HomeMy WebLinkAbout1992-04-02; Senior Commission; MinutesMINUTES OF: DATE OF MEETING: PLACE OF MEETING: TIME OF MEETING: SENIOR COMMISSION April 2, 1992 (Regular Meeting) 1:15 p.m. CARLSBAD SENIOR CENTER CALL TO ORDER: Chairman Heard called the Meeting to order at 1:17 p.m. Present : Commissioners Heard, Chmiel, Van and Zink. Absent: Commissioner Maggio. PLEDGE OF ALLEGIANCE was led by Chairman Heard. MATTERS FROM THE PUBLIC: There were no requests to address the Commission at this time. APPROVAL OF MINUTES: On motion by Commissioner Van, the Minutes of the March 5, 1992, Meeting were approved as presented. AYES : Heard, Chmiel, Van and Zink BARBECUE: Keith Beverly, Parks and Recreation Department, stated this project has been a couple of years in the making, and with the details of the drawings for the barbecue, this was beyond the scope of the Parks and Recreation Department. The project was turned over to the Municipal Projects Department and John Cahill explained that they are required to have open and competitive bidding by any bidder, regardless of where they live. Mr. Beverly stated this is the final opportunity for the Commission to make comments and take action. The money is available for this project and will be disbursed to the City as the project progresses. ACTION : On motion by Commissioner Van, the Senior Commission accepted the latest plans for the barbecue to be installed at the Senior Center, as presented. AYES : Heard, Chmiel, Van and Zink At this time, Chairman Heard welcomed Mayor Lewis to the meeting. ART DISPLAY: Sue Spickard reported that the issue of displaying art at the Senior Center has been discussed since prior to the construction of the building. She referred to the Guidelines for the Display of Art, a copy of which was included in the packet, and asked for direction from the Commission. The Art and Craft classes can display their work in the Art Room, and the Commission designated the Carlsbad/Oceanside Art League for displaying art in the gallery area. Hazel Whitaker volunteered to coordinate the art work with the Art League. There have been complaints about the procedure, and therefore the Guidelines have been submitted for the Commission's discussion and approval. April 2, 1992 SENIOR COMMISSION Page 2 ART DISPLAY: (Continued) Hazel Whitaker stated she had contacted the artists and was responsible for hanging the work in the gallery and would like direction from the Commission. At the present time, work from members of the C.O.A.L. is being displayed exclusively and is rotated approximately every two months. The seniors are asked to choose what they want to see there. The art work is hung there for pleasure and not for the benefit of the artists. Any prospective buyers are given the artist's telephone number and they are contacted privately. Castner had asked about the arrangements and had been upset in some of the ensuing conversations. Ms. Whitaker stated that she understood Mrs. Castner is a member of C.O.A.L. and she was asked to hang some of her paintings. However, Mrs. Castner has insisted on a card stating "Carlsbad Art Workshop" and placed this card on her paintings. The paintings had nothing to do with the Art Workshop at the Senior Center--just exclusively C.0.A.L.--and Ms. Whitaker had personally removed the cards. The cards were placed back on the paintings and Ms. Whitaker stated she had not discussed this with Mrs. Castner. She stated she did not wish to be harassed in this manner. Mrs. Ms. Whitaker further stated that Mrs. Castner had suggested that Mr. Robert Brown's paintings be hung in the gallery, but he is not a member of C.O.A.L. However, Mr. Brown had stated to Ms. Whitaker that he'did not wish to have his paintings there, he is conteht to have his paintings in the Art Room. Ms. Whitaker requested the Commission to direct Mrs. Castner to remove her cards from her paintings or remove the paintings. Yvonne Castner, 1550 Sunrise Circle, stated she is a senior and those are her paintings. She stated she believed the art of the Carlsbad seniors should be on all the walls of the Senior Center. She reiterated that she had worked to get the building for the seniors as a place to work or play from 9:00 a.m. to 5:OO p.m., Monday through Friday. the Center because the Senior Commission preferred bare walls. said that whatever the seniors do as far as art work is already quality work. She asked whether this was a north county community center or a Senior Center. Mrs. Castner stated she is a member of C.O.A.L., and the yearly dues are $20. She felt seniors should not have to belong to an organization and pay dues in order to hang their paintings in the Center. She approves of the C.O.A.L., but does not think that should be a requirement to hang paintings in the Center. The artists could not hang their work in Mrs. Castner Mrs. Castner stated she believed that Mr. Brown's paintings should be on the wall, and he should not have to join C.O.A.L. in order to display his work. Chairman Heard asked Mrs. Castner to respond to the display of her cards on the paintings. Mrs. Castner stated that she would not display paintings as a member of an outside interest, and the card represents what is here. Commissioner Zink stated she felt guidelines were needed and should be followed . In response to query regarding the selection of paintings to be hung, Ms. Whitaker stated that some seniors present in the gallery at the time the paintings are brought in make the selections. Commissioner Van stated that a policy is to determine what is best for the majority. He concurred with the need for guidelines. April 2, 1992 SENIOR COMMISSION Page 3 ART DISPLAY: (Continued) Commissioner Chmiel stated she was pleased with the guidelines, and there must be a procedure to be followed. Chairman Heard stated he admired the art