CALL TO ORDER:
Chairman Van called the Meeting to order at 1:15 p.m.
ROLL CJU& :
Present: Chairman Van, Commissioners Maggio, and Savary.
Absent: Commissioners Heard and Ritchie.
Staff Present: Sue Spickard, Senior Coordinator
Dave Bradstreet, Parks 6r Recreation Director
MATTERS FROM THE PUBLIC:
Robert Collet, 2412 Sonora Court, inquired about the status
of the mini-van. It was indicated the van would go out to
bid next week.
APPROVAL OF MINUTES:
The Minutes of the June 7, 1990, Regular Meeting were
approved as presented.
ACCEPTANCE OF DONATIONS
Sue Spickard reported that the Carlsbad Senior Center
received $50 from Commissioner Ritchie in memory of Manual
Castorena and Norris Cochran; $100 from the Encinitis
Terrace, and the bulk of the money was from the La Costa
Tournament of Champions Charities in the amount of $5,000.
Joe Johnson, 3300 Belle Lane, asked how these donations were
designated, and Ms. Spickard replied to the Carlsbad Senior
Center.
The Senior Commission accepted donations to the Carlsbad
Senior Center in the amount of $5,150.
ROTARY
Sue Spickard reported that a representative of the Carlsbad
Evening Rotary Club had approached her stating they would
like to work on special projects for the Senior Center,
expressing interest in a "hands on" type of project rather
than fund-raising. She asked the Commissioners for ideas
for such projects.
Commissioner Savary suggested driving people to doctor
appointments or necessary appointments where they have no
transportation. Ms. Spickard stated the Rotary Clubs do
donate to the taxi voucher program.
Ms. Spickard said the second request has come from the High
Noon Rotary Club, and added that the Rotary Clubs have been
very supportive of the senior programs. The Rotary Club
founded the senior programs in the Carlsbad area.

Ms. Spickard stated the High Noon Rotary has requested this
Commission consider letting them have one of their meetings
here sometime this year. They meet at noon every Monday and
would like to tour the Center and the School District
offices. She said that due to the policy not to allow any
group other than the seniors to meet here between the hours
of 8:OO a.m. to 5:OO p.m., she wanted to bring this before
the Commission for consideration.
Chairman Van stated he felt the Commission needed to show
appreciation to the people who help the Center.
Ms. Spickard asked whether this was to be annually or one
time, with the consensus of the Commission that it should be
one time.
Chairman Van suggested that the Rotary Club be provided with
lunch.
Dave Bradstreet said that they were willing to pay for
lunch--that they just want to have their meeting here and
they would have their own lunch catered; then tour the
building.
Phil Bunn, 5350 Los Robles, stated he was inclined to go
along with the Commission, and felt this was the least they
could do. He added that the donations should be in the
newsletter.
The Senior Commission approved honoring the Rotary Club for
their support to the senior programs by having them at the
Senior Center for a luncheon meeting.
VOLUNTEER RECOGNITION
Chairman Van stated that once a year the volunteers for the
Center are honored and he asked for suggestions for the
planned party this year scheduled for November 16, 1990.
Commissioner Savary said it would be pleasant to have music
and dancing at that function.
chairman Van answered that the reason that has not been a
popular function in the past was because there are so many
more women than men. He said that the Commission had
decided on the November 16 date, due to all the activities
at Christmas.
Commissioner Maggio commented that it would be nice to have
music to entertain during dinner, but she felt dancing was
not one of the most important activities.
Me. Spickard inquired whether the Commission wanted a turkey
dinner or something else. Chairman Van stated he preferred
roast beef, and Ms. Spickard said she would check on the
menu. The entertainment was discussed, with one of the
groups from the schools to sing. This item will be on the
next agenda.

