COMMISSIONERS
CALL TO ORDER:
Chairman Van called the Meeting to order at 1:15 p.m.
ROLL CALL:
Present: Chairman Van, Commissioners Heard, Maggio, Ritchie
and Savary.
Absent: None.
Staff Present: Sue Spickard, Senior Coordinator
MATTERS FRON THE PUBLIC:
There were no requests to address the Commission.
APPROVAL OF MINUTES:
The Minutes of the Regular Meeting held April 4, 1991, were
approved as presented.
-9RTICIPATION IN SENIOR CENTER ACTIVITIES
Sue Spickard reported that the Commission had directed staff
to prepare draft guidelines for participation in activities
at the Center. These guidelines address ongoing activities
and do not address one-time activities. There would be no
fiscal impact on the operation of the Center with the
adoption of these guidelines.
Commissioner Savary recommended that the Commission discuss
the minimum number of people in a class, so space will not
be used unnecessarily.
Chairman Van stated that any new program should be given a
fair chance and be allowed to finish the first year to
determine whether or not there is interest in that program.
The consensus of the Commission was to include this in these
guidelines.
Commissioner Ritchie stated that the size of the room should
be considered in determining the number of people, and
Commissioner Heard suggested that perhaps a range be
established for the number of people for each room.
Sue Spickard stated she will bring back recommendations to
the next meeting on room size and activities.

,ne resident, or what? She added that when the waiting list
becomes long enough, a new class is considered, and she will

when popularity is so high for a particular class.

SUGGESTION COMMITTEE
Commissioner Savary gave a report on the Suggesstion
Committee Meeting April 24, where suggestions from seven
individuals were considered. If the suggestions had been
signed, the individuals were contacted and interviewed.
Commissioner Ritchie requested a copy of the suggestions and
the action taken. Sue Spickard said they had thought about
posting the suggestions and actions taken on the bulletin
board for everyone to read. The Commission asked
Commissioner Savary to read the suggestions.
Stained Glass class -- that is being investigated.
Shuffleboard courts -- had them at Harding St., and they
were not used. Courts are available at other City
locations.
Object to restrooms being used by outsiders -- this is a
public building and you cannot deny access unless that
person is creating a problem.
Object to menu--only had chicken on Wednesday -- sent menu
to person (it is not always chicken).
-"anted rose bushes at Center -- Man offered to donate bushes
Id tend them; however, the Parks staff stated if we let one
individual plant what they like, then another will want to
plant what they like, and soon we have a landscape
maintenance problem.
Snapshot bulletin board for dogs and owners -- Commission
voted to not hang things on the walls of the building.
Bike club -- to meet once a month: this would have to go
through staff.
Symphony and opera music on the patio -- this would need
to be checked with Administration.
Have a Community Relations Director and/or Committee -- this
Commission and staff do deal with public relations.
Using the Chapel across the street -- wanted a quiet room
for meditation. We have no jurisdiction.
Commissioner Savary will report on any suggestions and
action each month at the Commission Meeting.
VOLUNTEER RECOGNITION
The Senior Commission voted to have the Volunteer
Recognition Party on Friday, November 15, 1991, with a
Social Hour at 5:30 p.m., and dinner at 6:30 p.m. -
Commissioners Ritchie and Maggio were asked to form a
Committee with staff and Terry Talbot to determine the final
arrangements for the Volunteer party.

VOLUNTEER COMMITTEE
Sue Spickard reported that a Volunteer Committee was needed
to determine what constitutes a volunteer. Guidelines
should be designed for the volunteer program and brought
before the Commission for a final recommendation.
Commissioners Ritchie and Heard were asked to form this
Committee. Commissioner Ritchie asked to be relieved from
the prior committee, leaving Commissioner Maggio to
represent the Commission.
SENIORS COORDINATOR'S REPORT
Sue Spickard reported that the Center is very, very busy,
and new programs are being tried. She said the Carrillo
Ranch presentations have been very well attended. She
listed the upcoming activities and asked the Commissioners
to give her any recommendations they may have on programs of
interest.
MS. Spickard is investigating a large screen video
projector, and will go to San Diego to a studio to view
equipment when she has a final determination as to what is
wanted. She said there had been complaints about the
microphones cutting out, but the repairman said there was
nothing wrong with the system. Maintenance crews will be
.epairing the nicks and cracks in the building and try to
-ake care of the pigeon problem at the front entrance.

