Chairman Van called the Meeting to order at 1:17 p.m.
ROLL CALL:
Present: Chairman Van, Commissioners Chmiel, Heard, Maggio
and Ritchie.
Absent: None.

UATTERS FROM THE PUBLIC:
Tom Reed, 844 Mistletoe Lane, requested a new piano for the
auditorium here at: the Center. He stated he is a member of
the orchestra that plays for different events here, and said
that the piano is atrocious.
Yvonne Castner, 1550 Sunrise Circle, questioned the five-
minute limit for speaking during the public comment. She
stated that Commission meetings had been cancelled, and this
did not allow enough time to cover subjects that had
accumulated over more than one month. Mrs. Castner
requested that the gift shop be opened, as that wae part of
the original plan for the Center. She stated that the art
class had been waiting a year and a half for their paintings
to be placed on the wall in the Center, but the Commission
wanted plain walls. Mrs. Caotner said there should be signa
in the restrooms in three languages to "wash your hands" to
ensure proper food handling.
Mrs. Castner stated she was not in favor of anyone using the
Senior Center except seniors. She said MiraCosta Ccllege
does not belong there. The Center was not built to make
money (which the College does provide), but was built for
the seniors. The children from Pine Street School were
denied the right to come to the Center when they need an
auditorium, and if they are not allowed, then it is not fair
to have the College here.
Jean Dellenbach stated that if anyone else wishad to speak
at this meeting, they should stand up so the other people in
the audience could hear them.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held June 6, 1991, were
approved as amended to show Tom Brierley present at the
meeting.

CONFLICT OF INTERCST CODE
Assistant City Attorney Ron Ball explained to the
Commissioners that the new Conflict of Interest Code now
applies to all the City Commissions. He said the City Clerk
would send the papers out to the Commissioners and they
should be returned to her office. He said if the
Commissioners had any questions, to call his office.
SENIOR CENTER BARBECUE
Keith Beverly of the Parks and Recreation Department showed
blueprints of the proposed barbecue for the Center and
explained the changes that have been made in the plans. He
referred to the report given to each Commissioner and
explained the additional options listed in the report.
These options are gae Lines and valves, sink and sewer
connection and stainless steel covers for the barbecues.
Mr. Beverly stated he needed to go back to the architect
#with recommendations from this Commission to prepare the
final plans and specifications needed to take the matter to
Council for final approval.
Mr. Beverly stated staff had no problem with the safety of
the propane gas for the barbecue, but felt that the
stainless steel covers for the barbecues would provide
safety and protection.
In answer to Commission query, Mr. Beverly stated there are
no time constraints with regard to this project.
Commissioner Heard wanted the natural gas stubbed in, if
possible, and would like to know the costs involved for both
the propane gas and the natural gas.
The consensus of the Commission was to not considor'the sink
and sewer option, but to include the stainless steel covers.
Joe Johnson, 3300 Belle Lane, asked whether people are
allowed to speak on the agenda items, and Chairman Van
replied that after the Commission discusses an item, the
public is given an opportunity to speak.
Sue Spickard stated that the sink and sewer connection was
something that was not necessary, due to the location of the
barbecue near the kitchen facilities.
Joe Johnson asked what the barbecue would be used for, and
would it be for the seniors?
Sue Spickard stated that the barbecue would be for special
events--such as a barbecue €or the seniors.
Mr. Johnson said that $30,000 for a barbecue to be used by
anyone in the City was not right.
Chairman Van explained that this project came to this
Commission through the Parks and Recreation Department and
was money from a grant to be used for that specific purpose.
Ms. Spickard added that $3,000 of senior money was what the
City had to match in order to get the grant, with $27,000
from the State of Californiz.

In reply to a question from the audience as to why this
barbecue was costing $30,000, Chairman Van explained that
the grant money must be used for that purpose, or the money
will not be available.
Yvonne Castner stated she thought this was a wonderful idea,
and as long as no outside interests will be using the
facility during the hours of 8:OO a.m. to 5:OO p.m., she was
in favor of it. She did ask why the money was not spent for
something else.
Mr. Beverly again explained that this was grant money that
must be used to provide for park and recreation development;
similar to the playground provided at Holiday Park.
barbecue would create a recreational type of socializing
setup for the seniors. After hours, it could become a
source of income from groups using it as they do the other
facilities.
Recreation Department to apply for the grant with this type
of situation, and the application was made and approved.
The State would not allow the City to deviate from the
original application.
Mr. Beverly stated he felt he was aware of the wishes of the
Commission and would take the appropriate action.

