TO ORDER: Chairman Van called the Meeting to order at 1:15 p.m. ROLL CALL: Present - Chairman Van, Commissioners Maggio, Ritchie and Savary. Absent - Commissioner Heard. Others Present: Sue Spickard, Senior Center Coordinator MATTERS FROM THE PUBLIC: There were no requests to address the Commission. APPROVAL OF MINUTES: Minutes of February 1, 1990 meeting were not available for review. PRESENTATI ON: Present were Gary Regalado and Judith Bell, of radio station KGMG-1320 AM, Oceanside. They reported that their station plays tunes from the 40's and 50's and is dedicated to serving Seniors. for Senior activities such as tea dances, and Senior walks. She asked for other suggestions on how the radio station could help Seniors. It was suggested for them to provide a disk jockey for dances. advised that they were working on such a project where they would possibly broadcast from a designated location to play dancing music and meet with the audience. Judith had suggestions Judith Commissioner Ritchie asked if they will have editorial comments on what Seniors are concerned about. Judith responded that they will be changing the format of the program within the next 90 days and will have some talk features which may include station and guest editorials. Call 757-1321 to share comments and ideas on how they can serve Seniors better. They're on call 24 hours per day. MINUTES SENIOR COMMISSION Page 2 r ‘ arch 1, 1990 COMMISSIONERS “RITION PROGRAM Sue Spickard reported that the Noon Lunch Program is busting at the seams. Since moving to the new Center, meals were increased by 20 per day, however, an average of 22 people per day are being turned away from the Program. Ms. Spickard stated that as of July 1, 1990, the suggested donation be increased to $1.50 per person, as recommended by the Project Council. The only Senior Centers in north county that have not increased and Vista. Vista will, also, go to $1.50 as of July 1, 1990. their suggested donation to $1.50 is Carlsbad In response to inquiries about non-residents being served in our dining room, Ms. Spickard replied that her understanding and the direction from the Area Agency on Aging has been that all seniors 60 years or older and their spouse must be served regardless of residency. This is a federal policy as stated in the Older American’s Act. To confirm this, Ray Patchett, City Manager, has written a letter to the Director of the Area Agency on Aging, Mr. Dan Laver, expressing to him our concern that our Noon Lunch Program is so full that many long-time residents are unable to get in to lunch. Mr. Laver is requested to provide us the law and regulations governing this program. Sue Spickard has requested and is hopeful that A.A.A. will fund additional meals for next fiscal year. If more money is recevied, it is possible that meals could be served in two sittings. However, it may also mean a need for more money from the City, additional staff persons, and more volunteers. This would be a decision the City would make. Jean Dellenbach, 3090 Jefferson, stated that during the noon lunch that day the people at her table were from Spokane and Minneapolis. They rent condos in Carlsbad for three months out of the year, pay taxes here during that time and feel they are entitled to eat at this Center. Commissioner Ritchie asked if the noon lunch program donation will be increased to $1.50. Sue Spickard responded, yes, in July 1990. Commissioner Ritchie also asked if the average turn-away will decrease when snowbirds leave. Ms. Spickard responded that it has in the past years. MINUTES SENIOR COMMISSION arch 1, 1990 'age 3 Y COMMISSIONERS Linwood Van commented that with the extra activities at the new Center, there are more people wanting to stay for lunch. Commissioner Maggio reported that some Seniors give the nutrition desk volunteers a hard time about not being able to sign up. Sue Spickard replied that they should be directed to staff if they're persistent. Linwood Van opened discussion to participants in attendance for suggestions on how to handle lunch signups. Estela Sanchez, 3482 Roosevelt, said to just tell them that the nutrition policy is that they can sign up for themselves and two others. Theresa Maggio said that they tell them that all the time, but they don't like that policy and think that they can come in and sign up half their family and friends. Tom Reed, 844 Mistletoe Lane, directed a question to Theresa Maggio and Peggy Savary, asking them if people call to take their name off the list if they are unable to attend lunch. people don't call. But, most are reliable and do call in. The response