CALL TO ORDER:
Chairperson Whittaker called the Meeting to order at 1 : 15 p.m.
Before the start of business, Chairperson Whittaker asked for a moment of silence for
former Senior Commissioner, George Heard, who passed away.

MATTERS FRO M THE PUBLIC:
There were no requests to address the Commission on a non-agenda item.
Commissioners Whittaker, Chmiel, Serrin, West and Zink.
APPROVAL OF M IN UTES :
On motion by Commissioner Zink, the Minutes of the Regular Meeting held November 7,
1996, were approved as presented.

Meetina Minutes
Sue Spickard advised that with the retirement of minutes wrk Harriett Babbitt, a change
will need to be made’ in the recording of Commission Minutes. Ms. Spickard explained that
Harriett’s position with the City cannot be filled for five years and that there is no one else
in the City who can take minutes on a dictation machine as the one Harriett used.
Ms. Spickard reported that she spoke with the City Clerk who gave some options for
recording minutes. One option would be to only record the ”Actions” taken by the Senior
Commission and in the event of a specific item that the Commission felt required more
information, a more detailed written summary would be included in the minutes on that
item. The other option would be to tape the information and have them written out in
more detail than just recording the Actions.
Sue Spickard explained that any of the options mentioned is acceptable by City standards.

Chairperson Whittaker requested of Sue Spickard that she pursue the purchase of dictation
recorderhranscriber equipment and report the estimated cost at the next Commission
meeting.
ACTION: On motion by Chairperson Whittaker, the Commission
unanimously voted to record only "Actions" at Commission
meetings.
AYES: Serrin, Chmiel, West and Zink.
Elections
Sue Spickard proposed implementing a change in procedure for electing officers. She
explained that since all terms begin and end in September, it would be a reasonable
transition to elect new officers in October rather than in January.
ACTION : On motion by Commissioner Serrin, the Commission
unanimously voted to hold Election of Officers in October
and that an October Commission meeting would be
mandatory.
AYES: Zink, Chmiel, West and Whittaker.
Senior Coordinators Report
Chairperson Whittaker requested that Ms. Spickard read her Coordinator's Report aloud.
Ms. Spickard apologized for not having the report written in time for the agenda
distribution.
Sue Spickard introduced Karin O'Connor, the new Administrative Assistant replacing Teri
House who left to have a baby. Ms. Spickard mentioned that Betty Kledzinski, Special
Events Coordinator, passed away on Christmas Day and will be replaced with Sharon
Jewell. Sue said that Marsha Lipton is still the part-time temporary Nutrition Site Manager
and that the City will be recruiting for that position before the end of the fiscal year. Ms.
Spickard continued that Kent Jewell has been hired to replace Greg Harrold, facility
attendant. Ms. Spickard explained that Perry Gentry has been invited back to work in the
capacity of lead supervisor of facilities. Sue explained that the Center has three facility
attendants as it always had and that Perry's position is new in the capacity of supervising
the facilities and facility attendants.
Sue Spickard reported on some of the new classes held at the Center and the upcoming
schedule: Hospice, Fraud Against Seniors, Legoland, Tax Assistance Program.
Ms. Spickard reported that there will be three computers available in the Support Services
Room for Center participants to use. The computers donated by the City have arrived and
printers and furniture stations are on the way. The computers will .eventually be hooked up
to the Internet. Ms. Spickard said that Karin is working on a system for how the Seniors
will have to sign up to use the computers.

Sue Spickard reported that the Carlsbad Senior Citizens‘ Association has decided to stop
publishing their newsletter. February was the last issue published. Ms. Spickard said that
the Center will continue to have the menu, activities and special events information
available for free at the reception desk.
Sue Spickard reported that she has received the 1997-98 fiscal year budget packet and
encouraged the Commissioners to let her know if there was any particular items they
wished included for the new fiscal year.
Voluntee rs in Schoo IS
Commissioner Serrin stated that a couple of volunteers had to withdraw due to illness, so
the program now has nine volunteers working at the High School, Valley Junior High,
Jefferson Elementary and the High School. A meeting with the volunteers is scheduled for
mid-March to discuss any concerns and to keep the coordination going. Commissioner
Serrin reported that the schools are very pleased with the placement of volunteers.

Chairperson Whittaker reported that the November 22 1 996 Volunteer Recognition
Celebration held at the Raintree was very enjoyable. Commissioner Zink responded that
she missed having live music and dancing at the party as in past years. Commissioner
Chmiel remarked that a number of people commented to her that they missed the live
music.
Ms. Spickard stated that the reason they tried not having music this year is because so few
people stayed to dance; most people left just after eating and did not stay to dance.
Acceotance o f Gericos Donation
ACTION: On motion by Commissioner Chmiel, the Commission
unanimously voted to accept $3491 raised through Gerico’s
fundraising efforts.
AYES: West, Chmiel, Serrin, Whittaker and Zink.
Sue Spickard reported that she met with members of the Nutrition Project Council to
discuss the problem in the dining room of unfriendly behavior by some of the participants,
especially to newcomers. She said that the Nutrition Site Manager has started a system of
closing down one or two tables when the lunch program is not full, so that participants
have the opportunity to sit at other tables to meet new people. Ms. Spickard said that she
has been receiving many positive comments regarding the dining room, that Marsha Lipton
is doing a very good job and attendance in that area has increased significantly.

Mention that there is a scrabble group in your newsletter.
Unfortunately, what is to become of the Newsletter at this point is
unknown. However, we will be glad to put a press release in the local
newspaper and add it to the list of events at the Center.
Pay utilities at the Senior Center like they do in Rancho Bernardo.
We will certainly check with Rancho Bernardo regarding this request.
But the Carlsbad Senior Center cannot take responsibility or liability
for Seniors' utility bills. It will depend on what is involved before we
could commit to such a program.
Stop the music at noon, it is too loud.
We will speak to the various musicians and band to instruct them to
keep the music low, or stop playing at the time we begin serving
lunch.
Outdoor walking track would be nice.
Unfortunately we do not have any property around the facility. We
encourage you to look at the Mall Walkers at Plaza Camino Real, or
perhaps you could start a group with your friends along the Sea Wall.
Disappointed that Spinal fitness will not continue. We could donate if
the issue is money.
Spinal fitness is now being offered at the Girls club. Unfortunately
our space at the Senior Center is limited and that class had to move
to accommodate the annual Tax Assistance Program. Spinal Fitness
is offered free through Mira Costa College and we would be interested
in having them return to our Center after April 15, 1997.
Offer Lip Reading at the Center.
This is a very good idea that we will take into consideration when
organizing new programs.

Commissioner Chmiel gave the reports for November 8, 1996,, December 13, 1996 and
January 10, 1997, as follows:
Total Congregate meals served in October, 2,888; November, 2,488; December, 2,515.
Total average donation in October, (not available); November, $1.91 ; December, $$1.90.
The total Home Meals delivered in October 996 with total donation average (not available);
for November, 953 delivered with total donation average $2.04; and for December 908
meals delivered with total donation average $1.79. The balance of funds as of December
1996 is $4,493.27, and these funds are raised from dances, white elephant sales and bake
sales. Commissioner Chmiel reported on special events and activities of the Nutrition
Council.
Chairperson's Reoort
Chairperson Whittaker requested a communication be sent to Teri House congratulating her
on the birth of her new daughter Megan and thanking her for the service provided to the
Senior Center during her tenure.
Chairperson Whittaker welcomed Karin O'Connor to the Senior Center staff.

55 and over.