City Council authorized the Parks and
ACCEPTANCE OF DONATIONS
Sue Spickard reported that donations totaling $2,330 had
been received for the Senior Trust Fund.
The Senior Commission accepted donations from Mr. & Mrs.
Anton Salm, Mr. & Mrs. Jack Steele, Encinitas Terrace and La
Costa Hotel & Spa, totaling $2,330.
SENIOR CITIZEN TRUST FUND
Sue Spickard stated there is a total Of $23,660 In the Trust
Fund; $2,000 is committed to the arts grant program; $3,000
to the barbecue; $18,660 available for recommendations to
spend.
Us. Spickard stated there were two projects being considered
to purchase; a piano and a video projector. She referred to
a pattern displayed on the floor of the dais depicting the
size of a baby grand piano, and stated that would cost
approximately 58,000. The large-screen video projector for
the auditorium would be permanently mounted and cost
approximately $12,000 to $18,000 installed.
Commissioner Ritchie suggested going ahead with both
purchases, and Commissioners Heard, Chmiel and Maggic
concurred.
Dorothy Graves, 6538 Oceanview Drive, stated she agreed with
the Commissioners to pursue both purchases.
Mrs. Yvonne Castner stated the Warblers use thie room, and
the piano is terrible. she said that wher. a piano is moved,
it loses its tune and needs to be re-tuned. She said she

COMMISSIONERS
Ma. Spickard said that now that the Center has more than one
piano, there is no need to move them. The piano in the
dining room is from the Senior Citizens Association and
could not be moved without the Association's authorization.
A piano in the music room could stay there and not be moved.
Commissioner Van added that a plaque could be placed on the
piano in honor of the donor.
Lenore Griffing, 5327 Don Ricardo, said that if the Center
purchases a baby grand piano, they would have the finest of
music all the time.
The Senior Commission directed staff to purchase the baby
grand piano and continue to accumulate funds for the large-
screen video projector.
OERICO * S GOLF TOURNAMENT AND DINNER
Sue Spickard reported that the Senior Center would be the
benefactors of Gerico's generosity through the Sth annual
Golf Tournament, which is set for September 21, at the Lomae
Santa Fe Golf Course. The cost to enter the Tournament is
$35, and volunteers are needed to arrange for prizes. The
dinner will be handled differently this year, as Gerico's
was disappointed they only netted a little over three
thousand dollars for the Center. Their goal this year ie
$5,000. The dinner tickets will cost $5; however, instead
of being for just one day, there are six dinner choices
available for one month from September 22 to October 31,
1991. Volunteers are also needed to sell tickets and Ma.
Spickard said that anyone wishing to volunteer their
services could sign up at the front desk here at the Center.
VOLUNTEER RECOGNITION
Sue Spickard stated that the committee had met and the
proposal they recommended was for the annual volunteer
recognition affair be held away from the Senior Center. The
committee felt the volunteers are here at the Center every
day and it would be more special to take them away from the
facility. She said the Raintree Restaurant had been
investigated to provide the event at approximately the same
costs as previous years. After the dinner, the area rould
be cleared and there could be dancing. The date for the
party is November 15.
The Senior Commission directed staff to proceed with the
plans for the Volunteer Recognition Dinner with Raintree
Restaurant.
Joe Johnson stated that the volunteers are not asked to
stand up to be recognized at the dinner, and he wanted that
changed.
Rose Hoskin, 7307 San Luis, stated the volunteer recognition
program is enough recognition for the volunteers.
Commrssioner Maagio stated the fact that the volunteers are
invited for dinner is enouah. She felt nothino more was

SUGGESTION COMMITTEE
Chairman Van stated the Committee had met and the results of
that meeting will be posted on the bulletinboard.
SENIOR COORDINATOR'S REPORT:
Sue Spickard reported that the third annual ice cream social
was a complete success, with over 300 seniors attending--
and the band wae wonderfull
Me. Spickard listed the events coming up during the month of
August.
CEAIRMAN'S REPORT:
Chairman Van reported the Senior Citizens Association had
elected new officers. He introduced Mayor Pro Tern Kulchin
at this time for a presentation.
Mayor Pro Tem Kulchin read a Certificate of Appreciation for
Dorie Ritchie for her work on the Senior Commission since
its inception. Chairman Van presented Commissioner Ritchie
with a plaque for her service on the Senior Commiseion from
1985 to 1991. Commissioner Ritchie accepted the awards and
thanked the efficient staff, the dedicated volunteers and
delightful seniors who have made this job most enjoyable.
Chairman Van announced there will be a party in the dining
room honoring Commissioner Ritchie immediately following
this meeting.

Commissioners were reminded to get any agenda items to Sue
Spickard.
By proper motion, the Meeting of August 1, 1991, was

SUMMARY REPORT OF AUGUST 1,1991, COMMISSION MEETING
lzma Chmiel was introduced and welcomed as the new Senior Commissioner, fulfilling
Peggy Savary’s unexpired term.

Acceptance of Donations
The Commission accepted donations to the Seniors Trust Fund from
Mr. & Mrs. Anton Salm, Mr. & Mrs. Jack Steele, Encinitas Terrace, and
La Costa Hotel and Spa.
Senior Citizen Trust Fund
Following Center Coordinator Spickard’s update on the Seniors Trust Fund,
motion was adopted to (1) purchase as soon as possible a new piano for use
in the auditorium; and (2) proceed toward early purchase of permanently
mounted video cassette projector, subject to availability of funds.
Volunteer Recoanition
Motion was adopted to approve the Volunteer Recognition Planning
Committee’s proposal to hold the 1991 Volunteer Recognition Dinner and
Dance at Raintree Grill and Bar, Poinsettia Avenue and 1-5, on November 15.
