MEETING OF: SENIOR COMMISSION

CALL TO ORDER:
Chairman Whittaker called the Meeting to order at 1:15 p.m.
ROLL CALL:
Present: Commissioners Whittaker, Chmiel, West and Zink. Commissioner Serrin arrived at 1 :23
p.m.
Absent: None.
PLEDGE OF ALLEGIANCE was led by Chairman Whittaker.
MAlTERS FROM THE PUBLIC:
There were no requests to address the Commission on a non-agenda item.
APPROVAL OF MINUTES:
On motion by Commissioner Zink, the Minutes of the Regular Meeting held February 15, 1996, were
approved as presented.

CONSENT CALENDAR:
ACTION : The Commission unanimously affirmed the action of the Consent Calendar, as
follows:
SENIOR COORDINATOR'S REPORT,
The Commission accepted and filed the Coordinator's Report.
Request for Facilitv Rental Fee Reduction
John McGill, stated Scout Troop 748 will be holding their annual Pancake Breakfast on Easter Sunday,
April 7, 1996. This is their 38th annual breakfast and this Troop has been in existence since 1958. The
youth programs are provided by the Scouts with no cost to the City, and everything is donated for the
Easter Pancake Breakfast.

Mr. McGill stated that the cost to send a boy to Scout Camp has increased from $40 to $175, and if the
Troop does not have sufficient funds, some boys do not get to attend camp.
Mr. McGill requested a reduction in the fee for use of the Senior Center for the breakfast.
Sue Spickard explained that the amount charged the Troop in the past is $376.00 with $150.00 of that
damage deposit, which is refundable, making the fee $226.00. She said this charge includes staff time
and $10 per hour for use of the Senior Center.
ACTION: On motion by Commissioner West, the Commission set the fee for the Boy Scout
Easter Pancake Breakfast at $376.00, with $1 50.00 of that fee a damage deposit,
fully refundable, making the fee $226.00.

Volunteers in Schools
Commissioner Serrin stated that since the Commission’s last meeting, he has met with the Principal of the
high school and they are going ahead with the program. He does not have a signature from the
Superintendent’s office as yet, but will meet with her later this month. He said his perception is that the
schools need this program and would welcome it. However, he said there must be a designated, specified
time and place set up in each of the schools. He added this would be a pilot program starting this coming
fall. Mr. Serrin indicated there is no problem with the high school and grade school, but he has not
spoken with Valley Junior High. He said that after approvals have been given by this Commission and the
schools, then recruiting would start here at the Center.
Commissioner Serrin stated he would like the approval of the Commission, with the signatures of Chairman
Whittaker and Sue Spickard.
Chairman Whittaker stated his only concern was that the schools might not set up an area for this tutoring,
and he would want that specified.
In response to query about the application forms, Ms. Spickard stated that the schools were included in
the original volunteer application, but now there will be a separate one and the application is more
formalized.
ACTION: On motion by Commissioner Serrin, the Commission approved a Volunteers in
Schools Program, to be approved also by the schools; with the proviso that the
schools must provide a designated area and time for the program.

Volunteer Recoanition
Commissioner West made two suggestions: one, have a luncheon or dinner (away from the Center) for
the volunteers either on Friday or Saturday; and two, if anyone else wishes to attend the function, have
them pay a fee.

Volunteer Recoqnition
Commissioner Zink suggested having one volunteer elected from each group to receive recognition. Ms.
Spickard stated that she has a problem with that, due to the large number of volunteers in the Nutrition
Program. She felt no one volunteer is more important than another.
Commissioner Serrin stated his wife threw his papers away, but he would suggest perhaps a license plate
holder as a gift to the volunteers, this would acknowledge their work at the Center.
Chairman Whittaker said "What is a Volunteer?" He said that is an important question that is very difficult
to answer, and it is something that needs to be established. He said that rules need to be set up to
establish a level of service.
Commissioner Serrin stated that at one time when he was working with volunteers, he used six hours per
week as a yardstick.
Ms. Spickard stated that again, she questions service levels such as the blood pressure nurses, who only
come once a month, but perform a very valuable service. She added that perhaps there is no answer to
the question Chairman Whittaker asked.
Chairman Whittaker suggested all the Commissioners think about this and come up with a
recommendation and they will give those recommendations at the June meeting.
Ms. Spickard suggested that perhaps the same system should be used this year, and then in October or
November, inform all volunteers of the rules that will be in effect in January of 1997.
She further suggested that perhaps a second recognition party could be held for those who do not meet
the new rules.
Acceptance of Donations
ACTION: On motion by Commissioner Zink, the Commission received and accepted the
following donation:
$1,000 from Mary Stanbery to benefit the Nutrition Program

Utilization of Trust Funds
Sue Spickard stated she has written a letter to the City Purchasing Agent requesting four computers be
given to the Senior Center. The City will be replacing computers and these would be available. She said
if this does happen, the City would not be responsible for any maintenance or repair, as they would not
belong to the City. She said a shelf could be built in the Supportive Services Room to hold the computers,
and there is a telephone line in there that could in the future be used for a modem or the Internet.
Ms. Spickard stated that funds will be needed for repairs, and she was requesting authorization to utilize
the use of trust funds.

Chairman Whittaker stated that there would have to be an evaluation of any repairs to make certain it was
feasible to repair rather than to replace. Ms. Spickard stated that she thought there should be a committee
to evaluate any such requests and, of course, any requests would come before this Commission for
approval.
Ms. Spickard stated that the plan for the computers would be to make seniors comfortable with computers
and also have a system for reserving time to work on the computers.
ACTION : On motion by Commissioner Zink, the Commission agreed that, if and when they
receive four computers from the City, a certain amount of money will be set aside
in the trust funds for maintenance and repair.

Aaenda Format
Sue Spickard reported that she placed this item on the agenda to discuss any changes that might be
made in format. She said she has omitted the "Discussion' or 'Action" items, thereby giving the
Commission the opportunity to either discuss or take action; whichever they decide at a certain meeting.
Ms. Spickard said that donations are usually on the Consent Calendar of Council, and by consensus, the
Senior Commission agreed to place them on the Consent Calendar in the future, unless they are removed
from the Calendar.
Chairman Whittaker stated he would like to see the words 'Action Required" at the right margin of the
agenda.
COMMllTEE REPORTS:
Sumestion Committee
Commissioner Zink gave the report as follows:
Suggestion: Write "Advertisement" on commercial advertisements appearing in the Senior News,
especially on large ads.
Answer: This suggestion was referred to the editor of the newsletter
There was an unsigned suggestion, and again seniors are reminded that suggestions that
are not signed will not be provided a response.
Nutrition Proiect Liaison
Commissioner Chmiel gave the reports for February and March, 1996, with the March balance $3,896.58.
These funds are raised from dances, bake and white elephant sales. She reported on special events and
discussions held at the meetings.
