CALL TO ORDER:
Chairman Heard called the Meeting to order at 1 : 15 p.m.
ROLL CALL:
Present: Commissioners Heard, Chmiel, West and Zink.
Absent: Commission e r W h i tt a ke r .
PLEDGE OF ALLEGIANCE was led by Chairman Heard.
PRESENTATION OF PROCLAMATION:
Mayor Bud Lewis presented Keith and Jane Foray with a Proclamation in honor of
their 50th wedding anniversary.
MATTERS FROM THE PUBLIC:
There were no requests to address the Commission on a non-agenda item.
APPROVAL OF MINUTES:
On motion by Commissioner Chmiel, the Minutes of the Regular Meeting held
September 1, 1994, were approved as presented.

BRAILLE INSTITUTE FACILITY UTILIZATION:
Commissioner Heard introduced Patricia Conlee, Director of Field Services for the
Braille Institute and Scotti Aretakis, Community Outreach Coordinator for the Braille
Institute. Ms. Conlee addressed, stating that the program presented at the last
Commission meeting was very large and diverse, encompassing social, recreational
and educational activities. After talking with Commissioner Heard and Sue
Spickard, she realized that space is a problem and presented an optional program
to the one she presented last month. The smaller program would be the
educational components of the larger program called independent living skills. She
requested that the Senior Center donate a place for the group to meet for
approximately one and a half hours in the afternoon each week. She said that by
meeting in the afternoon, it would encourage the visually impaired group to take
part in the Senior Nutrition Program.
Commissioner Zink inquired if the program is only for Seniors. Ms. Conlee
responded that she would work with the Cdnter on this issue. At other Centers,
they try to adhere to their request for only serving Seniors. Ms. Conlee explained
that according to the last fiscal report, of the 37,400 visually impaired people
served last year, over 64% were 64 years of age or over; that is the reason Braille
Institute comes to Senior Centers for their groups to meet.
Commissioner Heard inquired how many people would be meeting at the Center for
the educational program. Ms. Conlee replied it would be 10-1 5 people each week,
with a maximum of 20. She explained that it would not be the same 10-1 5
people. There would be a turnover of people who would attend the various
components of the program. So that within a year, 40-50 different individuals
may be served at the Carlsbad Senior Center.
Sue Spickard told Ms. Conlee she regretted the Carlsbad Center was so full that
they couldn't fit her program in when she wanted to be here. But she said that
the City and this Commission is very much in support of what Braille Institute is
doing and would like to work with them as best they can.
Ms. Spickard stated that if it was agreeable to the Commission and workable to
Ms. Conlee's group, the dining room was available on Monday and Friday
afternoons at 1 :30. She explained that they couldn't start much before 1 :30
because the volunteers would still be cleaning up after the lunch program and it
wouldn't be fair to rush anyone.

Ms. Conlee inquired what time the participants usually complete eating lunch and
how long it took for cleanup, so she could judge how much time her group would
have to wait around after eating lunch. Ms. Spickard replied that most participants
finish eating by 12:45. She then explained that the volunteers come in and wash
down the tables; the maintenance person comes in to do light cleaning; then the
room would need to be prepared for the Braille group by removing the salt and
pepper shakers, bud vases and table cloths so the tables would have workable
space.
Commissioner Heard suggested staff get together with Braille Institute
representatives to work out specifics of their exact needs. Ms. Spickard said she
would do this. Ms. Conlee thanked the Commission and Sue Spickard for their
time, concerns and energy given to this issue and said she appreciated their desire
to reach out and serve members of the community. She then said she would meet
with Sue to see what the next step would be.
FIFTH ANNIVERSARY
Commissioner Zink stated that $300 is the estimated cost for items needed to
celebrate the Senior Center's 5th Anniversary on December 8, 1994. Ms. Zink said
the items included in the estimated cost is the cake, decorations, and banner.
Ms. Spickard stated that the $300 does not include money needed to augment the
Nutrition Program menu for that day and the menu has not been decided.
ACTION: On motion by Commissioner West, the Senior Commission
recommended to authorize the use of a minimum of $300 from
the Trust Fund toward the 5th Anniversary celebration
expenses.

