CALL TO ORDER: Chair Gocan called the Special Meeting to order at 4:05 p.m.
ROLL CALL: Present: Gocan, Penseyres, Fowler, Linke and Perez.
Absent: Hunter, Johnson and Perez
APPROVAL OF MINUTES:
Motion by Commissioner Penseyres, seconded by Commissioner Fowler, to approve the minutes for
Oct. 7, 2019. Motion carried 3/1/3 (Johnson, Hunter and Perez -Absent)
Commissioner Linke opposed the minutes due to the lack of a comprehensive minutes.
PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA:
Annabel Kosmis, a Carlsbad resident and a student at Calavera Elementary School, requested staff to
provide safety to school.
A. J., a Carlsbad resident and a fourth grade at Calavera Elementary School, requested staff to provide
safety to school.
Lela Panagides, a Carlsbad resident, spoke on the rules of setting up speed limits in California and about
the exemptions that California offer for special circumstances. She said that the historical method of
determining speed limits is outdated. She .requested staff to recognize that band aid approaches to
pedestrian safety does not address the underline problem, the roads were not built for kids to walk to
and from schools, and she asked staff to create a multi-stakeholders task force to create real world
innovated solutions for road safety with human centered mindset.
Donna Ruiz, a Carlsbad resident and a mom of children at Calavera Hills Elementary and Middle School,
asked staff to look for a solution regarding cars driving in the bike lanes on Tamarack Ave. during peak
traffic. She told the commissioners that a crossing guard was hit on the corner of Tamarack Ave. near
school.
DEPARTMENTAL REPORTS:
1. POLICE MONTHLY REPORT-(Staff contact: Lieutenant Christie Calderwood, Police
Department)-' Informational only -Cancelled.
2. COMMUNICATIONS PLAN WORKSHOP -(Staff Contact: Doug Bilse, Public Works).
Senior Engineer Bilse facilitated the workshop for the Traffic & Mobility Commission
Communications Plan.

The proposed Communications Plan that staff prepared for the meeting was presented and modified
according to input provided by t he commissioners. Commissioner Linke created his own Proposed
Communications Plan which is attached to the minutes as Attachment A. The revised Communications
Plan is attached to the minutes as Exhibit 2.
Commissioner Linke proposed t hat the Draft Minutes be ready in the few days following the T & M
Commission Meeting as part of the forthcoming Rules and Regulations document.
Senior Engineer Bilse explained the best practice of making sure the minutes will reflect a statement
made by the commissioners is to say: "I would like the minutes to reflect that ... ", and it will be added to ·
the minutes.
Motion by Commissioner Penseyres, seconded by Commissioner Perez to app rove the Communications
Plan as revised by staff.
Motion carried: 5/0/2.
CITY TRAFFIC ENGINEER COMMENTS:
City Traffic Engineer Kim brought up the possibility of cancelling the Jan. 6, 2020, T & M Commission
Meeting. The commissioners agreed to keep the meeting on Jan. 6, 2020, to review the Transportation
semi-annual report that will go to City Council later in Janua ry.
City Traffic Engineer Kim passed along information on the upcoming SAN DAG public meeting related to
lowering the railroad tracks in Carlsbad that is scheduled for Nov. 20, 2019, 6:00 ~8:00 p.m. at the Harding
Center.
TRAFFIC & MOBILITY COMMISSION COMMENTS:
Commissioner Perez inquired about records on the crossing guard collision mentioned during the Public
Comments. City Traffic Engineer Kim said that he will contact the Police Department and provide some
information on the next T & M Commission meeting.
ADJOURNMENT:
Chair Gocan adjourned the Traffic Safety Commission Meeting on Nov. 6, 2019, at 5:15 p.m.
