Chairman Van called the Meeting to order at 1:15 p.m.

Absent: None.

Dorrie Ritchie, 3379 Garibaldi Place, addressed the
~ommiseion, stating she would like to make a modest donation
to the Senior Center Fund in memory of two gentlemen who
contributed so much in the early days of the Senior
Commission and served on the Board of the Aesociation.
The first one was Manual Castorena, who was one of the first
Mayors of Carlsbad and started the Association in 1914. Mr.
Castorena passed away two months ago.

presented.
ACCEPTANCE OF DONATION
The Senior Commission accepted a donation of 575.00 from
Soroptimist International of Carlsbad in honor of the
volunteers recognized at the luncheon on May 5, 1990.
NUTRITION P ROGRAM RESERVATION POLICY
Sue Spickard reported that the over-whelming response to the
Nutrition Program since moving into the new Center has
slacked off somewhat. The Center was turning away many
Carlsbad residents--and it was expressed that Carlsbad
resident8 should be able to get into the program vs
individuals from other cities. She said previously it had
been underetood that anyone over 60 years of age had to be
admitted, irregardless of their residency.
.- Ms. Spickard met with the Director of Area Agency on Aging
and he felt that it was possible to do a reservation system
that might show priority for Carlsbad residents, and do that
by targeting. Every year a contract is signed with the
A.A.A., and that must say who is the target population.
That purpose is "to target the low income, minority, frail
elderlv of Carlsbad".

Me. Spickard continued, stating that if an individual wants
lunch on Wednesday, they can make reservations on Monday;
however, that is only available to Carlsbad residents. On
Tuesday, the reservations would be open to everyone 60 years
or older.

Hs. Spickard read the letter she received from Daniel Laver,
Director of the Area Agency on Aging, stating that the
proposed policy and registration card were fine.

be developed. The card he sent to her included questions
the State will be required to ask in the future, and the new
card will include additional questions. However, no
investigations will be made, and the cards will be self-
proclaimed. This will help in keeping track of Carlsbad
residents and the volunteers will not have to ask every day.

Me. Spickard said that many centers are watching the
-Carlsbad Center and she felt this Center will be blazing a
:rail with this particular policy.
Council is looking to this Commission to assist them with
this, and when it has the Commission's final approval, it
will go to the Council in hopes of putting it into place as
of July 1.
She said the City
In reply to query regarding the cost of meals, Ms. Spickard
said the requested donation would change to $1.50 in July,
and the charge for non-seniors will be changed to more than
$2.30. She said the Center pays $2.15 for the raw food, and
that does not include anything else. The non-seniors will
be paying the actual cost, and they are included on a "space
available" basis. Me. Spickard said that any person under
60 years of age, who chooses to eat in the dining room, is
welcome to do so with qualifying statements; one, must pay
whatever fee there is for the cost of the meal; and, two,
that individual, if they are non-seniors, must be bumped
from the lunch list if a senior desires that meal. The
program is designed for seniors and that is the purpose.
Ms. Spickard stated that there are some people, not seniors,
eating in the program and causing seniors to be turned away,
so the policy as stated above will be enforced.
Ms. Spickard stated that if a volunteer is a senior, they
have an opportunity to donate or not--but being a volunteer
does not exclude you from having an opportunity to donate.
The opportunity to donate is provided to everyone.
Ms. Spickard said they would recruit volunteers so the front
,desk people would not be inundated with the filling out of
the registration cards. She added that this information
must be kept in the strictest of confidence. Some items can
be left vacant, but the residence and age are necessary. In
answer to query, Ms. Spickard stated this is only for the
Nutrition Program--the other programs have different cards
and the age is 55 or over.

Ms. Spickard read the draft Nutrition Program Reservation
Policy, and stated that "frail" meant 75 years of age or
older.
Commissioner Heard suggested that since the Policy should be
a guideline and not the every-day rules, the language should
be changed to read:
Seniors." That way the donation amount could be changed
without changing the Reservation Policy.