VOLUNTEER CELEBRATION:
Commissioner Chmiel reported on a September 25, 1994, meeting of the
committee in charge of planning the 1994 Volunteer Celebration. She stated the
committee decided on the favors for the volunteers; that there will be dancing to
The Golden Tones band; invitations will be sent out. She said the committee was
still working on the decoration theme and entertainment. Ms. Chmiel reported that
there will be social hour from 5:30-6:30 pm, dinner at 6:30 and entertainment after
dinner.

FUNDRAISING BROCHURE:
Ms. Spickard displayed the proof of the brochure. She explained the overall
brochure will be in various shades of blue and that the final printing will be clearer
and more crisp than the proof.
Ms. Spickard asked for Commissioner direction on a placement of an item on the
front cover of the brochure. All Commissioners present agreed that the item be
placed down and to the left at the bottom portion of the page.
Coordinator Spickard explained that idea was to make it a "timeless" brochure.
Particular attention will be given to the verbiage so that the brochure does not
date itself and need to be continually updated.
Commissioner Zink indicated that it would be nice to have the brochure ready for
the 5th Anniversary. Ms. Spickard said that if the Commission is ready to approve
the format as presented today, then there should be no problem having it ready for
the 5th Anniversary celebration.
ACTION: On motion by Commissioner Zink, the Senior Commission
approved the format as presented, with the one item moved
down on the page.

COMMITTEE REPORTS:
Su ciaestio n Committee :
Commissioner Zink gave the report, with the following suggestions being
presented:
Suggestion: People remove coupons from newspaper and leave the newspaper
lying around.
Answer: Papers are provided by courtesy of the Blade-Citizen. The Committee
feels It would be very difficult to monitor the offenders.
Suggestion: Why aren't donated bakery goods, vegetables, etc., given away at the
Center?
Answer: Due to storage and sanitation issues, food items are not given away at
the Center. However, items brought in by local gardeners such as
lemons, avocados, etc. are given to participants. Also, commodities
are distributed the third Tuesday of every month at the Pilgrim United
Church in Carlsbad.

Nutrition Proiect Liaison:
Commissioner Chmiel reported that the meeting for September was cancelled due
to Marolyn Hile’s unexpected absence due to her husband’s sudden illness.
Ms. Spickard reminded the Commission that the Nutrition Project Council is having
a Halloween Dance on October 27, 1994. She said that this is instead of the
usual third Thursday of the month dance. Ms. Spickard explained that costumes
are optional but encouraged because prizes will be given.
CHAIRMAN’S REPORT:
Commissioner Heard reported that he recently attended a meeting at the San Diego
Office of Red Cross which is the unbrella agency for the Retired Senior Volunteer
Program (R.S.V.P.). R.S.V.P. helps agencies recruit volunteers needed for their
programs and offers volunteers who sign up with R.S.V.P. insurance coverage
while volunteering and in some cases a small stipend. Commissioner Heard stated
the meeting was not as productive as anticipated due to mechanical difficulties
with the equipment they were going to utilize in the televised live conference.
Commissioner Heard pointed out the congratulatory message for lzma Chmiel and
David Lu which appeared in the October issue of the Senior Citizens’ Association
Newsletter. He asked for all present to join him in wishing sincerest and very best
wishes to lzma and David.