VOLUNTEER IN SCHOOLS PROGRAy
Sue Spickard reported that last year the Pine School
Volunteer Program was started, with 26 people expressing
interest. By the end of the year, nine individuals remained
active. Two months ago she surveyed all 26 of those
individuals to find what went wrong, and how could this
program be better. Me. Spickard said that there is a need
to create an opportunity for the volunteers to have an
ongoing association with the center and each other. Last
year the volunteers were placed in what was hoped to be an
appropriate place and then the schools were to handle this.
However, the seniors felt disjointed and not tied to an
organization; uncertain of their responsibilities and not
used to their full potential. They needed an outlet to
express these feelings before they dropped out of the
program.
Commissioner Savary and Hs. Spickard discussed this and when
the program is started up in the fall, they will not turn
the volunteers totally over to the school.

desire to expand into this program, and asked whether the
Commission wanted to do that. She recommended that the
program not be expanded into the entire school district, and

Commissioner Maggio said that perhaps with taking on Kelly
School, the volunteers would feel they had something more
than just the Pine Street School and something to look
forward to.
The consensus of the Senior Commiesion was to try the
Volunteer in School6 Program in both the Kelly and the Pine
Street Schools.
Commissioner Savary will continue to lead this Program.
SENIOR COORDINATOR'S REPORT
Me. Spickard reported that basically all the programs that
have been provided all along are continuing and all doing
very well. A new program of Thursday Afternoon at the
Movies is proving to be very popular; the Del Mar Fair trip
was full and great; there were over 250 people in attendance
at the Ice Cream social, and that will be held again next
year at Magee Park. Next year the proposal has been made to
have hotdogs, chips and soda, with volunteers to barbecue
the hotdogs. The specialized health screenings will be
increased also.

Ha. Spickard stated the Center-is doing a lot of things thai
they are very good at and it is time to expand the programs
and try new things. There are new committees interested in
planning new events and activities, and new ideas are being
presented.
The Capital Bank will sponsor a dance at the Center on
Thursday, August 9, 1990, with the number of people to
attend being limited. In the past, there have been so many
people attending the dances, that the dance floor has been
made smaller and smaller by adding more chairs. This dance
has already filled its quota of 85 persons.
Me. Spickard said the Nutrition Program Reservation System
has been in place for a month and appears to be going quite
well. She is very pleased with the response, and is lookinc
at the menus for different days; for example, there are 30
to 40 people turned away on Tuesdays, and it is felt that if
partially because there is a live band and good music and
then there is bingo in the afternoon. The music will be
changed to Thursday, which is a slow day, to Bee whether
that makes a difference.
Ms. Spickard reiterated the minibus specs have been
prepared, and the Utilities/Naintenance Department plans to
go out to bid next week. This is a process that the City
must go through on a purchase of this type.
The building is doing fine and the needed changes are in
place; however, Me. Spickard said the air conditioning
sndfot heating is still a problem, and she asks everyone to
be patient.
The question arose whether a person with a post office
address in Carlsbad is considered a resident of Carlsbad.
Ms. Spickard replied that they pay for that post office box,
and no one at the center has the ability to follow them home
to check on their residency. Mr. Johnson commented that a
post office does not make a person a resident. Ms. Spickard
said that even the snow birds stay here six months. If they
have a post office box in Carlsbad, they are considered
residents as far as the Center programs. She said this
needs a longer trial period to determine whether or not it
is a problem.
CHAIRMAN'S REPORT
Chairman Van announced that Commissioner Savary would be
considered for re-appointment to the Commission. However,
this will be Commissioner Maggio's last meeting, as she has
requested not to be re-appointed. She has made a lot of
contribution6 to the Commission and was thanked by the
Commission for her service.
Chairman Van stated that Mayor Lewis has made several visits
to the Center, since it is the summer vacation period. Mr.
Van said he explained the handicapped parking situation to
the Mayor and that a person in a wheelchair could use the
school parking with no problem. He commented that it is not
the handicapped people themselves who complain, but others.

Mr. Van said the Mayor had suggested the Senior Cwarission
meet with other senior conmrissions in other cities, but he told the Mayor that this Commiesion and this Center are so far ahead of the other commissions, that it would be of no
benefit to this Commission.
Mr. Van concluded his report, stating he had been unable to
attend the Association meeting, due to a band commitment. Two people, Joe Johnson and Phil Bunn, were re-elected to
the Board, and both are in attendance at this meeting.
