CALL TO ORDER:
Chairman Heard called the Meeting to order at 1 :15 p.m.
ROLL CALL:
Present:
Absent: None.
PLEDGE OF ALLEGlANCE was led by Chairman Heard.
Commissioners Heard, Chmiel, West, Whittaker and Zink.
PRESENTATION:
Chairman Heard presented plaques to Martin Kouma and Jeff King, representing Gerico’s and KoKo
Beach Restaurants, in recognition of their support of the Senior Center the past seven years. Over
$23,000 has been donated to the Senior Center by these restaurants over the last seven years.
MATTERS FROM THE PUBLIC:
There were no requests to address the Commission on a non-agenda item.
APPROVAL OF MINUES:
On motion by Commissioner Whittaker, the Minutes of the Regular Meeting held December 2, 1993, were
approved as presented.

Council Member Julie Nygaard arrived and was welcomed by Chairman Heard.
MEALS ON WHEELS FACIlJlY USE:
Sue Spickard gave the staff report, stating that Barbara Young, Manager of the North Coast Meals on
Wheels had contacted her with regard to using the Carlsbad Senior Center dining room (free of charge)
for the purpose of honoring their volunteers on February 14, 1994, from 2 - 5 p.m. This is a non-profit
organization which offers home delivered meals to homebound individuals in the North Coastal area of
San Diego County. Ms. Spickard stated that many Carlsbad residents have and do receive meals through
North Coast Meals on Wheels, and this use of the Center would not displace or interrupt any previously
scheduled Carlsbad Senior Center program or activity.

Ms. Spickard stated that Ms. Young is present today to answer questions, and that staff recommendation
is to allow this use of the dining room at no charge.
Barbara Young, Manager, North Coast Meals on Wheels, stated she was present to answer Commission
questions, as Ms. Spickard had given a complete report on their request. In reply to Commission query,
Ms. Young stated that they have a capacity to serve 25 meals to Carlsbad residents, but usually average
19 per day, This includes a hot meal and a cold sandwich.
On motion by Commissioner Chmiel, the Senior Commission authorized the North
County Meals on Wheels to utilize the Carlsbad Senior Center dining room for the
purpose of honoring their volunteers, at no charge, on February 14, 1994, from
2 - 5 p.m.

COMMITTEE ASSIGNMENTS:
Sue Spickard stated that in accordance with the memorandum from the City Attorney, she would remind
the Commissioners that all committee meetings must be open to the public and need to be under the
direction of a Commissioner.
The following Committee assignments were made:
Billiards: Commissioner Whittaker
Suggestion Committee: Commissioner Zink
Volunteer Committee: Chairman Heard and Commissioner Zink
Nutrition Liaison: Commissioner Chmiel
Anniversaries/Birthdays: Commissioner Chmiel
Senior Citizens Association Liaison: Commissioner West
Historian: Sue Spickard will pursue having a volunteer become the Historian to replace Rose Hoskins.
SCRIBE APPOINTMENT:
Commissioner Zink will be the Commission Scribe for the coming year.
ELECTIONS:
By majority vote, Commissioner Heard will continue as Chairman for the coming year.
By majorlty vote, Commissioner Whittaker will continue as Vice Chairman.
ACCEPTANCE OF DONATION:
ACTION: On motion by commissioner Zink, the Senior Commission accepted $1,456.44
from the Carlsbad Senior Citizens’ Association to offset costs of the November
12, 1993, Volunteer Celebration, and thanked the Association for their continued
support.

COMMITEE REPORTS:
Suaaestion Committee
Commissioner Whittaker gave the report, with two suggestions being presented:
Suggestion: Exercise Classes -These classes are very popular and Carlsbad residents should
get priority, with perhaps another class to be added.
Answer: The exercise class is through MiraCosta College. Registration must be open to
all residents in the district on an equal opportunity basis. Two exercise classes
are presently being offered and they take a large time slot of available
programming hours. Staff would not recommend expanding the number of
exercise classes at this time.
Suggestion: Donations to Support Billiard - A donation of 50 cents from each person to play
pool.
Answer: Thank you for the suggestion. However, at this time there is no need of funds to
support billiards activities.
Nutrition Proiect Liaison
Commissioner Chmiel reported on the meals served in October, November and December, with 2,669,
2583 and 2,915 sewed; and 963,839 and 854 home meals delivered in those months. Average donations
were $1 -58, $1.59 and $1.61. The donations for home meals were $4.06, $2.82 and $2.41. The current
balance of funds raised through Project Council activities is $1,846.46. These funds are raised from
dances, craft and bake sales, etc.
Commissioner Chmiel listed the special events held in October, November and December, and business
conducted at the meetings.
INlRODUCTlON:
Mildred West, the new Commissioner, was introduced to the meeting. She is a long-time Carlsbad
resident and a retired nurse from the County of San Diego. Commissioner West does the blood pressure
tests at the Center and has since the testing was started.
SENIOR COORDINATORS REPORT:
Sue Spickard reported that the 4th Anniversary Celebration was a success.
***Chairman Heard requested that Ms. Slpickard wait, as the report was interrupted while Mrs. Castner
noisily left the room, slamming the door.
Ms. Spickard then stated the replacement van has arrived; has a lift and radio to communicate back and
forth. There will be a presentation on the availability of van service to the seniors to hopefully increase
the usage of the van. Ms. Spickard reported on the Holiday activities, including over 50 seniors who had
their pictures taken with Santa (to send to their grandchildren).

