SENIOR COMMISSION March 5, 1992 (Regular Meeting)

CALL TO ORDER:
Chairman Heard called the Meeting to order at 1:15 p.m.
ROLL CALL:
Present : Commissioners Heard, Chmiel, Maggio, Van and Zink.
Absent : None.
PLEDGE OF ALLEGIANCE was led by Chairman Heard.
MATTERS FROM TEE PUBLIC:
There were no requests to address the Commission at this time.
APPROVAL OF MINUTES:
On motion by Commissioner Van, the Minutes of the February 6, 1992, Meeting
were approved as presented.

CARRILLO DISPLAY:
Sue Spickard announced on behalf of Joan Kindle that due to illness she was
unable to attend the Commission meeting today and would ask that she be placed
on the next agenda to address the Commission regarding having a display of the Carrillo artifacts here at the Center during the month of August.
ACCEPTANCE OF DONATIONS:
ACTION: On motion by Commissioner Zink, the Senior Commission accepted donations of $350 from San Diego Gas & Electric and $500 from Soroptimist International of Carlsbad.

COMMITTEE REVIEW:
Sue Spickard gave an update on the existing Committees, as follows:
Volunteer Committee - This committee was set up to review the Volunteer
Program; help to organize it and to bring together a recommendation to this Commission on how to reward and acknowledge senior volunteers. The Members were Commissioners Ritchie and Heard. Ms. Ritchie has indicated her interest in continuing to work on this committee. Ms. Spickard stated she would like this committee to be re-activated.
ACTION: On motion by Commissioner Van, Commissioner Zink was appointed to represent the Senior Commission on the Volunteer Committee.

Suaaestion Committee - This committee meets the last Tuesday of every month to go through the suggestions. Ms. Spickard recommended keeping this committee.

ACTION: On motion by Commissioner Chmiel, the Suggestion Committee

Billiards Committee - This is a large committee that meets on anything with regard to the Billiards Room on an "as needed" basis. Ms. Spickard recommended this committee be retained. She said that one of the issues is
the lights to be suspended over the tables. She is expecting word from the City on this at any time. The reason the committee is large, is that it is composed of people interested in keeping the tables and room in good
condition. There is usually one of the committee members in the room while it
is in use.
ACTION: On motion by Commissioner Maggio, the Billiards Committee will remain as it is at this time.

Ms. Spickard reported on the Mayor's desire to honor couples celebrating their 50th Wedding Anniversary and citizens reaching their 100th Birthday. Commissioner Van has been taking care of this and he volunteered to continue
to find these people. He did suggest having a form made up to give to the Mayor's Secretary to be distributed to find the people eligible for these

Ms. Spickard stated that there are two representatives that are appointments. In the past, the Commission has been represented at the Senior Citizens Association Board of Directors' meetings. Commissioner Van represented the

represented. Commissioner Zink volunteered to attend the Association Board of Directors' meetings.

ACTION: On motion by Commissioner Van, Commissioner Zink was appointed liaison between the Senior Commission and the
Senior Citizens Association.

ACTION : On motion by Commissioner Maggio, Commissioner Chmiel was appointed to represent the Senior Commission on the Project
Council.

Chairman Heard suggested that there be a committee formed to evaluate new programs, prioritize the present programs and decide whether or not certain programs are continued.
ACTION: On motion by Chairman Heard, the Commission agreed to have a
representative of the Commission serve as a point of contact with members of the staff to explore the formation cf a
Program Committee; whether or not it is appropriate, and if
so, what its function might be.

By consensus, the Commission appointed Chairman Heard to work with staff on the feasibility of a Program Committee.
1992-93 SENIOR CENTER OPERATING BUDGET:
Sue Spickard reported that staff has been working on the City budget eince the first of January. She said that Carlsbad had been fortunate and not hit as hard by the recession as some of the neighboring cities. However, at this time more reductions are necessary, and in the Senior Center budget, it was felt that the food line item could be reduced. At this time the City feels it can continue to provide the full amount of meals here at the Center and the
home-delivered meals, but mav have to stop providing the extra sandwich on the home-delivered meals. It is hoped this can be done through attrition.
COMMISSION WORKSHOP:
Sue Spickard stated that most Commissions schedule a workshop once a year, and she asked for a tentative date for one for this Commission. By consensus, the Commission decided on the week of April 6 through the 10th. This would be in the afternoon for two or three hours and be held at one of the parks. The Commission would discuss goals and objectives and any other topics the
Commissioners might wish to discuss. She asked the Commissioners to submit to
her office any topics they want included.
SUGGESTION COMMITTEE:
Commissioner Van gave an update on the suggestions submitted during the last month. These suggestions are posted in the Center.
SENIOR COORDINATOR'S REPORT:
Sue Spickard stated she had been working on the budget and also there had been
a complaint about the fee charged for the bridge players in the Friday group.
The Council did make a change in the Ordinance to allow this fee to be collected.
Ms. Spickard reviewed activities at the Center during the past month and told
of upcoming events.
CHAIRMAN'S REPORT:
Chairman Heard reported that he was pleased to see an article in the latest
newsletter from the Association about the activities here in the lounge and the pleasure the people get from that. He expressed concern about the seniors in the area who are not able to handle their business affairs as they should and felt that there should be volunteers to help these people.

1. Commission voted unanimously to accept donations for $350 from San Diego Gas &
Electric and $500 from Soroptimist International of Carlsbad.
2. Commission unanimously moved to assign the Commission members as follows:

Appointed to Volunteer Committee.

Reappointed to Billiards Committee.
