MEETING OF: SENIOR COMMISSION

CALL TO ORDER:
Chairman Whittaker called the Meeting to order at 1 : 15 p.m.
ROLL CALL:
Present: Commissioners Whittaker, Chmiel, Serrin, West and Zink.
PLEDGE OF ALLEGIANCE was led by Chairman Whittaker.
PRESENTATION:
Chairman Whittaker welcomed Mayor Pro Tem Julie Nygaard to the meeting. Mayor Pro
Tern Nygaard presented a proclamation for a 50th Wedding Anniversary to Charles and
Betty Eissler.
MATTERS FROM THE PUBLIC:
There were no requests to address the Commission on a non-agenda item.
APPROVAL OF MINUTES:
On motion by Commissioner Chmiel, the Minutes of the Regular Meeting held October 6,
1995, were approved as presented.

CONSENT CALENDAR:
Senior Coordinator’s ReDort
Vice-Chairperson Zink requested that Sue Spickard give the Senior Coordinator’s
Report orally.
Ms. Spickard reported that day trips over the last several months have been very
popular, and that Senior Safari has gone from Palm Springs to the San Diego Sports
Arena and beyond. She said that through past experience trips during this time of
year do not usually go due to lack of participation. Therefore, no trips are being
offered in December. A trip to Knotts Berry Farm is planned for January.

Ms. Spickard reported that the last several months have been filled with many
celebrations:
190 Seniors enjoyed an Oktoberfest luncheon; the Halloween Dance brought out
many ghosts - and quite a few creative costumes; 210 Seniors enjoyed
Thanksgiving Dinner which was served at the center on November 22.
Ms. Spickard reported that the Annual Crafts and White Elephant Sale was held
November 8, with an enormous amount of items to be purchased. She said that the
total raised for the Center before expenses was $1,156. Ms. Spickard gave many
thanks to the large corp of volunteers who made the event a very successful
fundraiser for the Center.
Ms. Spickard reported on the Nutrition Project Council Bake Sale held November 20.
The sale brought in $392 to support the Nutrition Program.
Ms. Spickard stated that a hot turkey dinner with all the fixin's was delivered on
Thanksgiving Day to 31 Carlsbad Homebound Seniors. She thanked the staff and
volunteers for taking time from their Thanksgiving to make this holiday special for
those who are alone.
Ms. Spickard reported that December is shaping up to be a very active month! On
Monday December 11 the "Toe Tappers" will provide a holiday variety show and on
the 20th the "Warblers" will provide a holiday concert. Both events are free.
December 8, FHP is offering free gift wrapping to Seniors from 10 am until noon.
Seniors may bring in two gifts to be wrapped; December 21 there will be a holiday
dance featuring the Golden Tones; December 22, for $2 seniors can get their
picture taken with Santa; Christmas Dinner will be served in the diningroom on
December 22.
Ms. Spickard stated that the patio chairs have been recovered, and the enclosing of
the Reception area is almost complete.
Ms. Spickard reported that two new employees have been hired; Jason will be the
van driver, and Donald the new facility attendant, She also announced that Perry
Gentry, will be resigning his position as facility attendant.
Ms. Spickard reported and extended an open invitation in joining the Seniors and
staff in making the Holiday special for 6 families who are less fortunate than many
of us. She explained that non perishable food items or unwrapped new gifts will be
collected at the Center for the families.
On behalf of her staff, Sue Spickard wished everyone the happiest of holidays.

ACTION: , On motion by Commissioner Chmiel, the Coordinator's Report was
accepted and filed.

ACCEPTANCE OF DONATIONS
ACTION: On motion by Vice-Chairperson Zink the Senior Commission
accepted the following donations:
$500 Thomas & Mary Louise Siersma
$ 35 Mr.& Mrs. Rigby in memory of Ellen Hackert

VOLUNTEER CELEBRATION
Chairperson Whittaker asked for comments regarding the Volunteer Celebration.
The unanimous consensus was that everything was wonderful: the food,
decorations, entertainment and the gift.
Sue Spickard reported that the total cost for the Volunteer Recognition dinner which
was attended by 159 people was $2,828. She said that she would approach the
Carlsbad Senior Citizens' Association for half of the cost, as they have in prior
years.
GERICO'S/KOKO BEACH
Sue Spickard reported that the Golf Tournament brought in $1,315; and the dinner
tickets brought in $2,550for a total of $3,865. Ms. Spickard explained that
although the total was a little less than last year, it still was a generous amount that
Gerico's/Koko Beach raised for the Senior Center.
ACTION: On motion by Commissioner West, the Senior Commission accepted
$3,865 raised through the Gerico's/Koko Beach fundraiser.

