissioners an opportunity to think it over.
Conmissioner Hoskin expressed his regret that the Conmission cannot meet informally with such individuals to
pick up idea)s, as this would violate the Brown Act.