COORDINATORS REPORT
Gerico's Annual Golf Tournament was held Saturday September 24 at Lomas Santa Fe Executive Golf Course. 70 Golfers attended and Gerico's expressed it was the most successful tournament to date.
Tickets for the annual fundraising dinner offered by Gerico's and
KoKo Beach are now on sale. Ticket sales are very slow. We need people who can assist in selling tickets to the community and getting the word out. All proceeds from the dinner are given to the Senior Center. This is the largest fundraising effort the Center has each year. If people are interested in selling tickets or purchasing them, please advise them to go to the reception desk.
The Senior Center recently sponsored two very successful seminars: "Media-Are They Watch Dogs or Lap Dogs?It offered September 1, and "Get It Togethert1 on September 3. Both were well attended and evaluations of both programs were extremely positive.
Senior Center Volunteers represented the Center at the Annual Military Retiree Fair at Camp Pendleton on Saturday September 24. The volunteers handed out a program of center activities and other information of interest to retirees.
Due to the lack of participation, the Amateur Contest had to be canceled for the second time. The contest was an overwhelming
success last year. Staff is analyzing what may have occurred to precipitate the low enrollment this year.
October trips include: Palomar Mountain Observatory; Old Globe Theater to see "Later Life"; and Buena Park for a visit to the Printing Museum.
Free hearing testing is scheduled for October 17 with Dr. David
Illich. Appointments are necessary.
Two Craft Classes will be held in October. Fabric Applique with Paints on October 14 from 9-11 am; and Fabric Wreaths on October 28 from 1-3 pm.
October 4 a new class '!Chair Dancinga1 will begin. Chair dancing is
a new form of low impact exercise to increase energy and move every
muscle. It is a terrific opportunity for those with perhaps less I mobility to get exercise and have some fun at the same time.
The Oktoberfest is scheduled for Thursday October 13. There will be Polka music, beer (non-alcoholic), knockwurst and sauerkraut. Make reservations early--seating is limited (especially inside)!
The Project Council will have its monthly dance on October 27. This will be a Halloween Dance, costumes are optional, but encouraged. Prizes will be given.
The Crafti Crafters will be holding its annual craft fair and white elephant sale to raise funds for the Center on Friday November 4. Anyone having items they wish to donate to the sale can bring them to the Center.
I have been invited to be a presenter at the "All Women's Expo" sponsored by the Blade Citizen and the Carlsbad Chamber of Commerce at the La Costa Hotel and Spa October 18. The seminar I will be presenting is entitled '*Senior and Loving It!" I will focus on dispelling the myths surrounding aging, and enlightening the group
to the opportunities that await.

BRAILLE INSTITUTE
On August 4, 1994, representatives from the Braille Institute met with Senior Center staff to discuss the potential of their utilizing a room in the center for a class one morning per week. Staff advised the representatives of the Senior Center guideline (attachment A) regarding the utilization of the facility.
The guideline (attachment A) specifically state that non City sponsored Senior groups may be considered to utilize the Center once Der fiscal Year given the event does not interrupt or displace any program offered by the Senior Center.
Due to the above mentioned guideline, staff advised Braille
Institute representatives that they would need to make their request to the Senior Commission. Representatives from the Braille Institute were present at the September 1, 1994 Senior Commission
meeting. At which time they provided the Commission with an overview of Braille Institute services, and outlined their request for use of the Senior Center to offer a class to local adults who are challenged by a loss of sight.
Presently, the Senior Center does not have a room available on any
morning for an ongoing basis. The only room that could possibly be
used would be the diningroom on either Monday or Friday afternoons after 1:30 pm.
RECOMMEXDATION
Due to the lack of available space at the Center, staff does 'not
recommend approval of the Braille Institutes program at the Senior Center at this time. Staff however believes that having the
program in Carlsbad would be a benefit to our community and would offer to assist the Braille Institute in pursuing the possibility of utilizing other City facilities.

GUIDELINES FOR UTILIZATION
OF TEE CARLSBAD SENIOR CENTER
The Carlsbad Senior Center operates Monday through Friday
from 8 a.m. - 5 p.m. for the primary purpose of programming services and activities for Seniors (persons 55 years of age
and over).
All activities taking Place during those hours (M-F 8-5) must be planned and offered by the Carfsbad Senior Center.
The City of Carlsbad and the Carlsbad Unified School District
Administration may use the facility at any time for a
one-time activity as long as a Senior program sponsored by
the Center is not interrupted or displaced,
Non-City sponsored Senior groups (hearing impaired, AARP
Chapter activities, etc- may be considered to utilize the Center once per fiscal Year during the center's regular hours
of operation. The group nust be nonprofit and complete and
submit to the Senior Center a Facility Use Application. The
activity must be open to all Seniors. The activity cannot
displace or interrupt any program offered by the Senior
Center .
Any group not described above that desires to utilize the
Senior Center, once Per fiscal year, during regular operating hours, must complete and submit to the Senior Center a
Facility Use Application- The group may be considered only if it does not intempt or displace programs offered by the Senior Center and must be authorized to utilize the facility
by action of the Carlsbad Senior commission.
If an application is denied, the decision may be appealed in
writing to the Senior Center Coordinator. The next option if
the applicant is not satisfied, is to appeal to the Parks and Recreation Director, and then to the Senior Commission. The final appeal may be made to the City Council.
Not withstanding the Provisions of this document, a Senior
Commissioner with majority consent of the Commission may invite individuals, POUPS, or organizations to visit and/or utilize the Senior Center facility on an appropriate occasion providing the activity does not interrupt or displace
programs offered by tfie Center.