was that maybe one or two Izma Chmiel, 3121 Vista Rica, said that she felt the reservations are handled beautifully by the volunteers. The volunteers are always very courteous and polite. Fran Bryan, 2016 Avenue of the Trees, said the volunteers who answer the phones at the nutrition desk do an excellent job. Guy Anson, 982 Pine Avenue, suggested a typewritten list of names of those participants who eat lunch on a daily basis, so that instead of writing the names in each day, they could just check them off. Sue Spickard said she would look in to having a list typed. Jean Dellenbach, 3090 Jefferson, suggested having a printed sign made which would sit at the nutrition sign- in desk stating that you can only sign up for your self and one or two others. She felt by seeing it right in front of them each day, it would eventually sink in. MINUTES SENIOR COMMISSION -age 4 flarch 1, 1990 \I COMMISSIONERS Pat Ciampa, 3363 Tyler Street, asked how the people on the busses get in before walk-ins. Sue Spickard responded that any person who rides the Senior transportation service and wants to come to lunch program is automatically put on reservation list.. These people must be unable to get here on there own and not have anyone to bring them. If there is any question about these qualifications, they will be verified. Priscilla Dunn, 808 Caminito Azul, suggested a pink priority card for Carlsbad residents to weed out or discourage outsiders. She mentioned that last week there was a couple from Brazil at her table. Sue Spickard repeated that it was her understanding that we must serve persons 60 years of age or older and their spouse regardless of their residency; the City Manager and the City is looking into this situation. Jean Dellenbach, 3090 Jefferson, regarding the financial aspect. It is her understanding that you do not have to be poor to eat lunch at the Center, any Senior can eat here. Ms. Spickard responded that it was the intent in 1965 when the Older American's Act was written that many older people are sitting in their homes deteriorating and not getting out. It is important to get these people out of their homes to socialize and what better way to do this, but to serve them a meal. that "loneliness knows no economic barriers." She stated BUILDIN G UPDATE Sue Spickard reported that Commmissioners received memo from Ken Quon, Municipal Projects, regarding the design of the handicapped parking at the Center. should explain the reasons for the design. His memo Ms. Spickard reported on the following: -Furniture in lounge has been rearranged so that the TV would be more accessible for viewing and card players and knitters could sit comfortably in rear of room without disturbance of the TV. -Coffee is now being served in the lounge on a daily basis. . However, kitchen floors will not be sealed, it would kitchen area make floors too slick. -Jim DiCamillo, architect who designed the building, has been approached to design the reception area so that it can be enclosed. -Bulletin boards and coathat racks have been ordered for activity rooms. entertainment unit for TV and bookcases for the lounge. Looking at purchasing an -Replacement umbrellas for the courtyard are in. Ms. Spickard explained that when patio furniture was delivered, they sent the wrong umbrellas, but since it was at the time of grand opening, La Jolla Patio allowed us to use them. -Carts have been built for our two pianos. Ms. Spickard mentioned she is looking into the purchase of a third piano and that request will be coming before the Commission at a later date. -Security system is now in and operating. -A bike rack has been purchased. -Strips have been placed on entry steps to make them more visible. -Signs have been mounted at each parking lot identifying each lot. Commissioner Ritchie asked if there was a charge for coffee in the lounge. Sue Spickard reported that it was free, however, a donation box was being created. Commissioner Ritchie also asked where the third piano would be located to which Ms. Spickard responded that it would probably be placed in the auditorium. Robert Collett, 2412 Sonora Court, reported that plastic strips placed on corners in hallways have screws that stick out too far and need to be fixed. WARBLERS Sue Spickard reported that since meeting with the Yarbler's she has reassessed having them as a Senior . MINUTES SENIOR COMMISSION March 1, 1990 IC Page 6 Center group. One of the problems is that the Warblers do collect donations for their performances and at the end of the year they like to pay individuals for services provided, i.e., their accompanyist, director, etc. They