Commissioner Whittaker called the Meeting to order at 1:15 p.m.
ROLL CALL, was taken by Sue Spickard, as follows:
Present: Commissioners Chmiel, Serrin, West, Whittaker and Zink.
PLEDGE OF ALLEGIANCE was led by Chairperson Whittaker.
MATTERS OF THE PUBLIC
Several seniors voiced their concerns regarding limited access to the swimming pool at
the Boys & Girls Club. They feel, with the growth of the Senior population and the
possibility of using the land of the old Pine School, the City should provide more
facilities for Seniors and make part of those facilities a lap pool. Sue stated she would
have Sr. Management Analyst Keith Beverly attend the next Commission meeting to
speak to the acquisition and possible uses for Pine School,
APPROVAL OF MINUTES:
ACTION: On motion by Chairman Whittaker, Minutes of the Regular Meeting
held June 3,1999, were unanimously approved as presented.
Action; On motion by Commissioner Chmiel, Commission unanimously affirmed
acceptance of the Consent Calendar.
Act ion : On motion by Commissioner Zink, Commission unanimously declined
to accept the scufpture proposed by the Arts Office.
SENIOR CENTER IOTH ANNIVERSARY PARTY
The 1 Oth Anniversary celebration will be held Wednesday, December 8. Under
discussion are, decorations, entertainment, what kind of food to serve. Commission
discussed having a play depicting “the day in the life of a Senior at the Center.” At
1 :00 p.m. it was suggested to have a slide presentation about the Center. Invitations
will be extended to City employees and members from the public between 4:OO - 6:OO
p.m.

The Commission decided to put this on the September agenda to have more time to
review the report on how much time each volunteer position provides to the many
programs at the Center.

Honorable Governor Gray Davis:
On behalf of the Carlsbad Senior Commission, I would like to invite you to
participate in the rededication of our Senior Center in Carlsbad, California
Decembers, 1999.
The Carlsbad Senior Center is the focal point in our community for a wide variety
of activities and services for the older population in the area. We are particularly
proud of our state-of-the-art facility and the many programs we offer, health
screenings, providing transportation, exercise classes, tax assistance, computer
and drama classes. We also deliver hot meals for the homebound Seniors.
Our Center makes every effort to offer something for everyone. We have
received the Outstanding Service Award from Aging and Independence
Services of San Diego County, and have recently applied for an award from the
National Committee to Preserve Social Security and Medicare. Information
enclosed.
It would be our pleasure to have you and Mrs. Davis, who we proudly
acknowledge as "one of our own" fellow San Diegans, join us for lunch and enjoy
the many activities we have planned for that day. Please advise us of your
availability on December 8. It would be an extreme honor to include you in our
program.

ARTICLE: "DOES YOUR CENTER DESERVE AN AWARD"
Dear Ms. McSteen:
Yes, I believe that the CARLSBAD SENIOR CENTER deserves an "Award" because:
1. We have a beautiful building which doesn't necessarily make a successful
Center. However, it is a very fine functional facility.
2. We have a wonderful staff that is professional, caring, kind and interested in the
welfare of those who attend the many programs and activities.
3. It is people who attend the Center that make it a happy place, enriching the lives of all
who participate that makes it a successful and wonderful Center.
4. We have many wonderful volunteers who extend themselves and go the extra mile
with their services. We could not operate the Center without them. We hosted a
dinner at the LaCosta Resort and Spa February 19m honoring our volunteers in
appreciation of their services.
5. We have two buses that are used to transport Seniors to our lunch program, doctor
appointments, shopping, etc.

6. Our lunch program is outstanding. We have been serving approximately 170 meals
per day in February. We also deliver home meals to Seniors who are homebound.
We have approximately 50 Seniors who receive these meals. In addition, our program
sends a sandwich with milk and dessert for a light evening snack. We also deliver
home meals on Thanksgiving, Christmas and Mothers Day.
7. We have our own band (The Goldentones) with six members averaging 80 years
old— most who have played with the Big Bands. We have two dances a month in our
auditorium with over 100 Seniors attending each.
8. Seniors visiting from all over the Country, Canada and some foreign countries tell us
our Center is the nicest they have ever attended.
9. Most of all, the City of Carlsbad is very supportive of our Senior Center. We are
grateful to them for having our outstanding Center.
Our Center attempts to offer a wide variety of programs to address the varied interests of
Seniors. Opera, chess, computers, friendship teas, walking group are just a few that come
to mind. Some of our activities are so popular that we don't advertise them. For
example, our "Body Conditioning for Seniors" meets every Monday, Wednesday and
Friday with over 80 Seniors in each session.
Enclosed is information for February and March outlining Special Events, Daily
Activities, Trips and the Menu offered at the Carlsbad Senior Center.
I am a member of the Carlsbad Senior Commission and I believe we deserve an "Award.
We have so much to offer.

