HomeMy WebLinkAbout1988-11-03; Senior Commission; Minutes4 I MINUTES Meeting of: SENIOR COMMISSION Time of Meeting: 1:15 p.m. Date of Meeting: November 3, 1988 Place of Meeting: Harding Comnunity Center - COMMISSIONERS \ CALL TO ORDER: Chairman Van called the Meeting to order at 1:15 p.m. ROLL CALL: Present - Chairman Van, Commissioners Heard, Ritchie and Savary. Absent - Cammissioner Maggio. Chairman Van announced the Ordinance had been Introduced by Council eliminating the word "Citizen" from all reference to the Senior Commission. Others Present: Sue Spickard, Senior Citizen Coordinator 3osie McCLoud, League of Wonen Voters Ohserver Dave Bradstreet, Director of Parks & Recreation MATTERS FROM THE PUBLIC: There was no one present to speak before the Commission. APPROVAL OF MINUTES: The Minutes of the Regular Meeting held October 6, 1988, were approved as presented. Fundraisinq Sue Spickard announced that the Project Council was planning a bake sale sometime before Thanksgiving. They wanted a washerldryer in the new Center, and have raised enough money to have that. Conmissioner Ritchie presented a supply of cards for memorials, including cards to be sent to the family and a card acknowledging the gift. Conmissioner Ritchie will take the Center model and give a presentation at the Evening Rotary tonight. She stated this was significant, as the Evening Rotary was responsible for getting the Senior Association started and donated $2,000 in 1977, as the first grant, to enable the Senior Citizens Association to stay open five days a week. van used by the Senior Center. This will be the first group to hear the presentation for the new Center. In 1981, this Rotary Club donated the Sue Spickard stated the Soroptomists intend to give their efforts for the coming'year for the Senior Center. Senior Center Update Chairman Van stated that all the buildings have been torn down and they are now grading at the Senior Center site. There was a meeting of the Design Committee on October 26, 1988, at the Council Chambers. Chairs and tables for the auditorium were selected, and will be the same as the Safety Center, except cloth coverings on the chairs. Van Heard Ritchie Savary MINUTES IC- - \'\\\\ November 3, 1988 SENIOR COMMISSION Page 2 COMMISSIONERS Senior Center Update (Continued) -- Sue Spickard stated they have selected all of the office furniture for the Senior Center, and have carried through on the blue color scheme. Comnissioner Savary stated the Association chairs and desks would not blend in with the furniture selected for the new Center, and Ms. Spickard stated she would talk with her about that. Senior Center Bond Act Sue Spickard reported that in 1985 the paperwork was submitted to Council for money available through the State Senior Center Bond Act. At that time, it was decided not to apply for money to be spent on the Harding Street Center, but to pursue obtaining a suitable site for a new Senior Center. At this time, one of the sites that was allocated some of that money cannot carry through, and the money must be used in District 5. cannot apply this time, and Hs. Spickard proposed that Carlsbad now apply for the total amount of $66,842 for equipment for the new Senior Center. The $150,000 set aside in the budget for equipment for the new Center will only supply the bare necessities. Therefore, Hs. Spickard requested permission to apply for funds to purchase all of the equipment in the auditorium. This is a multi-purpose area and would qualify for the money. Senior Commission recommended the City of Carlsbad Senior Division apply for $66,842 through the Senior Center Bond Act to be used for all equipment for the auditorium in the new Senior Center. All agencies that applied before Election of Officers Chairman Van was unanimously re-elected Chairman for the year starting October 1988 through October 1989. Commissioner Heard was unanimously elected Vice- Chairman. \ Appointment of Scribe The appointment of a Scribe was continued to the next meeting. Acceptance of Donations Senior Commission accepted a donation of $162.00 'rrom Roger Burke through the United Way. Senior Commission accepted a donation of $3,182.00 from Gerico's Fundraisers. Van Heard Ritchie Savary Van Hearc Ritchie Savary Van Heard Ritchie Savary 0 MINUTES November 3, 1988 SENIOR COMMISSION Page 3 COMMISSIONERS Acceptance of Donations (Continued) Senior Commission accepted a donation of $37.50 from the First Presbyterian Church of Oceanside, to be used for home-delivered meals. Nutrition Program Update Ursula Henze, Nutrition Site Manager, gave an update on the Nutrition and Home Meals Program. She stated through the Area Agency on Aging, they are allowed to serve 105 meals, but through the flexibility allowed by the City, they are able to serve up to 125 meals per day. Ms. Henze explained the reservation system used by the program, and added Carlsbad is the only place in the County that has to turn people away from the noon meal. The City was given five more meals over last year on the home-delivered program, making a total of 35. Ms. Henze stated the volunteer drivers perform a wonderful service and derive a lot of satisfaction from their work. Carlsbad provides a hot meal, and through the City, a sandwich, to the hone-delivered meals. Comment was made that sometimes the driver bringing that meal is the only person that senior sees all day. Commission discussion determined the consensus was to try to find some way to recognize the drivers in this program and thank them for their service. Sue Spickard added a volunteer manual is being worked on and will set up guidelines for recognition of the volunteers. Senior Citizen Coordinator's Report Sue Spickard reported that some activities are winding down due to the conring Holiday Season. Knott's Berry Farm and the fishing trip were both successes. There will be eye screening and a 55 Alive Mature Driving Program and the anglers will have a swap meet. although the instructor has been ill. Hs. Spickard stated she has started work on the budgets for the next fiscal year and working on an application for Senior Bond Act funding. The Volunteers Party will be December 16, 1988, and invitations will be sent out within the next week. The trip to The Stagecoach needlecraft class is still active, Hs. Spickard reported the maquettes from the three finalists for art in the Senior Center are due November 30, 1988, and will be on display at Harding Street December 1 through 18, They wi.11 then be on display at the Library. The Committee will meet 3anuary 44to select the finalist. Dave Bradstreet announced the annual Parks and Recreation Christmas Party wil be December 19, 1988, with the Commission meeting at 5:OO pa., and the Christmas Party to follow.
