SENIOR COMMISSION May 7, 1992 (Regular Meeting) 1:15 p.m.
CARLSBAD SENIOR CENTER
CALL TO ORDER:
Chairman Heard called the Meeting to order at 1:15 p.m.
ROLL CALL:
Present : Commissioners Heard, Chmiel and Van. Commissioner Maggio arrived
Absent : Commissioner Zink.
at 2:28 p.m.
PLEDGE OF ALLEGIANCE was led by Chairman Heard.
PRESENTATIONS:
Mayor Lewis presented Mr. and Mrs. Koniow with a Proclamation in honor of
their 50th Wedding Anniversary.

Mr. and Mrs. Piraino were not present to receive their Proclamation.
MATTERS FROM TBE PUBLIC:
Yvonne Castner, 1550 Sunrise Circle, stated she is a senior and entitled to
her own opinion, which is that this Center is for north county and not for the seniors of Carlsbad. She stated that the two people managing the Center are from Oceanside, and how could people from Oceanside know what is best for Carlsbad. She reiterated her belief that MiraCosta College should not be here, but at the Harding Street Center. There could be other classes here for the seniors, but the college schedule seems to come first, and the seniors
made to fit around that. She said they are victims of discrimination and
favoritism, and that must stop. Mrs. Castner said the seniors have no voice
in the Commission, and the Commissioners work against the seniors because of
their negative attitude. She commented about the paintings on the walls, and
said she protested any senior having to belong to C.O.A.L. in order to hang
their paintings on the wall. It costs $20 a year to belong to that group and
she recommended a board of five artists to see what is best for Carlsbad. She
said that no one here represents the seniors--they didn't vote the Commission in and they won't answer her questions. She asked why the Commission wants bare walls.

ACCEPTANCE OF DONATIONS:
ACTION: On motion by Commissioner Maggio, the Senior Commission accepted a donation of $92 by Rinko Ozaki in honor of Bob Ringland’s 92nd Birthday.

ACTION : On motion by Commissioner Maggio, the Senior Commission accepted a donation of $801.72 from the Hughes “Give Once” Club.

INCREASE TO NUTRITION GRANT
Sue Spickard reported that notification has been received from the Area Agency on Aging of some funds they wish to give to Carlsbad for this fiscal year. A total of $501 will be received, and is “one-time only” money that will not be spent by the end of this fiscal year and is divided among the contractors. The money cannot be used for services, as it may not be available next year.
Ms. Spickard said that when they were asked what they wanted to use this money for, staff recommended purchasing hot boxes for the nutrition program.
Ms. Spickard stated that the A.A.A. will be giving Carlsbad a total of $1,587.00, which needs to be included in the grant to be spent this year, and
she asked for a motion to approve sending this to Council.
ACTION: On motion by Commissioner Chmiel, the Senior Commission accepted $1,587.00 from the Area Agency on Aging, and recommended the acceptance by City Council to be included in the grant and to be spent this year.

Ms. Spickard continued her report, stating Carlsbad is higher in the donations received than anticipated when the budget was set. This is for the meals program, the home-delivered meals and the transportation program. That money must go back into that program, and staff is trying to work with the A.A.A. to see whether those donations could be kept in Carlsbad and put back into the budget this year.
The transportation donations will be approximately $400 over; Ms. Spickard continued, stating the nutrition donations will be approximately $3,000 to
$3,500 over, and staff would like to purchase new carts and table cloths.
ACTION: On motion by Commissioner Chmiel, the Senior Commission recommended utilizing the excess donation money received from the Nutrition Program, the Home Delivered Meals and Transportation Programs, to purchase needed items for the programs, with the approval of the Area Agency on Aging.

At this time, by consensus, the Commission agreed to change the Agenda to move
the Senior Commission Workshop Item to the last item on the Agenda.
COMMITTEE REPORTS:
Suaaestion Committee
Commissioner Van gave an update on the suggestions submitted during the last month. These suggestions are posted in the Center.
Nutrition Project Liaison
Commissioner Chmiel reported on the Nutrition Committee April 10 meeting.
Billiards Committee
Commissioner Van reported on activities, stating the Committee had not had a meeting this month.
C.S.C.A. Liaison
Commissioner Zink was absent.
Volunteer Committee
. No report.
Proaram committee
No report.

Commissioner Van reported that Commissioner Chmiel had volunteered to assist him on this Committee. He said the form has been devised for people to fill
out for anniversaries and birthdays, and he recommended letting the nursing homes know about this.
SENIOR COORDINATOR'S REPORT:
Sue Spickard reported on upcoming activities at the Center and reviewed
activities held during the past month. She stated the ping-pong table has arrived, and is a fiberglass table and is available every day on the patio.
It may be brought inside one day a week during the summer.
CHAIRMAN'S REPORT:
Chairman Heard stated he hoped they were addressing the needs of many people. He announced there would be a homeowners and renters assistance program
for those with income under $13,000.

SENIOR COMMISSION WORKSHOP:
Sue Spickard stated that Chairman Heard and she had met and felt the
Commission should meet €or a follow-up on the workshop to determine how the Commission meetings should be conducted to best suit their needs.

By proper motion, the Regular Meeting of May 7 1992, was adjourned at 2:03 p.m.

SUMMARY REPORT OF MAY 7,1992, COMMISSION MEETING
1. Acceptance of Donations
Commission voted unanimously to accept a donation of $801.72 from the
Hughes "GO" Club; and $92.00 in honor of Bob Ringland's 92nd birthday,
donated from Rinko Ozaki.
2. Increase to Nutrition Grant
The Commission voted unanimously to accept $2,088.00 in "one-time-only" and
USDA funds from the Area Agency on Aging.
The Commission further voted to utilize any excess donations to support the
programs from which they were collected, if approved by the Area Agency on
Aging.
