CALL TO ORDER: -
Chairman Van called the Meetinq to order at 1:15 p.m.
ROLL CALL:
Present - Chairman Van, Commissioners Gast, Maggio, Ritchie
--
and Savary.
Absent - None.

Sue Spickard, Senior Citizen Coordinator
Chairman Van welcomed Commissioner Savary, the new Member
of the Senior Commission.
MATTERS FROM THE PUBLIC:
There was no one present to speak before the Commission.
APPROVAL OF MINUTES:
The Minutes of the Meeting held June 2, 1988 were
approved as presented.
Fundraising
Chairman Van continued the discussion on fundraising,
stating the list needed to be prioritized and a time
selected to meet with the Board of the Directors of 'the
Association. He said the Association would decide how to
spend the approximately $15,000 they would have for
the Senior Center.
Commissioner Savary, President of the Association Board, said the Board wanted to earmark the money for whatever the
Assocation said. However, she said the Association desired
to meet with this Commission to determine how to spend the
money. The suggestion was made to hold a joint meeting
with one agenda item; fundraising.
Chairman Van reiterated his first priority of a bus for the
Center.
Coaissioner Ritchie suggested a list of statistics be
compiled giving information to everyone on what is needed,
square footage, kinds of rooms, amount of money, etc. This
could be used when any senior goes before a group to seek
funds. She expanded this list to include the history of
how they have arrived at this point: the site selection
Coaittee and all history leading up to the new Center.
Commissioner Ritchie felt people would be more receptive if
they knew the entire history of the new Center. She also felt there should be a schedule in the office for the
Center model, so everyone would know whether the model was
available.

Comissioner Ritchie suggested having envelopes designed for
the memorials and have those when a dedication was to be
made. There would be one card to the donor and one to
the family. Ms. Spickard suggested someone be responsible for that design and the message to be contained.
Commissioner Ritchie agreed to work on this design.
Sue Spickard stated the Seniors Association and this
Cotmnission are two separate organizations coming together
for a joint effort. Commissioner Savary added that in 3une
the Association Board of Directors voted to cooperate
fully with this Commission on the new Senior Center.
Sue Spickard suggested the Commission choose a date to hold
a workshop with the Association Board to decide on
fundraising. The consensus of the Commission was to hold a
joint meeting with the Association Board on 3uly 20, 1988,
at 1:00 p.m., at the Harding Street Center to discuss
fundraising.
Senior Center Update
Chairman Van stated the Senior Center project will be
before Council next Tuesday, 3uly 12. Ms. Spickard added
this was a very important meeting, as it was the final time
this would be before Council seeking final approval. The
project would then go out to bid, and within three or four
weeks after the contract award construction would start.
Ms. Spickard said the school district has moved out of the
site and the portables have been moved to the rear of the
lot to store items.
Commissioner Ritchie reported on the pre-proposal meeting
where there were 40 artists present.

work. Connie Beardsley of the Art Department had prepared
a pamphlet giving the statistics about the area where the
art work is to be placed, with some drawings of the walls. The artists will send in their proposals and three finalists will be chosen. 'The artists were not told what
kind of proposal to submit; only that it nust be compatible
with the color scheme. The three finalists will be paid $1,OOO for a maquette and those will be on display for
public input.
Sue Spickard added that it was decided not to give the
artists an idea to go by, but to impress upon them the inter-generational building and the philosophy behind it.
Ms. Spickard stated that the final selection will rest with
the Council, with recommendations from this Commission and the Arts Cmission.

Stagecoach Park
Sue Spickard stated she had talked with the people at
Stagecoach Park and the Commission could hold its August or September meeting there. Following the meeting, there
would be coffee and cookies served.
Ms. Spickard stated there will be a needlecraft class at
Stagecoach and they are working with Mira Costa College
to have free classes there that seniors wou1.d be
interested in.
The Commission by consensus agreed to hold the August
meeting at Stagecoach Park.
Pedestrian Traffic Study
Commissioner Gast reported on the Housing and
Redevelopment Advisory Committee Meeting, stating that
three Senior Commissioners attended the meeting:
Chairman Van, Commissioner Ritchie and Commissioner Gast.
Chris Salomone, Housing and Redevelopment Director,
narrated a slide presentation showing the old and new
Carlsbad. This was the slide presentation taken to New
York by the City to get a rating for the bond issue.
The Redevelopment area rehabilitation was depicted and the Committee Members prioritized their goals. Topics
discussed were more housing for the Redevelopment area;
tourist attractions; pedestrian circulation: parking lots
and more retail stores. Mrs. Cast reported the Camittee
felt all these things were important to the village area
and they wanted people to be able to stroll to the
village .
Hiram Hoskin Memorial
Sue Spickard reported $537 had been received in lieu of
flowers, as requested by the family of Hiram Hoskin.
This was to be given to the new Center as a memorial to
Commissioner Hoskin. Mrs. Hoskin had requested flags and
stands be purchased for the new Senior Center.
Senior Commission accepted the money donated in
Memory of Comnissioner 3udge Hiram Hoskin and recommended
this money be used to purchase flags and stands for the
new Senior Center.
Soroptomist International of Carlsbad Donation
Senior Commission accepted a donation of $200 for the
Senior Center from the Soroptomist International Club
of Carlsbad and recommended this money be placed into the
trust fund.

Senior Coordinator's Report
Sue Spickard reported all programs are going strong.

to 3:30 p.m., at Magee Park. Creative Drama will put on a
show and a dance group will entertain. There will be
singers and a fun time for all.
screening on August 3; August 18 is a trip to Lowry's
California Center: a mature driving course will start on
August 10; with diabetes screening August 25. In September
there will be a trip to the NBC Studio in Los Angeles for a
Mystery Theater Show.
Ms. Spickard reported the nutrition program and home-
delivered meals are expanding. With the money freed up
from the home-delivered meals, it was decided to increase
the number of meals 15 instead of 10. Also, the City now
has the ability to raise or lower the meal count in the
dining room.
Ms. Spickard further reported she is working on the close
out for the year end and the budget for the conring year
with the Area Agency for the Aging.
