Time of Meeting: 1:lS p.m. Date of Meeting: Februarp 7, 1991 Place of Meeting: Carlsbad Senior Canter - COMMISSIONERS \I CALt To ORDER: Chairman Van called the Meeting to order at 1:15 p.m. ROLL CALG: Present: Chairman Van, Commissioners Heard, Ritchie and Savary. Commissioner Maggio arrived at 1:34 p.m. Absent: None. Staff Present: Sue Spickard, Senior Coordinator Keith Beverly, Parks and Recreation Departmnt MATTERS FROM TEE PUBLIC: Robert Collet, 2412 Sonora Court, stated he had been volunteering for senior activities for nine or ten years and was a Member of the Nutrition Council. He said this Senior Center is one of the nicest, well-maintained and most enjoyable for the seniors. Mr. Collet said he could not understand why a few people aggravate the seniors instead of making them welcome to enjoy themselves. Justin Hickey, 2337 Kingston Street, Volunteer Teacher for 55 Alive", stated there is a scheduling problem with the classroom he uses for his classes. He said that when he arrives to set up for class, the room is not vacated by the Art Workshop, and he does not want any more conflict with the other leader and participants. Edith Rodry (?), guest resident, spoke on behalf of the Exercise Class, stated there is a disgruntled member that objects to the class using the room. This is a MiraCosta class, and there are members from outside of the City, but they have always made room for newcomers. resented the fact that her three-days-a-week class is in jeopardy because one man wants this Center for a hangout. About 80 or 85 seniors attend Exercise Classes three times a week. She said they had been meeting at the Harding Street Center and would be willing to return there. IC-. She said she Louella Uber, 3740 Hibiscus Circle, stated she attends the Exercise Class, and MiraCosta pays the teacher and pays the insurance, which is quite high. They also allow the City $10,000, and she said she would hate to see this disrupted. Thelma Collet, 2412 Sonora Court, stated she was the spokesperson for the Crafty crafters and had signatures from them and from the Bridge Group expressing their thanks and appreciation and support of the staff and the maintenance department. Hrs. Collet stated her appreciation for the MiraCosta Lhange for the better when they attend the classes that are given at no cost to the seniors. She felt it would be sad to do anything to disrupt the Senior Center's relationship with MiraCosta College. In fact, she would like to see a personal relationship with the College, similar to the Sister City program. ,- lasses and said that the personalities of the senior6 h \ MINUTES - February 7, 1991 Page 2 COMMISSIONERS Ida Kim, 3121 Visa Rega (?), stated she was very happy at the Center and it brings a lot of happiness to a lot of people. people attending that class want it held here. Robert Duncan, 4987 Via Marta, stated the accusations directed at staff bothered him the most, since the staff at the Center has been more than great. She attends the Exercise Class and stated that the APPROVAL OF MINUTES: The Minutes of the December 6, 1990, Regular Meeting were approved as presented. Barbecue Keith Beverly, Senior Management Analyst, Parks and Recreation Department, gave an update on the development of the barbecue for the Senior Center. He gave the history of the project, stating the grant will come from the State of California and was approved in April of 1990. Mr. Beverly stated that the barbecue should be completed in September or October. Sue Spickard added that the barbecue would be constructed on the grassy section behind the dining room. SUDDOrt the TrOODS Commissioner Savary introduced Karen Campbell, who showed samples of the flags she makes and told about the different projects included in her Operation Flag she and her neighbors and friends have organized. Mrs. Campbell asked for volunteers to help in this project and for Commission approval of the concept. The Senior Commission supported the Operation Flag concept as presented. TransDortation Committee UDdate Sue Spickard reported that the mini bus is due to be delivered at any time now. The transportation plan will change upon the arrival of that bus, since in the past there has been very limited service throughout the City. With the new vehicle, there will be service to the entire City of Carlsbad. Ms. Spickard said if there are too many individual calls, the City may have to be divided into sections for each day. In answer to query, Me. Spickard said the Senior bus had been stored at the City's Oak Street yard, but due to limited space, the vehicles are now stored at Fire Station 1. MINUTES February 7, 1991 Page 3 COMMISSIONERS ’ The Senior Commission requested authority to investigate constructing a vehicle parking facility on the site of the existing Carlsbad Senior Center. Senior Trust Account Sue Spickard gave an update of the funds in the Senior Trust Fund, as follows: Donations accepted and put into Trust Fund - $63,457.63 Mini Bus 43 , 328.63 Barbecue 3,100.00 Artist in Residence Program 2,000.00 Nutrition Project Council 910.00 Home-Delivered Meals 100.00 Cellular Telephone for new mini bus 650.00 Us. Spickard stated there is approximately $13,369.00 left in the Trust Fund. Ms. Spickard said that the Carlsbad Senior Association bought a new piano for the Center, and there are now three pianos in the Center. The Commission is requested to consider items that might be purchased through the Trust Fund. For example, equipment is now available for videos to be projected onto a large screen, such as in the auditorium. Commissioner Uaggio volunteered to check into the price of such equipment. Ms. Spickard will check into the use of portable public announcement systems. Oriainal Carlsbad School Pediment Chairman Van gave the report on this item, stating he had attended the Historic Preservation Commission meeting and the pediment would be placed in the School