work. Since this is a City facility, there is a need for ground rules for the use of that facility. He added that there needs to be a policy requiring a waiver on the part of the artists for damage done to the art work while on display. He commended Ms. Whitaker and the others in the selecting and displaying of the paintings. Commissioner Chmiel said that cards and wrinkled paper detract from the art work. Commissioner Van suggested approving the guidelines and reviewing the matter a year from now. ACTION: On motion by Commissioner Van, the Senior Commission accepted the Guidelines for the Display of Art, as presented. The matter is to be reviewed one year from this date. AYES : Heard, Chmiel, Van and Zink Staff will hand a copy of the Guidelines to the artists, as well as the waiver. CARRILL0 DISPLAY: Joan Kindle, Volunteer Curator for the Carrillo Artifacts, addressed the Commission, requesting permission to display some artifacts at the Senior Center during the month of August. The past two years, there have been displays at both Libraries, but due to the lack of space, that is not possible this year. Mrs. Kindle stated that seminars were held last year at the Center, and were very popular. Mrs. Kindle stated that Geoff Armour, Assistant Library Director, had proposed the use of a display case that is 9 feet long by 6 112 feet high and 16 inches in depth. This would hold all of the artifacts and the Library has this case in storage at the present time. The room across the hall from the Reception Desk would be where the case would be installed during the Leo Carrillo Days in August. After that time, the case could be moved into the back hallway for other displays. Mrs. Kindle said that the Ranch cannot be opened to the public and she is trying to keep the public satisfied, hopeful and happy until the time comes for the Carrillo Ranch to become a park. Ms. Spickard added that the display would be in the Supportive Services Room, and would only be open when the facility is open. Also, the case would be locked at all times. ACTION: On motion by Commissioner Chmiel, the Senior Commission voted to have the Carrillo artifacts displayed during the month of August in the Supportive Services Room. AYES : Heard, Chmiel, Van and Zink April 2, 1992 SENIOR COMMISSION Page 4 COMMITTEE REPORTS: Susaestion Committee Commissioner Van reported on suggestions submitted to the Committee and discussed at a March 26, 1992, meeting. He stated that from now on, any suggestions that are not signed will not be considered. Nutrition Project Liaison Commissioner Chmiel gave a detailed report, stating that 2,614 meals were served during the month of February, with an average contribution of $1.39. Ms. Spickard stated that there is a change in the regulations, and nutrition education will be required six times a year. Billiards Committee Commissioner Van reported on a March 31, 1992, meeting, where lights to be placed over the tables in the Billiards Room was the main topic of discussion. Ms. Spickard stated there has been no decision at this time whether such lights will be installed. C.S.C.A. Liaison Commissioner Zink reported on a Board Meeting held Thursday, March 12, 1992. AnniversarvIBirthdav Commissioner Van distributed copies of the form to be used for a 50th wedding anniversary or 100th birthday. These forms will be available at the Reception Desk. SENIOR COORDINATOR'S REPORT: Sue Spickard reported on the activities held at the Center during the month of March and told of the programs to be started or held during April. The ping pong table has been ordered and should be here within the next couple of weeks. Ma. Spickard stated that by working with A.A.A. and the City, the budget cuts will not include any service level cuts in the nutrition program or home- delivered meals. CHAIRMAN'S REPORT: Chairman Heard suggested a letter be written from the Commission to Rosemary Eshelman commending her performance at the Center and their regret at her leaving. Ms. Spickard will prepare this letter for signatures. A Senior Volunteer will be assigned to coordinate the Art display. Art Leaque members who wish to display their art at the Center will be put on a list and contacted as space becomes available. A minimum of two Seniors present at the Center will assist with the selection of the paintings to be displayed. Art shall be displayed for a period of approximately two (2) months. ALL ART DISPLAYED IS AT THE OWNERS/ARTIST'S RISK. THE SENIOR CENTER IS NOT RESPONSIBLE FOR ANY DAlIAGE OR LOSS. Artists displaying work shall be required to sign a waiver (attached). Also included as a part of the waiver is a listing of all items displayed and a price, if appropriate. Should an Artist refuse to sign the waiver, their art shall not be accepted or displayed at the Senior Center, Selling of the art work is secondary. Price tags, business cards, etc. shall not be displayed on the art work. A price list can be attached to the waiver and utilized by staff should an inquiry be made regarding a particular art piece. All sales are to be made between the artist and the interested party and shall take place outside of the Senior Center. With the exception of paintings and crafts in the Art room, private offices, and special displays arranged with the Senior Center Coordinator, art shall be displayed in the Gallery area only. Items to be displayed in the Art room shall be scheduled on a rotating basis and restricted to items/products from activities scheduled at the Senior Center (ie craft classes). A volunteer will be appointed to solicit interest from the various Senior Center groups to coordinate the scheduling of displays. Unless other arrangments have been made with the Senior Center Coordinator, displays shall only utilize acrylic hanging devices mounted in the Art room, art. qui
