The minutes of the meeting of December 7, 1970 were approved
submitted .
1970 MA Pedestrian Safety Proqram Appraisal. Emmet Lind-
quist reviewed detailed statistics of the 1970 appraisal.
He pointed out that the basis for awarding points on
several of the items such as street lighting and crosswalks
was being reviewed and the basis would probably be modified
for the 1971 program appraisal. Modifications would con-
sider only street lighting at intersections (where pedes-
trian-vehicle conflicts normally occur) and consideration
of the San Diego crosswalks study. A discussion followed
concerning the City of San Diego study which evaluated
the effects of painted versus unpainted crosswalks, with
respect to pedestrian accidents. It was found that in a
study of 400 separate intersections, other factors being
equal, accidents occurred at a ratio of 5.7 to 1 in marked
versus unmarked crosswalks. This points up the fact that
crosswalks are not necessarily the solution to pedestrian
crossing problems, as the pedestrian often experiences a
false sense of security in the painted crosswalk,
Mr, Puentes will provide the City Engineer with appropriate
material for distribution to the local newspapers, depicting
the effect of various types of clothing on night-time,
pedes tr ian visibility ,
Request for Crosswalks on Carlsbad Boulevard. Major Rader,
who lives on the corner of Cherry Avenue, requested that
crosswalks be established at each intersection on Carlsbad
Boulevard. Crosswalks presently exist at Tamarack, Hemlock
and Maple Avenues. The San Diego study was further dis-
cussed and the effects of additional crosswalks on both
pedestrian and vehicular traffic was discussed at length,
It was pointed out that requests for crosswalks at Chestnut
Avenue, Walnut Avenue and Cherry Avenue have been denied
in the past, Various methods of alerting motorists to
pedestrian traffic were discussed, including overhead

* signing and special roadside signing such as our "duck'
crossing" signs.
The Commission agreed that additional marked crosswalks
should not be installed on Carlsbad Boulevard. However,
in order to provide better utilization of the existing
crosswalks through uniform spacing, it was moved that
the existing crosswalk at Hemlock Avenue be removed and
relocated one block north, to the corner of Juniper,

3. Street Name Siqns. The City Manager outlined to the Com-
mission the problems which the City is now having with
regard to vandalism and deterioration of various types of
existing signs. The staff is presently preparing a study
of various types of signs which are available. Upon com-
pletion, the report will be submitted to the Commission
for review and preparation of a recommendation to the City
Council .
Mr, Puentes advised the Commission that the Vehicle Code
calls for standardized colors for street name signs: white
letters on green background.
