HomeMy WebLinkAbout1991-10-03; Senior Commission; MinutesMI N UTES Meeting of: SENIOR COMMISSION Time of Meeting: lr15 p.m. Date of Meeting: October 3, 1991 Place of Meeting: Carlsbad Senior Center y COMMISSIONERS CALL TO ORDER: Chairman Van called the Meeting to order at 1:15 p.m. ROLL CALL: Present: Chairman Van, Commissioners Chmiel, Maggio, and Ritchie. Absent: Commissioner Heard. Staff Present: Sue Spickard, Senior Coordinator PRESEWATION: Chairman Van read and presented a Proclamation from Mayor Lewis to Arthur and Clara Dockham on the occasion of their 50th wedding anniversary. MATTERS FROM THE PUBLIC: Yvonne Castner, 1550 Sunrise Circle, asked why the September meeting was cancelled and was informed that it was due to a lack of agenda items. She stated that she and her husband would be purchasing a piano for the Senior Center for use by the Warblers. Mrs. Castner reiterated her opposition to the use of the Senior Center by MiraCosta College, and said the children from Pine School were denied use of the building even a few times during the year during the rainy season. Duncan Keith, 4829 Flying Cloud Way, stated he is the newly elected President of the Senior Association, and spoke in opposition to the installation of the barbecue at the cost of $30,000. In reply to query regarding who had suggested this, Mr. Keith was informed that it was the Parks and Recreation Commission. Dorothy Graves, 6538 Ocean View, stated she wanted the Minutes of the Senior Commission meetings posted. Chairman Van stated he wished to clarify that every member of the Commission or of Council has a right to make a motion during the meetings. That is why he sometimes makes a motion, and he wished the audience to know that he was within the rules for City meetings. APPROVAL OF MINUTES: The Minutes of the Regular Meeting held August 1, 1991, were approved as presented. ELECTION OF OFFICERS: This item was postponed until a full Commission is present. APPOINTMENT OF SCRIBE: Chairman Van announced that Commissioner Chnie!. would be the Scribe for the coming year. Van Chmiel Maggio Ritchie \ \ MINUTES 2ND ANNIVERSARY CELEBRATION: Sue Spickard stated that December would be the second anniversary for the Senior Center and she asked for commission input as to what type of celebration they would like. She said that the suggestion had been made to take one of the afternoon dances on Thursday afternoon and make it a free event, with cake, and invite others to join in the celebration. Commission discussion determined that the consensus was to follow Ms. Spickard's suggestion with regard to the afternoon dance. Ms. Spickard will proceed with plans for 6 one-day dance event with cake and punch to be served. VOLUNTEER COMMITTEE REPORT: Commissioner Ritchie reported that the Committee had looked at the Volunteer Program as it is now in effect in the Senior Center. She said there are a number of elements critical to a successful volunteer structure and the Committee felt the program was operating very well in this Center. She said that help was needed in the record keepins and defining what a volunteer is, even though there are job descriptions. Also, Ms. Spickard would like direction on how many hours a volunteer should work to be considered a valid "volunteer". The Committee will meet again and definc this. Also, Us. Spickard asked for direction in the rewardr and reinforcement program, and this is one of the short- range goals of the Committee. It is hoped that there will be something in place by January 1, 1992, and also some kinc of evaluation process where the volunteer will have an opportunity to evaluate their volunteer position and in turn, also be evaluated. Commissioner Ritchie said that a long-range goal is to have an organization such as "Friends of the Senior Center", similar to the Friends of the Library or Parks as in other communities. The Committee felt this would enhance the program and would like to have the Commissioners think about this idea. Don Clifford, 4110 Trieste Drive, inquired where suggestiom should be directed, and Commissioner Ritchie answered to direct them to her. VOLUNTEER RECOGNITION: Sue Spickard reported that plans are being finalized for ths Volunteer Recognition party to be held on November 15 at thc Raintree Restaurant. The social hour will begin at 5:30 p.m., with dinner at 6:30 p.m. and the dance at 8:OO p.m. She said that staff is making presents for each of the volunteers and the Golden Tones will play for the dance, as volunteers. Ms. Spickard explained that the party is being planned at the Raintree Restaurant this year in order to take the volunteers to a place other than where they do their work. \\\\\ MINUTES October 3, 1991 SENIOR COMMISSION Page 3 COMMISSIONERS BILLIARDS COMMITTEE8 Chairman Van reported that the carpeting in the billiards room will be cleaned as soon as Maintenance receives the equipment. He said the tables should be wiped with a damp cloth and ths felt should be vacuumed periodically. A eurvey is being conducted among the players about the lighting in the billiards room and a request had been made for a sign-in sheet to assure only Carlsbad players' opinione are tallied. A request has been made to adjust the cue rack, as the cues must be forced out at this time. Me. Spickard will send a work order forward for this. The air conditioning is still being worked on. Joe Johnson, 3300 Belle Lane, inquired when the survey slip€ would be reviewed, and Chairman Van said at the next meetin< of the Billiards Committee. Chairman Van commented that the billiards room is in good condition and he felt that was a credit to those who play pool there. SUGGESTION COMMITTEE: Chairman Van reported on two meetings, listing