District end of the building. He stated this was just a preliminary report and no action was necessary. Proaram UDdate Sue Spickard reported that she wants to initiate new programs, and asked the Commissioners for ideas. In February, there will be the tax forum, and Commissioner Heard will be in charge of that; Medicare has changed and a presentation is scheduled. In March, the North County Transit will discuss bus service; there will be quarterly financial seminars; the Friends of Leo Carrillo will give a four-presentation series, with movies of Leo Carrillo and artifacts; the Artist-In- Residence Program; Earthquake Seminars; Fire Prevention; Crime Prevention; Seminar on Joy, It Is Your Decision; Ballroom Dancing Class, and an increase in the number of trips and health screenings. Us. Spickard said a senior comedy night is being discussed; seminars on housing options and lawn bowling are also being considered. Also, the Union 76 station will do a basic auto care class for the ladies. Van Heard Maggio Ritchie Savary MINUTES ,F February 7, 1991 Page 4 COMMISSIONERS Me. Spickard said she would like to pursue having a potluck dinner and get ideas from the seniors as to what they want in the way of programs in their Center. Again, she asked for ideas and said that a suggestion box has been purchased and will be placed in the lobby. Senior Coordinator's ReDOrt Sue Spickard reported the initial drawings to enclose the reception area in the hallway have been made, but before anything takes place, the matter will come before this Commission. She said they are hoping to put glass from the counter up, which could be moved to one side when necessary. It is very difficult to hear anyone when there is a crowd in the hallway, and with the long hallway and doors at both ends, the reception area is very cold. Us. Spickard stated the recessed lights are burning out throughout the building and all of them need to be replaced. The dance floor is incorrect and needs to be repaired. Facility Maintenance is looking into this. Ms. Spickard reported further that she had been approached by the Oceanside Elks Club to ascertain whether the Carlsbad Senior Center could benefit from their support. She wrote them a letter telling them of the activities and inviting them to come here for a tour. Ms. Spickard met with the Art League and discussed getting art in the gallery area. This will be placed on a rotating basis. The budget for 1991-92 has been turned in, with no increase in staff. The budget is 3 percent less than the previous one. There is an increase in the Commission's budget. The AAA budget will possibly have an increase, since Carlsbad is serving meals up to their level. If more money comes from the AAA, this will save money from the General Fund. Ms. Spickard stated the activities to be held in February and told of the January activities. Chairman's ReDOrt Chairman Van reported on the 50th wedding anniversary party for the Allen's and that the Mayor issued a Proclamation congratulating them. The Mayor stated that if the seniors will let him know of any such anniversaries, he will issue a Proclamat ion. Chairman Van stated the Council adopted a new policy limiting Commissioner terms to two. Publiccbmment Several spokes persons representing ongoing Center programs-nutrition, exercise, bridge, "Crafti-Craften"--lauded Center staff for their untiring positive and enthusiastic direction and support of all activities at the Center. Appreciation was expressed to the City of Carlsbad for providing an unparalleled facility for Seniors, and commended the Commission's balanced guidance of program policies. 2. Support The Troops Motion was adopted to support and encourage Operations FLAG and QUILT initiated by Carlsbad resident Karen Campbell who demonstrated her inspirational efforts to express backing for American military personnel engaged in "Desert Storm." 3. Tmmportation Committee Report Following a Transportation Committee report, including announcement of impending arrival of our new mini-bus, motion was adopted to investigate a vehicular storage area at the Center. On-site access to a three-vehicle secured storage area will provide more effective and efficient use of staff and equipment engaged in our nutrition and related activities transportation services. scribe C: CityManager Assistant City Manager Parks & Recreation Director Department Heads January 8, 1991 Dear friends, t r Enclosed are two suggested designs for a the display commemorating he original Carlsbad School at 201 Pine Avenue. As you may emember, .initial plans for the new Senior Center/School District Office included the installation of the school's front door pediment as a commemorative element, but the pediment came down in several pieces and proved to be of a material that did not lend itself to the original concept. Architect Roy Blackford, recently retired from the Carlsbad Historic Preservation Commission, has created these designs for one or more of the pediment fragments to be mounted on the interior southern wall of the entry corridor, just inside the building's east entrance. The largest design (11 ft. wide) calls for the all the surviving fragments to be mounted as a kind of collage with filler pieces, with a bronze plaque below providing historical information regarding the original building and use of this site. The other design (4 ft. wide) uses only the largest intact fragment, "CARL," and includes photos of the original building in addition to the bronze plaque. Neither of these plans are set in stone," but are intended to give us a common starting point. By the same token, estimated costs are very general, more like "guess-timates"; our commission has been awaiting the completion of these designs before discussing this aspect! The project will be on our agenda at our next meeting, Monday Jan. 14 at 5 p.m. at the City Council chambers and we invite you to attend.
