CALL TO ORDER
Chairperson Ricker called the Regular Meeting to order at 9:00 a.m.

ANNOUNCEMENTS
Staff informed the Commission about the 1 gth Annual KoKo Beach Fundraiser for the
Senior Center. Buy a ticket for $5.00 and possibly win a door prize and receive $5.00
off any lunch or dinner at KoKo Beach throughout the month of October. Proceeds will
benefit the Senior Center.
APPROVAL OF MINUTES
- ACTION: On motion by Vice Chairperson O’Connell, the Minutes of the
Regular Meeting held on August 2, 2005 were approved.

PRESENTATIONS
Ms. Dolores Barajas, Outreach Specialist for Health Insurance Counseling and
Advocacy Program (HICAP), spoke to the commissioners about the new Medicare Part
D Plan.
This year Medicare recipients will have to make a decision by January 1, 2006 if they
want to enroll. If Medicare recipients enroll after January 1, 2006, their premium may be
1 % higher for every month that they delay to enroll.
In the near future Ms. Barajas will make a presentation at the Senior Center to help
explain the program in more detail.

CONSENT CALENDAR
1. AB #1005-1 SUMMARY REPORT
Commission received, accepted and approved the Summary Report of the
August 2, 2005 Senior Commission Meeting.
2. AB #1005-2 RECEIPT OF DONATIONS
Commission received a donation of $500 to benefit the Senior Center Nutrition
Program. The Commission recommended acceptance by the City Manager.

PROGRAM
Debbie Fountain, Housing & Redevelopment Director updated the Commssion on
changes in the Section 8 Rental Assistance Program.
AB #1005-3 PRESENTATION ON THE SECTION 8 RENTAL ASSISTANCE
As a result of federal funding cuts of over $400,000 this year, the city finds it necessary
to close its waiting list. There is a 5-year wait list for the Section 8 Rental Assistance
Program. Households currently on the wait list for rental assistance will remain on the
list.
The city is able to sustain 666 households currently under Section 8 Assistance
Housing Program. The monthly increase to Section 8 tenants is $40.00-$74.00 based
on size of the unit.
The City and Habitat for Humanity propose to build 11 units on Roosevelt Street. The
units are not restricted to seniors however; the proposed configuration of the units will
be more conducive for seniors than other groups.

CONSENT CALENDAR
The consent calendar was unanimously approved (3-0).
1. AB #0805-1 SUMMARY REPORT - The Commission approved the Summary
Report of the June 7, 2005 Senior Commission meeting.
2. AB #0805-2 SENIOR SAFARI EXCURSIONS
Commission approved staff's recommendation to maintain current number of casino
trips provided by the Senior Safari excursion program.
3. AB #0805-3 COMMUNITY ACTIVITY GRANT REVIEW COMMITTEE
Commission nominated and approved Commissioner Surridge to serve on the
Commission Grant Review Committee.
DEPARTMENT REPORTS
Gail Lynn, Recreation Area Manager, reported the Ice Cream Social and Hot Rod
Show on Sunday, July 17th 2005 was a huge success. A record crowd consumed 585
scoops of ice cream, 370 hot dogs, and viewed 30 Classic Cars at the Hot Rod Show.
Lynn informed the commissioners that five marines from the 7th Engineer Support
Battalion at Camp Pendleton are visiting the Senior Center every week in the months of
August and September to play board games with the seniors.
Lynn announced the 2-1-1 information services are available throughout the county.
The 2-1-1 provides information on a multitude of issues such as: crisis hotlines, child-
care, mental health service, senior services and much more. Call 2-1-1- and you will be
connected to a live phone specialist who can answer questions about nonprofit services
and agencies in our county. 2-1-1 is available twenty-four hours a day, seven days a
week. The Carlsbad Senior Center is listed in the 2-1 -1 - directory and on their website

RECOMMENDED ACTION:
Receive donation of five hundred dollars ($500) from Mr. Clay Northcote to be used to support
the Senior Center Nutrition Program and recommend acceptance by City Council.
ITEM EXPLANATION:
The Carlsbad Senior Nutrition Program serves a delicious lunch at noon, Monday through Friday
for seniors 60 years and older. A suggested $3.00 donation assists with off setting the costs of
this program.
Special events, such as birthday celebrations are made possible through fundraising and the
generosity of donors. Mr. Northcote is a participant of the Senior Center Congregate Program.
A letter of thanks (Exhibit 1) has been sent to Mr. Northcote.
FISCAL IMPACT:
The $500 has been deposited in the Senior Trust Account #14345675651 and will benefit the
Senior Nutrition program by providing funds for special events in the dining room.

RECOMMENDED ACTION:
Accept and file staff report updating the Senior Commission on current changes the Section 8
Rental Assistance Program.
ITEM EXPLANATION:
Recent funding cuts of 400,000 from the US Department of Housing and Urban Development
(HUD) have resulted in some changes in the Section 8 Rental Assistance Program that will affect
Carlsbad senior citizens currently participating in the Section 8 Rental Assistance Program.
Housing and Redevelopment Director, Debbie Fountain will provide a presentation regarding the
changes in the Section 8 Rental Assistance Program.