the suggestions which are posted for everyone to read on the bulletin board in the hallway of the Center. Also, the disposition of each suggestion is given on that list. Yvonne Castner, 1550 Sunrise Circle, said to get the Collegs out of this building. She reiterated that this building war built for the use of the people of this area, and the College and their money is not needed. She said the older seniors should be better represented and have a better voice, and know what is going on. Mrs. Castner asked where the funds were coming from to purchase the grand piano, and asked whether the funds from bingo were being used. Don Clifford, 4110 Trieste Drive, asked for information on the suggestions, and Us. Spickard stated that the information is posted on the bulletin board and that she hac put a note into his mailbox that he notify people of this ir the next newsletter. Commissioner Ritchie commented that she felt the Suggestion Committee was working very well, and she was impressed with some of the suggestions that have been made. Commissioner Maggio stated that MiraCosta College seems to be a big problem to some people. She said that as far as she could see, MiraCosta has done and will continue to do a good service for the Center. She said this is an issue that should be put to bed and let the Commissioners run their Commission the best way they can and not have to constantly defend why MiraCosta is here. The Center is open every day for all seniors, and no one is stopped from taking part in any program, as the programs are meant for these people. Commissioner Uaggio said she did not see what the big objection was, and she did not feel it is fair to be continually subjected to this kind of treatment. MINUTES October 3, 1991 SENIOR COMMISSION Page 4 COMMISSIONERS SENIOR COORDINATOR'S REPORT: Sue Spickard stated she had recently attended a meeting where the Director of the Area Agency on Aging in San Diego attended. There have been many complaints about the procese of collecting donations throughout the County, and eome seniors have been made to feel they MUST donate to get the service. That is not how the Older Americans' Act Program is to be. Any person 60 years or older is entitled to these services, whether or not they donate. Ms. Spickard etated that there had been a mandate that from October 1, all nutrition programs would have to use envelopes for donations to go into a donation box. that all the donation box in this Nutrition Center had been moved to the opposite side of the doorway so they would not be in front of the volunteers working at the desk. She said Mrs. Spickard said she wrote a letter requesting that Carlebad be granted a waiver as far as the envelopes; making them available to the seniors at the desk. This would make it their choice, but staff and/or volunteers would not be forced to hand them an envelope. Opening the envelopes and providing them would then incur another cost that Me. Spickard felt was not necessary. Me. Spickard said the waiver was granted to Carlsbad to have the envelopes available to the seniors at the front desk. There will be a budget cut of $3,137. A reduction was expected because of the State budget. However, due to the help from the City and people who donate, this cut will not impact the service level of the program here. Ms. Spickard reported that several months ago she had come to the Commission with a request for joint use with the Carlsbad Unified School District. The Commission took action to have a Committee formed, as is called for in the Agreement between the City and the School District, and that Committee was appointed. The Committee met several times, and the decision was made to allow Pine School to utilize the auditorium on a three-time-per-year basis. Us. Spickard stated that a crew of six volunteer landscapers had been recruited to beautify the Senior Center, and the courtyard is looking much better, thanks to their hard work. The Gerico's Tournament netted $1,576, and 496 tickets have been sold for the dinners to be redeemed through the month of October. A meeting with Senior Center Volunteer leaders was held. Open enrollment in classes, minimums and maximums, facility use for the upcoming year, as well as housekeeping rules were diecussed. Ms. Spickard reported that the third Thursday dances are very successful; the Union Bank gave a presentation on frauds and scams and how to avoid being a victim. There was a presentation on discounts and travel tips for mature travelers. The trips are going well, and there is a mystery trip coming up. There will be Spanish classes in January. The 14 quilts made by seniors through a grant will be given to Casa de Ampara, and there will be a showing of the quilts. MINUTES October 3, 1991 SENIOR COMMISSION Page 5 COMMISSIONERS ' CHAIRMAN'S REPORT: Chairman Van reported that at the May Meeting he had commented there was no stop sign at Jefferson and Pine. That stop sign has now been installed. Chairman Van said that: Council Member Stanton had called attention to the damage being done around the City by skateboarders. Regulations will be introduced at a future Council Meeting. There has been some damage here at the Center, with the skateboarders using the handrail at the entrance and knocking some of the stucco off of the building. This could be a hazard for the seniors, and Chairman Van said he would keep the Commission informed. Council Members, Planning Commissioners and Chairpersons of the Boards and Commissions will be interviewed regarding the General Plan, and Chairman Van is to be interviewed on October 16. ITEMS FOR NEXT AGENDA: Chairman Van asked the Commissioners to give agenda items to Sue Spickard for the next meeting.
