HomeMy WebLinkAbout1989-03-02; Senior Commission; Minutes', -. - MINUTES ,- Meeting of: SENIOR COMMISSION Time of Meeting: 1:15 p.m. Date of Meeting: ,March 2, 1989 Place of Meeting: Harding Comnunity Center COMMISSIONERS CALL TO ORDER: Chairman Van called the Meeting to order at It15 p.m. ROLL CALL: Present - Chairman Van, Commissioners Heard, Maggio, Ritchie and Savary. Absent - None. Others Present: Sue Spickard, Senior Citizen Coordinator 3osie McCloud, League of Women Voters Observer MATTERS FROM THE PUBLIC: Doris Ritchie, Senior Commissioner, addressed the Commission stating that she felt an apology should be sent to Evelyn Camp. Ms. Camp appeared at the Senior Nutrition Program last Tuesday afternoon and was verbally abused. Ms. Ritchie said that the seniors should be reminded that when guests come to the Nutrition Program they should be treated as you would treat guests in your home. the next agenda. APPROVAL OF MINUTES: The Minutes of the Special Meeting held January 11, 1989, were approved as presented. This item will be placed on The Minutes of the Regular Meeting held February 2, 1989, were approved as presented. Presentation Commissioner Ritchie introduced Jim Smith from the Carlsbad Hi-Noon Rotary Club, who made a presentation of a check for $600 to be used toward a large-screen TV and VCR for the new Senior Center. Mr. Smith stated that after their year ends June 30, there will be a new Board, and it Ls their intention to donate another $600 to the Center. He said the Rotary Club is very interested in the senior programs and want to be a part of them, and he offered their help in any way needed. Senior Commission accepted the donation of $600 from the Hi-Noon Rotary Club to be used toward the purchase of a large screen TV and VCR for the new Senior Center. Public Input for Artwork at the New Carlsbad Senior Center/ Education Center Chairman Van stated Mayor Lewis had called him last night and the Mayor had talked with a Member of the Arts Commission and proposed the art for the new Center be put off for one year after the building is completed and occupied. Also, when the artwork is proposed, that there be participation by the seniors. Mayor Lewis had said he would send out a memorandum notifying the Council of his decision. Sue Spickard reported that since the Mayor spoke with Chairman Van, she had direction from the City Manager’s Office that she and the Arts Coordinator were to continue with the direction of the joint meeting of the Arts Commission and Senior Commission and prepare a system on how to go back to the public with the artwork. Ms. Spickard had written the proposed ballot on the chalkboard and read it for the Commission. The ballot listed Name, Address and City; Over 18 Years of Age, Yes or No; I would like to see this piece installed in the Senior Center, and I would not like to see this piece installed, etc. Commission discussion determined that the Age category should be divided into the following: 18-30; 30-45; 45- 55; Over 55. Sue Spickard stated this ballot would go to the Arts Commission for their input. Chairman Van asked the Commissioners for their approval of the ballot, and verbally Commissioners Heard, Maggio, Savary, Ritchie and Chairman Van said they approved of the ballot. Commissioner Ritchie added that she would like to have something in writing from the Mayor that if the ballot finally approved the artwork, that indeed the artwork would be placed in the building as proposed. Ms. Ritchie stated she had two speaking engagements for next week and questioned whether she should take the artwork model. Chairman Van stated he would like to be certain that no coercion was used in having people sign the ballot. Commissioner Savary questioned the use of staff time to conduct this survey, as they have plenty of work without this task beyond their job description. Van Heard Maggio Ritchie Savary \ .. r. The money allocated for this artwork cannot be used for anything but the artwork. The money was specifically designated through the procedure for raising money for artwork, and those funds must be used for artwork. Secondly, Ms. Spickard stated she had gone through the Minutes of the Senior Center Design Team and the Senior Commission, and the artwork was brought up at least nine times, documenting the art process or a report was made. She said that some people had said they were not informed and it was not public. The Senior Commission meetings are public meetings and it was discussed seven times since February 4, 1988. The information about the maquettes on display for public comment was distributed in the Carlsbad Senior Citizen News; Carlsbad Arts News; Carlsbad Journal; La Costan and the Blade-Tribune. Ms. Spickard stated she wanted the record to show this. The report is included as part of the record. Commissioner Heard made a motion to accept the ballot as amended to divide the age categories. died for lack of a second. The motion Preparation of a Newsletter Commissioner Savary, President of the Carlsbad Senior Citizens Association, stated the Association had voted to petition the City to take over the publication of the newsletter. Ms. Savary said there were two major factors involved; one, it is difficult to get competent people to produce the newsletter, and two, the Association does not have the finances to continue to issue the newsletter. Ms. Savary said the seniors would continue to get the monthly menus and activity list. Sue Spickard stated she has been approached to take over the newsletter and has been considering it. She said the newsletter is included in next year's budget, but that does not necessarily mean it will