Ms. Spickard stated that continuing in January, 1994, the mini bus is being used for increased weekend
trips. She told of a 'Love Your Neighbor Earthquake Relief" program that gathered donations for the
people in Los Angeles. She said that a 50-foot semi-trailer was filled to capacity.
Several new classes were started in January, and in February there will be several mini bus tours. Ms.
Spickard reported that decaf coffee is now being served at the Center, with the Senior Citizens
Association paying for the cost for the coming year. She thanked the Association for this help.
CHAIRMAN'S REPOFIT:
Chairman Heard reported on the income tax help that will be available at the Center starting next Tuesday,
two days a week, Tuesday and Thursday, through the tax season. There will be appointments available
for the seniors and any others needing help, such as low-income or handicapped persons on a walk-in
basis. This is a free service, and Chairman Heard urged everyone to make it known to other seniors that
this service is available.
ITEMS FOR NEXT AGENDA:
The next Senior Commission meeting will be March 3, 1994.
Commissioner Whittaker requested a review of the guidelines and procedures to determine whether any
changes or additions need to be made.
Commissioner Zink stated she was absent at the December meeting, but read the Minutes of the meeting
and was very disturbed by the way the public behaves. She said that perhaps there are rules or some
way to have procedures that must be adhered to by anyone attending the meetings.
Chairman Heard requested an update on the brochure on fundraising.

FACILITY UTILIZATION
BACKGROUND
In December Barbara Young, Manager, North Coast Meals on Wheels contacted me (attachment A) regarding her organization utilizing a
room in our Center, at no cost, to honor their volunteers.
I advised Barbara of the "Guidelines for Utilization of the Senior Center" (attachment B), adopted by the Senior Commission
September 6, 1990.
North Coast Meals on Wheels is a non-profit organization which
offers home delivered meals to homebound individuals in the North
Coastal area of San Diego County. They do not have a facility of their own. Their meals are prepared at the Helen Woodward Senior
Center 'in Encinitas. Volunteers pick up the meals and deliver them throughout the area. This particular Meals on Wheels program is
funded through donations and fundraising. Funds raised are utilized to operate the program.
Many Carlsbad residents have and do receive meals through North Coast Meals on Wheels. We work cooperatively with this program and refer Carlsbad Seniors when our home meals program is full.
Staff recommends that the Senior Commission authorize North Coast
Meals on Wheels to utilize the Carlsbad Senior Center diningroom
for the purpose of honoring their volunteers, at no charge, on
February 14, 1994 from 2 - 5 p.m. The proposed North Coast Meals on Wheels Volunteer Recognition would not displace or interrupt any previously scheduled Carlsbad Senior Center program or activity.
The proposed North Coast Meals on Wheels Volunteer Recognition would take place during the Senior Center's regular hours of
operation and would utilize the setup in the diningroom. Meals on Wheels would bring all their own supplies. Any fiscal impact on the Carlsbad Senior Center would be minimal.

ATTACHMENT A
I am sorry to have missed you today and hope that you are recovering well. Your secretary was very helpful in showing me both the dining room and the auditorium along with explanations of how the rooms
can be arranged to accomodate the seventy to eighty
people we expect to attend our North Coast Meals-
On-Wheels Volunteer Recognition event.
It seems to me that the dining room has the best possibilities for the event we have in mind. The decor is pleasant and the round tables allow for more comfortable socializing, I think. The event will not start before 2:OO P.M. (the exact time has not yet been chosen), so there shouldn't be a conflict with your lunch crowd. We have chosen 14 February, Valentine's Day, for the event, and, I think, you told me that that, in itself, does not
pose a problem.
I plan to attend the commission meeting on 6
January at 1:15 P.M. to ask permission for use of
the room, and I expect I will have a chance to meet you there. I appreciate your interest in assisting us with planning a celebration for our volunteers.

GUIDELINES FOR UTILIZATION
OF THE
CZIRL8BA.D SEMOR CEbFTER
The Carlsbad Senior Center operates Monday through Friday
from 8 a.m. - 5 p.m. for the primary purpose of programming
services and activities for Seniors (persons 55 years of age
and over).
All activities taking place during those hours (M-F 8-5)
must be planned and offered by the Carlsbad Senior Center.
The City of Carlsbad and the Carlsbad Unified School District
Administration may use the facility at any time for a
one-time activity as long as a Senior program sponsored by
the Center is not interrupted or displaced.
Non-City sponsored Senior groups (hearing impaired, AARP Chapter activities, etc.) may be considered to utilize the Center once per fiscal year during the Center's regular hours
of operation. The group must be nonprofit and complete and
submit to the Senior Center a Facility Use Application. The
activity must be open to all Seniors. The activity cannot
displace or interrupt any program offered by the Senior
Center.
Any group not described above that desires to utilize the
Senior Center, once per f iSCal year, during regular operating
hours, must complete and submit to the Senior Center a
Facility Use Application. The group may be considered only
if it does not interrupt or displace programs offered by the Senior Center and must be authorized to utilize the facility
by action of the Carlsbad Senior Commission.
If an application is denied, the decision may be appealed in
writing to the Senior Center Coordinator. The next option if
the applicant is not satisfied, is to appeal to the Parks and
Recreation Director, and then to the Senior Commission. The
final appea1,may be made to the City Council.
Not withstanding the provisions of this document, a Senior
Commissioner with majority consent of the Commission may
invite individuals, groups, or organizations to visit and/or
utilize the Senior Center facility on an appropriate occasion
providing the activity does not interrupt or displace
programs offered by the Center.