RECOGNITION OF DONATIONS
Commissioner Whittaker opened the discussion stating that in many places, he sees
names listed by the amount of their donation and does not like this arrangement for
the Carlsbad Senior Center. But, feels that people who donate should be
recognized.

Sue Spickard stated that all donations, regardless of size, is acknowledged by staff
with a thank you letter. She said that all donations are accepted by the
Commission; donations of $500 or less are then accepted by the City Manager who
also sends a thank you letter; donations of $500 of more are accepted by City
Council.
Ms. Spickard reported that the Palm Springs Senior Center has a beautiful wall
setup for recognizing donations. She explained that the wall display was etched
names in plexiglass highlighted with lights behind the display. Ms. Spickard added
that she hopes to get back to the Palm Springs Senior Center soon to take pictures
for the Commission to see.
Sue Spickard said the "Y" in Encinitas also has an impressive display called "The
Tree of Life." She also will take pictures of that display.
ACTION: On motion by Commissioner Serrin, the Senior Commission deferred
this item to a later meeting when photographs are available.

VOLUNTEERS IN SCHOOLS
Commissioner Serrin distributed information packets to Commissioners and
generally explained the contents of the packets. He stated that to have an effective
working program, he would like to blend the Senior Center's plan with that of the
Carlsbad Unified School District's Strategic Plan for volunteers. Commissioner Serrin
said that he reviewed the school's plan in detail. Commissioner Serrin reported that
at Jefferson Elementary School where they have 10-1 2 volunteers, he spoke with
the persons heading the volunteer program and they report that it's working very
well. Commissioner Serrin further reported that he visited Palomar College Tutoring
Center which he feels has the best volunteer plan utilizing Senior volunteers.
Commissioner Serrin outlined the very effective volunteer tutor system utilized at
Palomar College. He said the system would need to be modified for use in grade
schools.
By consensus, Commissioners wanted to study the informational packet and agreed
that the issue should be placed on the next agenda.

No 135 at Thursday dances again, can't we use the Harding Auditorium? -

We will once again pass your concerns on to the Project Council. However,
in the past they have not wanted to set a limit as to the number of dancers.
They feel that an overwhelming crowd does not happen that often, and they
do not want to turn people away when it happens so infrequently. As for
utilizing the Harding Auditorium, it is not that much larger and it would have
to be reserved in advance, and the purpose of our Center is to utilize it.
How about an AARP group or chapter at the Center? - Ann Leeds
Shortly after the building was constructed, after much consideration, the
Senior Commission voted that no outside groups will be allowed to use the
building on an ongoing basis.
How about a bus to take us to see the Christmas lights at the Del Mar
Track? - Julie
Good idea, we will look into it. Perhaps if it's too late this year, we could
pursue it for next year.
Have front desk people and volunteers wear name tags. - Rose Berkowitz
Our volunteers and staff have been provided name tags. We are given a
variety of reasons why they do not wear them. We will remind them to
wear them.
Allow Seniors to buy meals to take home for the evening. This would help
with the deficit caused when people don't show or don't donate. - Paul

Because we receive Federal Funds for the lunch program and because we do
not cook the food here at the Center, we cannot sell meals to be taken out.
Several suggestions were received with no name. The suggestion review team will not
respond to suggestions that do not identify the author.

Nutrition Committee:
Commissioner Chmiel gave the Nutrition Council reports for October and November, as
follows: Total congregate meals served in September, 2,800; October, 2,716; with the
average donation $1.39 in September and $1.48 in October. Total home meals delivered
in September, 869 and October, 863, with an average donation in $2.38 in September
and $2.1 2 in October. The balance in the treasury for September, $3,350.98 and
October, $3,429.03, with the funds raised from dances, white elephant and bake sales.
Commissioner Chmiel continued, reporting on activities in September and October. She
said that at the November 9 meeting, it was decided to use artificial instead of live flowers
arrangements in the dining room because the expense for live flowers has become too
costly.
CHAIRPERSON'S REPORT
Chairman Whittaker extended his thanks to: the entire staff for the smooth running of the
Senior Center during the year; Linwood Van for filling in as Commissioner during the year;
and the entire Senior Commission for all their hard work-this past year. Chairman
Whittaker wished everyone a happy holiday!