The Senior Commission approved the Draft Nutrition Program
Reservation Policy, as amended to delete the words "of
$1.50" from the sentence, "A donation of $1.50 is suggested
from all Seniors."
In discussion of the information to be requested on the
cards, Me. Spickard indicated that because the A.A.A. is the
funding source for the Nutrition Program, any information
they require would be on the card; however, this Center will
not be concerned if information that is not essential is
omitted by the seniors. -
8. Spickard stated that the cost for non-seniors will be
inserted into the Procedure for Luncheon Reservations at the
time that is computed.
The Senior Commission approved the Draft Procedure for
Luncheon Reservations as presented.
Commissioner Ritchie suggested some publicity to let the
public know that there is only funding for so many meals and
to inform the public of what the Senior Center is doing as
far as the Nutrition Program.
Me. Spickard stated that if more funding were available, a
second seating would be recommended, since it is felt that
146 people is a large enough crowd to serve, and if the
attempt were made to serve more, it could become unruly.
Ms. Spickard stated there was another problem regarding the
noon program and reservations that has been brought to her
attention. A list has developed for certain people to get
priority in coming in for lunch. She said that she is aware
that some of the seniors are less capable of being self-
sufficient with regard to making luncheon reservations, but
that her concern was with being fair and consistent. Me.
Spickard said she has some questions about certain people on
that list and wanted to know how they were on there and what
were the qualifications. She said that rather than have
-staff and the volunteers make a judgment call, she wanted to
ring this before the Commission and have them decide, 1)
whether there was a need for such a list, and 2) what kind
of qualifications get you on that list. She said that some
people are in need of assistance, and she does not want
staff or the volunteers--or herself--to make that judgment
call.

COMMISSIONERS
Commissioner Savary commented that all of the people on that
list are in the target area, and there are some who deserve
more consideration to be certain they are included in the
program.
Ms. Spickard said a doctor writes a prescription for home-
delivered meals, if there is a doubt about the eligibility,
and perhaps this list could be by doctor recommendation.
Commissioner Ritchie had no problem with the list, but felt
that qualifications should be set and upfront. Everyone
should know what the qualifications are and a way of judging
that is fair.
Ms. Spickard felt that the Center should be able to help
Carlsbad residents who need help, and the bus people are put
on the list automatically. The suggestion was made that
those seniors with memory problems should be included on the
list, and the individuals who walk here.
Commissioner Heard stated that the Commission could not
solve this problem--that there needs to be a good deal of
thought given to this and staff should make suggestions. He
recommended tabling this item and giving it more thought.
- Ms. Spickard said she was tempted to say that the
ualifications for this list should come from a physician.
she said she wanted this to be fair and equitable.
Commissioner Maggio said that the people on the list know
that they are on it, and do call and cancel their
reservation if they are unable to attend.
Cbmmissioner Ritchie made a motion to require a doctor's
certification that an individual needed preferential
treatment for the Nutrition Program. There was no second to
the motion.
Commissioners Heard and Maggio stated they would like to
wait and give more thought to this item.
Commissioner Ritchie amended her motion to require this on a
trial basis--perhaps six months. There was no second to the
amended motion, and it wae withdrawn.
Jan Wierenga, 4378 West Point Loma Blvd., San Diego, a
visitor at the Center, stated that when you applied for
Social Security Disability, you had to be examined by their
doctors, and the eligible people carried a card. She felt
the idea of a certificate from a doctor is a very good plan-
-as that would eliminate the people not really eligible.
Stella Sanchez, 3482 Roosevelt, asked whether the people on
that list could drive a car. She said if they could drive,
they should be able to handle their reservation for lunch.
'ommissioner Heard said if there is a viable system, it
Mould relieve staff in making judgment calls. He felt those
impacted should be contacted about what would be a workable
solution.

MINUTES
Me. Spickard suggested calling a meeting of all the
volunteers and individuals on the list who qualify and
discussing what they feel would be fair and whether or not i
doctor's certificate should be required. She said that she
would call such a meeting before the next Commission
meeting.
SENIOR PROGRAMS - RESIDENCY PARTICIPATION
Sue Spickard reported that questions have been asked about
people participating in the different programs, such as
classes, trips, and programs other than the Nutrition
Program, home meals and transportation. She said that such
groups have had to be 51 percent Carlsbad residents. The
Miracosta College classes provided here are "under the gun".
The two exercise classes held by them provide the insurance
and a trained instructor, and are open to anyone. They are
advertised under the senior section, but Miracosta could not
tell an individual they could not participate. The College
pays the Center to use the facility, and will be generating
approximately $10,000 in revenue for the Center.
The two art classes are another program that provides the
Center with a skilled, talented instructor. The " Seniors
-on Stage" class was developed by the Center. Approximately
72 percent of participation in all activities are Carlebad
residents. Ms. Spickard asked whether the Commission wantec
to address the residency issue in other activities.
Chairman Van stated he did not see a problem.
Commissioner Savary felt the procedure should be left as it
is.
Me. Spickard stated she would continue to press for 51
percent Carlsbad residents in the classes.
TRUST FUND
Sue Spickard distributed copies of the Senior Trust Fund
Accounting as of June 7, 1990. She said the trust funds
available totals $5,001.16. The wish list has another pianc
and a kiln on it. However, there will be a survey to
determine the interest in a class using a kiln and
availability of an instructor and the liability question.
Chairman Van said the Association has approximately $19,000,
and bought a word processor for $2,500. There will be a
meeting to report on the state of their finances.
Ms. Spickard reported that staff has been approached by
several businesses in the area for fund raisers. There is
the Gerico's golf tournament and dinner for the trust fund.
Also, there has been an offer from the Horizon Pacific
_Properties for an annual basis fund raiser. They would have
9 yard sale and donate the proceeds to the Senior Center.
In addition, Horizon Properties would match any funds
raised, and make this an annual event. All details have not
been worked out at this time.

