CALL TO ORDER: Chair Gocan called the Special Meeting to order at 4:05 p.m.
ROLL CALL: Present: Gocan, Johnson, Hunter, Penseyres, Fowler, Linke and Perez.
APPROVAL OF MINUTES:
Motion by Commissioner Hunter, seconded by Vice-Chair Johnson, to approve the minutes for Sept. 9,
2019. Motion carried 7 /0.
PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA:
Aviara Oaks Middle School, Robotics Team: Zaiden Lee, Danielle Lee, Clare Wong, Ethan Luong and
Meera Mor presented Bike Safety at Intersections -Awareness and Solutions.
DEPARTMENTAL REPORTS:
1. POLICE MONTHLY REPORT-{Staff contact: Lieutenant Christie Calderwood, Police
Department) -Informational only
Report on a fatal collision on Aviara Pkwy, community outreach and education at Magnolia
Elementary School, and review crossing-guard warrants near Calavera Hills Middle School.
2. NOMINATE ONE TRAFFIC & MOBILITY COMMISSIONER TO HOUSING ELEMENT ADVISORY
COMMITTEE -(Staff Contact: Scott Donnell, Community and Economic Development).
The purpose to create the Housing Element Advisory Committee is to seek guidance on the
community's vision for the future development of the City of Carlsbad and develop a plan to
meet the housing needs.
Motion by Commissioner Hunter, seconded by Commissioner Linke to nominate Commissioner
Brandon Perez to represent the Traffic & Mobility Commission on the board of the Housing
Element Advisory Committee. Motion carried 7 /0.
Senior Engineer Bilse introduced the new City Traffic Engineer, John Kim and Acting
Transportation Director, Babaq Taj.
3. WORK PLAN WORKSHOP -{Staff Contact: Doug Bilse, Public Works).
Senior Engineer Bilse facilitated the third workshop for the Traffic & Mobility Commission Work
Plan .
At 5:45 the Traffic & Mobility commissioners took a 15 minutes break so that staff could confirm the
direction the City Council took regarding the communication plan. Traffic & Mobility Commission was
called back to order at 6:00 p.m.

Traffic & Mobility Commissioners requested to have the Communications Plan placed on the
agenda for the next Traffic & Mobility Commission meeting.
Commissioner Linke noted that the T&M Commission voted at their July 1, 2019 meeting
requesting the City Clerk to review proposed Rules and Regulations submitted by Commissioner
Linke.
Motion by Commissioner Hunter, seconded by Vice-Chair Johnson recommending City Council
to approve the Traffic & Mobility Commission Work Plan as amended.
Motion carried: 7 /0.
CITY TRAFFIC ENGINEER COMMENTS:
City Traffic Engineer Kim explained, in response to Vice-Chair Johnson request, that the Transportation
Department is in the process of updating the organizational chart and in the process of. hiring a
Transportation Director. The T&M Commission will get the organizational chart after positions are filled.
TRAFFIC & MOBILITY COMMISSION COMMENTS:
Commissioner Linke suggested that staff include background data when reviewing collisions in the City of
Carlsbad. It is important to include information such as the road condition.
The T&M Commission requested a system to track the status of items requested by the commissioners
that can be reported at the meetings with brief updates by staff.
ADJOURNMENT:
Chair Gocan adjourned the Traffic Safety Commission Meeting on Oct. 7, 2019, at 7:10 p.m.