MANAGERS REPORT
The highlight of July, in my opinion, was the permanent Appointment of Kris
Westland as the Secretary to the Senior Center. Kris comes to us with a wealth of
skills and talent. She also brings a delightful personality and fits in well with this
diversified group of wonderful people.
July brings the beginning of a new fiscal year. Some highlights of the coming year
include connecting the Senior Center with the City computer system and phone
system. This will involve changing the phone number at the Center. Although I
regret having to do that, it will be necessary. We are planning a large advertising
campaign prior to the change to get everyone ready. Also this year we will be
completing the installation of the long awaited P. A. system. The bid has been
awarded and I am assured that the work will be completed before December 99.
Floors in both the Auditorium and the Diningroom are to be replaced. Furniture in
the lounge is to be recovered. New carpeting will be installed in the Lounge and
Billiards room. And a computer will be located at the reception desk.
If the start of July is an indicator of what we can expect for the rest of the year, we
had better prepare for a busy year!
I removed the "Memorial Garden" from our agenda. The City has seen many
changes in personnel recently, and I will need to bring the new people who oversee
facilities up to speed on what our hopes are for the patio. It is better to have them
involved from the start, than to back track. It will be back on the agenda soon.
Introduction to Opera has become a very popular program. An unprecedented 44
people were in attendance at the last session. Ray Velchek, Decent from the San
Diego Opera is a dynamic, entertaining speaker who appears to make the 2 hours
fly by.
After a shaky beginning, the Tap Workshop is finally off the ground with over 15
participants. We received many requests for this class and are hoping for a long
association.
Dr. Julie Breen has been kind enough to agree to provide a weekly group counseling
session. Dr. Breen has been well received and is working regularly with about 15
people at the Center.
Everyone fell in love with Savannah, the "puppy in training" from Canine
Companions for Independence. A robust crowd listened as the "foster" mother
explained about training procedures, the purpose of the organization, etc. A
photographer from the North County Times attended, so we are hoping for some
positive publicity.
The Annual Ice Cream Social was another successful event at MaGee Park. The
Social which was co-sponsored by Secure Horizons, is always a lovely afternoon in
the park. The Golden Tones generously provided the music for the day. Upon
asking Laura how she felt about the event she commented on its success of course,
but her comments primarily focused on the many volunteers who gave of their time
to make it a success. She stated that she has never experienced so many people,
giving so much to support an event.

SENIOR COMMISSION
June 29 Del Mar Fair and Wayne Newton in concert. Is this living or what? We
walked thru the animal barns, ate junk food, experienced the human cannonball, watched
the alligator wrestling, ate junk food, viewed all of the exhibits and flower and garden
show, ate more junk food and then settled into our evening entertainment of'Mr. Las
Vegas' under the stars. What a day for us!!!!!
Thursday, July 1, we traveled to the Welk Resort for a wonderful afternoon. After the
sumptuous buffet lunch, we did a bit of shopping (of course) and then enjoyed a
wonderful production of "The King and I".
THAT'S ENTERTAINMENT, Saturday, July 10 was a fantastic day. Our morning
decent tour of NBC Studios was great. The tour guide was just filled with little stories
about the stars (behind the scenes). We were treated to lunch at the HardRock Cafe at
Universal City Walk. A little loud - but, lots of good food and fun. Our afternoon tour of
the new Museum of TV and Radio in Beverly Hills was very interesting. On our way out
of town we even drove down Rodeo Drive to check out the rich and famous!
July 14 we traveled to the Moonlight Theatre to be entertained by "Gypsy". This very
magical and energetic musical entertained all of us with great pizzazz!
A day of culture at Balboa Park was in store July 22. Our morning tour of the San Diego
Museum of Art and the awesome exhibit of Ringing Thunder - Tombs of Ancient China
was a wonderful treat for all of us. We then picnicked in the park before our afternoon
tour of the Mingei Museum and their Japanese exhibit. This museum is a welcome and
refreshing cultural place (especially for weary seniors - lots of places to sit and rest).
Baseball - Padres style and Carlsbad Seniors get ready for a big event. Sunday,
August 1 we are going to root, root, root for the home team and probably eat some
peanuts and cracker jacks.
August 8, we will be attending another production at the Moonlight - "Carousel". With
the musical score of Rodgers & Hammerstein this should prove to be one of the best plays
from the theatre for the season.
And, under the big top, the Ringling Bros., Barnum & Bailey Circus is scheduled for
August 13. The annual event held at the Sports Arena promises to be one of the most
awesome and most entertaining yet. It promises to be one of the biggest to celebrate the
end of the millennium.
Pageant of the Masters, the evening of August 20.. .this annual event will pay tribute to
"The 20th Century: Ten Decades of Art". Our seats are main tier center and by the end
of the evening we should all be magically transformed into this wonderful venue of
entertainment and celebration of the arts.
August 26 we travel to the Stardust Theatre in Balboa Park for a fun and lively evening of
"Some Like It Hot". The laughs, music, dancing and costumes should make this a very
nice evening under the stars!

