COMMISSIONERS CALL TO ORDER Chairman Van called the Meeting to order at 1:15 p.m. ROLL CALL: Present - Chairman Van, Commissioners Heard and Savary. Absent - Commissioners Maggio and Ritchie. Others Present: Sue Spickard, Senior Citizen Coordinator Josie McCloud, League of Women Voters Observer APPROVAL OF MINUTES: The Minutes of the Regular Meeting held January 5, 1989, were approved as presented. ACCEPTANCE OF DONATION: Senior Commission accepted a donation of $1,000 from Daniels Cablevision, Inc. and recommended that the donation be utilized toward the purchaseof a V.C.R. and wide-screen television. INCREASE IN GRANT AWARD Sue Spickard reported that the Area Agency on Aging has offered the Carlsbad Senior Center an additional $7,556 for use in the Nutrition Program through June 30, 1989. The A.A.A. grant award for fiscal year 89-90 will also be increase by this amount. Ms. Spickard explained that these additional monies were available to A.A.A. from other nutrition sites which had under served meals during the first six months of FY 88-89. Carlsbad is one of the few sites in the County over-serving in Nutrition, Home Meals and Transportation. Ms. Spickard gave a breakdown of how the $7,556 will be distributed in the program: $ 600 Transportation - Vehicle Maintenance for new Cargo Van. $2,844, Special Department Supplies to purchase kitchen items for new center; $1,323, food for Noon Day Program. 2,347 Home Meals Program: $1,259 maintenance of Cargo Van; $1,088 in Special Department Supplies to purchase larger hot carriers. Commissioner Heard made a motion to accept the additional money from A.A.A. to be allocated as outlined. 4,609 Nutrition Program: $442 Vehicle Maintenance; Van Heard Savary MINUTES FEBRUARY 2, 1989 SENIOR COMMISSION Page 2 ARTIST-IN-RESIDENCE: \ COMMISSIONERS Sue Spickard explained that the Arts Manager has indicated that time was of the essence if the Commission was interested in pursuing an Artist-In-Residence program at the new Senior Center. Interest has been expressed to staff of doing Senior histories, oral and written. Artist, Adia Mancillas, has made a proposal for the Artist-In-Residency program. Sue read the artist's description of the concept being proposed. Sue Spickard asked for discussion and possibly a recommend- ation from the Commission on whether they would like to see the Art's Program pursue an Artist-In-Residency program for the new Senior Center. Sue explained that they would not be awarded this program until January of 1990, to assure we weremved into the new building. Ms. Spickard further explained that the artist would basically become a member of the staff and work at the Senior Center for about four to six months. Commissioner Savary asked if the artist would support and help Seniors with their writing efforts and Sue responded that would be the basis, where the artist would primarily start. Each Commissioner expressed that they felt the program worthwhile and that it should be pursued. Commissioner Savary made a motion recommending that we proceed with the Artist-In-Residency Program Grant Application. SENIOR VOLUNTEERS IN SCHOOLS PROGRAM: Sue Spickard stated that she and Dr. Brierly, Superintendent of Schools, have spoken on numerous occasions regarding the potential for the Senior Program and the schools working together to do a variety of programs, i.e., Senior Volunteers helping children to read. She said this was the perfect time for this program to begin with the Seniors and School District coming together under one roof. Ms. Spicard asked the Commission if they were interested in pursuing the project and asked for a volunteer, either a person or committee, to work closely with her and Dr. Brierly. Commissioner Savary stated that they had a request from the the LaCosta Meadows School for a Senior to read to their classes. She added that there were many retired teachers in our Senior group and that the program would be a wonderful way to utilize their abilities. Van Heard Savary MINUTES \\\\\ FEBRUARY 2, 1989 SENIOR COMMISSION Page 3 COMMISSIONERS Senior Volunteers in Schools Program (Continued) Commissioner Heard liked the idea of bridging the generation gap in this fashion. Chairman Van felt it was a good idea to start at the Pine Street School where there were many underprivileged children who would benefit greatly from this program; and expand to other schools at a later date. He added that as soon as Ms. Spickard and a volunteer person or committee work out the details with Dr. Brierly, "feelers" could be sent out to recruit Seniors who have been in the education field. Ms. Spickard again asked the Commissioners for a volunteer to formalize the program to work with herself and Dr. Brierly. Commissioner Savary remarked that Pearl Johnson might be interested in spearheading the venture and that she would work with Ms. Johnson to organize the program. SENIOR CENTER UPDATE: Chairman Van stated that the new Center is coming along fine. poured. Studding lumber is on site and ready to go up. All steel work is up and the complete slab has been SENIOR COORDINATOR'S REPORT: Sue Spickard reported on the following items: A.A.A.'s quarterly evaluation was recently completed at the Senior Center. This quarter they checked on how the Center gathered its statistics and,once again, we received a "blue ribbon." Tax and Renter's Credit Program has begun with George Heard at the helm. Thanks to Mr. Heard, this year in addition to having the program on Tuesdays and Thursdays at the Senior Center, the program is being offered on Wednesdays at Stagecoach Park. Senior Center budget for the City has been completed for next fiscal year. Budget increased 34% ($69,000). $67,000 ofwhich is €or the operatioil Specifically $30,000 for heat, lights and waste disposal, which in prior years have come from the Parks & Recreation budget. Other than the new building, the budget only increased by $2,500, a 1% increase. of the new Senior Center. MINUTES FEBRUARY 2, 1989 SENIOR COMMISSION Page 4 COMMISSIONERS SENIOR COORDINATOR'S REPORT (Continued) Activities Planned: -Valentine's Dance with the Rumble Seat Rascals, February 9. -Universal Studios' trip, February 23. -Angler's Club meeting, February 16. -Line Dancing starts February 6. , -Cargo Van from A.A.A. will arrive February 9 at 11:30 a.m. All Commissioners were encouraged to attend. -February 24 at 11 a.m. in the Council Chambers, Senior Commission and Arts Commission will have a joint meeting . ITEMS FOR NEXT AGENDA: Peggy Savary stated that at the quarterly meeting of the Senior Citizens Association it was discussed and a 'motion passed that the directors petition the City to continue to send out the newsletter. The volunteer editor can no longer function due to the illness of his wifelhelper. Ms. Savary explained that the Association's criteria for the newsletter was that it be self-supporting, and it is not. Ma. Savary will petition the Commission at their next regular meeting.