have consented to allow all interested individuals into the group. They will have piano tuned as needed. The Warblers are established as a nonprofit group. Ms. Spickard recommended to the Commission they approve the Warblers to use the facility as an outside group on an on-going basis. Motion was accepted unanimously. INCREASE T 0 FY 89-90 GRANT AWARD FROM SAN DIEGO COUNTY AREA AGEN CY ON AGING (A.A.A.1 Sue Spickard explained that the $3,848 by which A.A.A. is increasing our grant is only for this fiscal year and will not go into next fiscal year. permanent increase to the grant award. be available as of April 1, 1990. It is not a The money will SENIOR CENTER TOUR Ms. Spickard reported she has been approached by volunteers in the Pine School Volunteer Program that some students have expressed interest in seeing the building they have watched being built. The volunteers would conduct the tours and refreshments could be served. Commissioners unanimously supported the idea. Ms. Spickard would pursue arrangements. VOLUNTEER REC OGNITION Linwood Van stated that in previous discussions George Heard felt a better time to recognize our volunteers was in November rather than in December when holiday schedules are busy. Chairman Van asked for discussion. Sue Spickard reported that last year $1,210.64 was expended on the Volunteer Recognition Celebration. However, staff member Rosemary Eshelman was successful in getting flowers, etc. donated, as well as getting a reduced price from the caterer. Without her help, the expended amount would have been much higher. 125 people were served last year. Commissioners recommended that it should. The date of November 16 was decided upon. Chairman Van brought up question of recognizing individual volunteers who dedicate many hours at the Center. Sue Spickard suggested if it is the intent of the Commission to recognize individual volunteers, that a committee be selected to establish the criteria. Commissioners voted unanimously to continue with the present system of entertaining and recognizing all volunteers, not individuals. Sue Spickard explained that the Carlsbad Soroptimists in the past year has chosen the Carlsbad Senior Center as their group to raise funds for and be actively involved with. person who has made a difference in the Carlsbad Senior Program. After polling Commissioners, three names were submitted to Soroptimists for recognition. They wish to recognize a volunteer or staff 'S REPORT Everything is going really well at the Center as far as Senior participation. Valentine's Day Dance. activity room was bursting at the seams. exciting to see. attended and well received. Movies will become a regular event showing old time classic films. New classes have started: Needlecrafts, Aerobic Line Dancing, Friday afternoon Bridge. People are becoming more and more adjusted and comfortable with the building and are using the lounge more often. Carlsbad Anglers will be going to Lake Wohlford on March 16. 55 Alive Class continues to be full each month, so it will continue to be offered. Zoo Trip scheduled for March 8. Scheduled for April 19 is Lawrence Welk trip to see Fiddler on the Roof. Also, a Spring dance is scheduled for April 27. Fieldstone's intent is to be at the Council meeting in March to present the $20,000 to Council. A facility attendant, Perry Gentry, has been hired and is on board. Another facility attendant, will be starting soon. Ms. Spickard said the Sorportimists will be having an old-fashioned picnic luncheon here on Saturday, May 5. Box lunches will be sold. Tickets will be sold in advance and they will be honoring one of the three volunteers that the Commission suggested. Carlsbad Evening Rotary Club has approached Sue Spickard asking for suggestions of what they could do for the Seniors in the way of labor. they build a barbecue. Ms. Spickard responded that Parks & Recreation has applied for a grant to have a barbecue built . Dorrie Ritchie suggested 1- ON'S REP ORT Chairman Van reported that a Pool Committee has been selected for the Billiard's Room. Selected were: Robert Collett, Fran Bryan, Paul & Claire Dufner and Joe Johnson. Two Commissioners from Encinitas Senior Citizens Commission visited our Center and raved about the facility. Chairman Van stated that an article in the newspaper said that the School District may be phasing out the Pine Avenue School and using the facility for Las Palmas Continuation School. Chairman Van suggested we keep track of this situation to possibly get a wing of the Pine Avenue School to accommodate additional activities for the Senior Center.