Me. Spickard asked the Commission to recommend whether or
not she should set up a meeting with these businesses or
bring them before the Commission.
Commission was for Ms. Spickard to pursue these items.
The consensus of the
Ms.'Spickard encouraged the Commission to think about items
for the wish list.
SENIOR COORDINATOR'S REPORT
Sue Spickard reported that she is focusing on more
activities. There was a violin concert from the students at
Pine School, and it was excellent. There was an estate-
planning workshop held at the Center, and today the movie
"Annie" is being shown. She said that people ask why there
are so many activities planned at the same time? This is a
multi-purpose center and a variety of activities are offered
for a variety of people who like to make their own choices.
Ms. Spickard reported that there is a waiting list for the
next anglers' trip. There will be skin cancer screening on
June 21; the Del Mar Pair, and the Ice Cream Social July 15
at Magee Park.
Me. Spickard said there is a new Special Events Committee, - and they are busy planning trips. Next month she hopes to
:ave the facility regulations and fee structuree finished
for the renting and use of this facility.
Specifications for the mini bus are being prepared. The
City is hoping to purchase several vehicles at the same
time, and in that way make a better buy. Ms. Spickard said
it might be three months from now, if all goes well. The
bus is built to specifications. If there is a shortfall on
funds for the purchase of the bus, the Association may be
requested to make that up, as only a small amount of the
$15,000 they were prepared to spend was previously needed.
CHAIRMAN'S REPORT
Chairman Van reported on a Chairpersons' meeting held by the
Mayor on May 23. He said the Mayor asked for concerns from
the different Commissions and Boards and also announced that
this meeting would be quarterly hereafter.
Mr. Van referred to a thank-you letter received from Roy
Levine, Las Villas De Carlsbad, and also stating that he
could see mutual benefits to both parties.
Mr. Van suggested that the Minutes of Commission meetings
should be gone through to make certain all items had been
fully addressed by staff and the Commission.

NUTRITION PROGRAM RESERVATION POLICY
.. The Nutrition program is designed to provide a hot nutritious lunch i.
for person's 60 years of age and older and their spouse.
A donation of $1.50 is suggested from all Seniors. Non Seniors
will be charged for the meal and their reservation may be cancelled
if a Senior is in need of that meal.
In an effort to meet targeting requirements of the Older Americans
Act and contract requirements of the Area Agency on Aging, Carlsbad
residents may sign up for the meal two (2) days in advance, either
by phone (729-4170) or in person. Outreach efforts will be made
to target the low income, minority, frail elderly of Carlsbad.

PROCEDURE FOR LUNCHEON RESWVATIONS
1. The lunch reservation desk is open starting at 9:30 a.m. to
noon, Monday through Friday. You may make a reservation
(Carlsbad residents up to two days before desired lunch, all
others one day prior or the same day) by phoning 729-4170 or
stopping by in person.
2) You may make a reservation for yourself and two others.
Please be certain that your guests have not already made a
reservation for themselves, and that they plan on attending.
3) Daily, each participant must sign in on the Lunch Sheet. Be
sure you have signed in for the day you wish to have lunch.
4) Meal tickets are provided to each participant as they arrive

5) The dining room is opened at 11:OO a.m. for the seating of
all luncheon quests. You may sit wherever you like. Seating
is on a first-come, first-served basis.
6) If you have a reservation, you may reserve a seat for yourself
and two others. You must be physically present at all times
to reserve seats. Sweaters, purses, etc. should not be used
to reserve seats.
Please be certain that the person(s) for whom you are kddrq

7) Meals will be served only to those persons who present a
ticket.
8) Lunch is served promptly at 12 noon. Persons arriving after
that time may be refused service.
If you have made reservations for lunch and you cannot attend,
please cancel your reservation as soon as possible!

early (dining room open 11:OO a.m.). The program is very popular
and the dining room fills up quickly.