OFFICE/ADMINISTRATION:
RECEPTION: answer phones & questions; sign Seniors up for activities/trips;
schedule appointments; etc.
approx. 4 hrs/day
LIBRARIAN: generally straightens out the magazines & books in the lounge;
accepts and discards books & magazines
approx. 4 hrs/mos.
HISTORIAN: collects newspaper articles & etc. regarding the Center and places
them in a notebook by year.
Approx. 1 -2 hrs/mos.
INSTRUCTOR/GROUP LEADER:
CLASS INSTRUCTORS: teaches classes free of charge (ie. Hawaiian dance;
folk & line dancing)
Approx. 2-5 hrs/wk.
GROUP LEADERS: volunteers to take responsibility to lead a particular group.
Takes roll, makes certain all supplies necessary are available, represents group to
staff, etc. (ie. writing; book review; discussion; computer users; cards; bingo;
chess)

PROFESSIONAL SERVICES:
LEGAL ASSISTANCE: volunteers giving free legal advice

TAX PREPARERS: during the Tax Season, prepares tax returns for Seniors

NUTRITION VOLUNTEERS:
COFFEE/WATER POURER: makes coffee, serves luncheon guests, cleans water
& coffee pitchers and coffee pots after lunch is completed

SERVERS: serves lunch plates to participants, cleans tables after lunch service

STEAM TABLE: portions food on plates for lunch service. Cleans kitchen and

1. TAKE CAT FISH OFF THE MENU. 2. STOP SERVING MARGARINE,
IT'S WASTEFUL, MANY INDIVIDUALS THROW IT AWAY. Tessa Silva
Your comments will be passed on to the Nutrition Project Council Menu
Committee. As for one lady getting 3 portions, we do not encourage giving food to
others and we STRONGLY recommend that NO food is taken from the diningroom
- doing so is at ones own risk,
The margarine is taken into consideration when menus are prepared for its fat value,
therefore it can not be left up to individual choice - all participants must receive a
full meal.
THERE IS SO MUCH TALKING ON DAYS THAT THERE IS MUSIC IN
THE DININGROOM, ARRANGE TABLE SEATING DIFFERENTLY.
Tessa Silva - The diningroom is that - a diningroom. Many people come to have
lunch and visit with their friends - we encourage that. Unfortunately we can not
please everyone. The Nutrition Project Council meets the 2nd Thursday of each
month in the Diningroom at 9:30 A.M. hi light of your frequent comments and
concerns about the menu and Diningroom procedures, perhaps you would find it
beneficial to attend those meetings or run for a seat on the Council.
OPERA IS VERY ENJOYABLE, COULD USE A LARGER SCREEN. Mrs.
B. Moren(?) We are very happy about the popularity of the Opera program and
after receiving many comments on the small screen, we are trying to see what we
can do to accommodate a larger screen, so that more can enjoy.
WOULD LIKE MORE FROM JULIE BREEN. Kathleen Brown
Dr. Breen has agreed to offer group counseling weekly at 10 a.m. in the
Auditorium.
COLD AIR COMES OUT OF A CERTAIN VENT IN THE DININGROOM,
DON'T SET THAT SPECIFIC TABLE. Wes & Alice Kienko(?) J. Littlefield
Thank you for notifying us, we will advise the air-conditioning company and see if
that vent can be closed.
CHOLESTEROL APPOINTMENTS ARE FILLED WE NEED MORE
TEST DAYS. Mike Nardozza This service is provided to us free of charge
through the generosity of the Carlsbad/Oceanside Health Clinic. Unfortunately,
they are EXTREMELY busy and we feel fortunate to have them as often as we do.
Perhaps the old adage "the early bird gets the worm" will encourage you to plan
early for these free testings as they are very popular.
