CALL TO ORDER:
Chairman Van called the Meeting to order at 1:15 p.m.
ROLL CALL:
Present - Chairman Van, Commissioners Gast, Maggio,
Ritchie and Savary.
Absent - None.
Others Present:
Sue Spickard, Senior Citizen Coordinator
MATTERS FROM THE PUBLIC:
There was no one present to speak before the Comnission.
APPROVAL OF MINUTES:
The Minutes of the Regular Meeting held 3uly 7, 1988,
were approved as presented.
The Minutes of the Special Meeting held 3uly 20, 1988,
were approved as presented.
Gerico's 2nd Annual Golf Tournament
Sue Spickard introduced three representatives from
Gerico's who explained the golf tournament being planned
for September 24, 1988. This tournament will be held at
the Lomas Santa Fe Executive Golf Course in Solana
Beach. On Sunday, September 25, 1988, there will be a
dinner furnished by Gerico's from 4:OO p.m. to 8:OO p.m.,
with donation tickets for $5.00 or more. The entire
proceeds will go toward furnishing the new Senior
Center.

Saturday, and an entry fee of $25.00.

attend the dinner on Sunday.
Fiscal Year 88-89 Meals' Donations
Sue Spickard reported the City gives the Senior Meal
program money to provide more meals than the grant
allows, with the City paying for ten meals a day. For
the coming year, 125 meals have been requested.
Last year $9,500 was generated through this source, and a
decision nust be made of what to do with that money.
This could be returned to the General Fund or this
Commission could request of the Council that they allow that money to be put into a trust fund to be specifically
used for senior meals and be appropriated in next year's
budget .

Ms. Sptckard continued stating the Seniors will be
movina into a new @acilitv where they will he able to
seat 150 people for the lunch program. and would like to be able to provide that many meals. The $9.500 would
allow for an increase of 17 meals a day.
Senior Commission recommended that the $9,500 received
due to nutrition donations in the calendar year 97-88 be
put into a trust fund and appropriated in the fiscal year 89-90 budget, to be utilized for more meals in the
lunch program.

Sue Spickard stated she had met with a group of nine
people, some from the Association, on 3uly 20, 1988.
She felt this was too large a qroup and recommended the
Commission appoint a couple of people to spearhead the
fundraising for the new Senior Center. One member has
been appointed from the Association for this committee.
These three people could draw more members in from the community, if they desired.
Chairman Van explained that the money for the building
of the Center is there, but the transportation needs and
interior furnishinqs need to be gotten by fundraisinq by
the Seniors.
Commissioner Gast made some suggestions for fundraising
events, and Ms. Spickard stated that the City allows no raffles or gambling-type events. Ms. Spickard stated
she would prepare a fact sheet with all the data
regarding size, costs, etc., for use in presenting facts to people during a fundraising event.
Senior Center Update
Sue Spickard reported that Council unanimously approved
the final plans for the Senior Center at their 3uly 12 meeting. The project is out to bid at this time, and
there will be a bid opening on August 24, at 4:OO p.m. Ms. Spickard stated it is anticipated that the new Center
will open in August of next year.
Sue Spickard explained why the Center is to be built on
Pine Street, stating that the School District already
owned the land and needed offices, and the cost of purchasing land would be prohibitive for the City.
Also, the building could be financed through the
Redevelopment Agency by placing it in this location.
Commissioner Ritchie gave a report on the art committee
selection, stating that 39 proposals were received for
art work at the Senior Center.

Volunteer Christmas Party
Sue Spickard asked the Commissioners to think about what
they would like to have at the Christmas Party, which is
being planned for December 16, 1988. She suggested the
entertairment include some of the senior group, adding
there is a creative drama group that might be able to
present a program.
Chairman Van asked the Commissioners to give some thought
to what they would like to have as entertainment at the
party.
Chairman Van and Sue Spickard will serve as a committee
to plan the party.
Historian Appointment
Sue Spickard stated she would like to have a history of
the Senior Commission and the new Center available for
viewing on opening day at the Center.

compilinq a history for the Commission. Ms. Spickard
will pursue this suqgestion.

Senior Citizen Coordinator's Report
Sue Spickard reported the ice cream social was an over-
whelming success, with over 200 people attending. Eye
screening will be scheduled monthly at the Center.
Ms. Spickard high-lighted her report to Dave Bradstreet
for the past year, giving the statistics for the Department. A copy of this report will be given to the
Commissioners.
Upcoming events are: Deep-sea fishing trip August 17.
Trip to Lawry's in Los Angeles
August 18.
Diabetes screening August 25.
Dance at the Center September 15.
NRC Studios Mystery Tour
September 24.
Items for the Next Aqenda
Commissioner Gast will give a report on the City Seal.
Sue Spickard announced there would be refreshments
following this meeting and all those in attendance were
invited to stay.
Chairman Van gave a short surmnary for the benefit of
those in attendance of how the Senior Center came about.