CHAIRMAN'S REPORT
Chairman Van stated that there is no stop sign when you come
down Jefferson to Pine. Sue Spickard will call Bob Johnson,
Traffic Engineer, and report this. He said he had a letter
from the Kindles asking to come before the Commission to
give a report on Carrillo Ranch. The consensus of the
Commission was to invite Joan and Alan Kindle to a
Commission meeting. Chairman Van stated he felt Karen
Campbell should be recommended for citizen of the year for
Carlsbad for her outstanding work.

GUIDELINES FOR PARTICIPATION

BACKGROUND
On several occasions, the issue of Residen, participation in Senior
Center activities has been brought before the Senior Commission.
At the June 7, 1990 meeting, the Commission took action on the ItNutrition Program Reservation Guidelinestt allowing Carlsbad Residents priority in making luncheon reservations.
The Senior Commission took action on the participant composition in Mira Costa Classes on March 6, 1991.
In June 1990, staff reported to the Commission that they utilize a guideline of a minimum 51% Carlsbad residents in Senior Center activities. The Commission indicated that staff should continue to - strive for their Administrative guideline of 51% resident participation.
At the April 4, 1991 meeting, staff again brought the
administrative guideline of 51% Resident participation in Senior Center activities to the Commission for their advice. The Commission requested staff prepare draft guidelines (attachment A) which would have no residency requirement for participation in Senior Center activities.
DISCUSSION
The issue of resident and non resident participation in Senior Center activities has been expressed by some Seniors in the
Carlsbad Community.
Other than the Nutrition program, and Mira Costa Classes, the issue of residents not being able to participate in a Senior Center
activity has been brought to the attention of staff. However, it has been expressed that some feel that Carlsbad Residents should
receive priority for participation in all Senior Center activities.
In discussing the issue of participation in Senior Center activities, the Commission has indicated that they do not wish to
"build a fence around the building.tt
- In an effort to clarify the Senior Commission's direction regarding participation in Senior Center activities, staff has drafted IIGuidelines for Participationtt, (attachment A), for the Commissions consideration.
The proposed "Guidelines, (attachment A) address ongoing activities (ie. classes) at the Center. They do not address one time activities such as dances, lectures, etc. It is the opinion of staff, that any participation quotas in activities which require no preregistration would be extremely difficult to monitor.
RECOMMENDAT1 ON
Staff recommends that the Senior Commission review and approve the proposed "Guidelines for Participation in Senior Center Activities." (attachment A)
Staff further recommends that the Commission give specific
direction as to when an ongoing activity should be brought to the Commission for review.
FISCAL IMF'ACT
The proposed I'Guidelines for Participation in Senior Center Activities, (attachment A) , has no fiscal impact on the operations of the Senior Center.
ALTERNATIVES
Accept the proposed "Guidelines for Participation in Senior Center Activities,tv (attachment A), which leaves participation open for all ongoing activities.
OR
Recommend specific percentages of resident and non resident participation in all ongoing activities.
CONCLUSION
As the popularity of the Senior Center continues to grow, direction from the Commission regarding participation requirements will
assist staff in administering the Centers many programs.

ATTACHMENT A
GUIDELINES FOR PARTICIPATION IN
SENIOR CEWTER ACTIVITIES*
The Carlsbad Senior Center is a multi-purpose facility designed to
assist Older Persons in meeting their social, physical, recreational, and intellectual needs.
Activities* at the Center are open to all older persons, regardless of residency, on a first come-first serve basis.
An Older person, for this purpose, shall be defined as an individual 55 years of age or older.
Should registration for various ongoing Center activities* reach capacity and interested Carlsbad Residents are being excluded due to non Resident participation, the Senior Commission will review these "Guidelines for Participationtt on a case-by-case basis.
*Activities defined herein do not include the Senior Grant Programs or Mira Costa College Classes for which separate Guidelines have
been developed. Neither does this definition include one time events (ie. dances, lectures, etc.).