be approved. That would be a significant factor as to whether or not Ms. Spickard was able to take over the newsletter. Also, Proposition 73 has come out impacting cities and it deals with the prohibition of newsletters and mass mailings within cities. The City Attorney is investigating this and Ms. Spickard will have more information back on this. Ms. Spickard stated she had canvassed five senior centers in north county and of those, only one mailed able for people newsletters. The others had them avai to pick up at the senior center. Ms. Spickard concluded, stating she fe could take over the newsletter, but it Commission to give a recommendation. t staff and she was up to this .. .. MINUTES "\\\ \% March 2, 1989 SENIOR COMMISSION Page 4 COMMISSIONERS Mailing costs were discussed, as well as the cost of producing the newsletter, with Commissioner Savary stating the newsletter has been losing money. She added the cost of $3 per year for the newsletter, or 25 cents per copy, did not cover costs. Ms. Savary said the Association would refund any unused subscription money. Sue Spickard reminded the Commissioners that if the City takes over the newsletter, it would not be in the same form as it is now, and she could not say what it would be. There are newsletters put out by the City at this time, but Proposition 73 deals with havings the names of Commissioners, Council Members, etc., listed in it. She said she would have to check on all of this before it could go forward, but she would do this if the Commission directed her. Commissioner Heard said that at a time when the seniors have something very excitinq to talk about--the Senior Center--the Association is proposing to chop off the mean of communicating. He felt if the Association was genuinely interested in the facility and in developing programs, they ought to explore the possibility of continuing the newsletter through this interval. Commissioner Savary answered they were attempting to continue communication rather than discontinue, but do not have the staff and the finances. (The newsletter Editor stated that April would be the last issue.) Sue Spickard reminded Commissioners Maggio and Savary that they could not vote on this motion. No action was taken by the Commission on this item. Chairman Van suggested this item appear on the next agenda. Commissioner Ritchie commented that Carlsbad traditionally has had the best newsletter of anyone in north county; they will now have the best senior building and she said she could not believe they would let the newsletter fall by the wayside. the Senior Association would be doing, if they didn't have the newsletter, and it was answered they would have the Tuesday afternoon bingo. Rotary Programs Sue Spickard reported the Evening Rotary Club had approached her to initiate a program to help the seniors. A program to install smoke detectors and locks was suggested, but would not work out because of the liability. She asked the Commissioners for suggestions as to particular programs they thought the Rotary Club could get involved in with the seniors. The Commissioners suggested speakers in finance andlor insurance, with seminars or lectures; invite them to the employment fair; the health fields; tax information and assistance; and counseling about health insurance programs . Jim Smith said the Rotary is interested not only in supplying money, but to get involved in the needs of the seniors not taken care of by the City. She asked what .. MINUTES \LY 0. March 2, 1989 . SENIOR COMMISSION Page 5 COMMISSIONERS Mr. Smith also said the Hi-Noon Rotary should be included as part of the group volunteering to get involved in senior programs. They are looking forward to the opening of the new building and await word from this Commission. The suggestion was made to perhaps investigate the pet visiting program for retirement homes and also the grandparent program for the Rotary Clubs to take part in: also an adult care center. Mr. Smith said there had been discussion about having a Senior Fair and perhaps holding this twice a year. Sue Spickard said she would explore this further and call the other senior centers to find whether they have any programs with Rotary Clubs. Senior Center Update Chairman Van said the steel work and walls are starting to go up at the center. On February 14, 1989, Council approved an additional $41,000 to cover the removal of the contaminated soil around the kerosene tank. 3ohn Cahill had suggested the Commissioners take a tour soon and Ms. Spickard said that would occur somettme after the next two weeks and would have to be late in the afternoon when the workers are gone. the Commissioners to bring their hard hats. Senior Coordinator's Report The Employment Fair will be held March 15, 1989, at National University, for all of north county. The Fair will be with the help of Supervisor MacDonald, Senior Center Directors and the EDD and will start at 8:30 a.m. Ms. Spickard reported the Valentine's Dance was successful, due to a good band and many gentlemen willing to dance with all the ladies. Universal Studios was also successful. Ms. Spickard is preparing a new budget and contract for the Area Agency on Aging at the same level as last year. program is going strong; health screening is coming up and trips to Lawrence Welk's Village for lunch and a The trip to The tax Play Ms. Spickard said that staff is preparing for the opening of the new Center and purchasing equipment and items, as well as progressing well on the Operations Manual and Facility Regulations. A brochure is being drafted with a drawing of the new Center on the cover and a list of all services available.
