The minutes of the meeting of February 1 were approved as sub-
mitted.
1. Parkinq Restrictions on Pi0 Pico. A motion (Nooncaster-Priday)
was adopted recommending that the Council adopt a resolution
establishing that the westerly side of Pi0 Pic0 be designated
"no stopping at any time" in those areas designed for no
,parking.
2. Traffic Conqestion at Northerly Signalized Entrance to Plaza
Camino Real Parking Lot. The May Company has been concerned
about traffic turning into their lot, backing out onto El
Camino Real. The problem is caused by congestion and inade-
quate traffic control within the lot'. Mr. Priday will respond
to their request with a letter.
3. Request for Stop Siqn on Carlsbad Boulevard, Northbound at
Palomar Airport Road.
Edwards of 5741 Los Robles Drive, for a stop sign at the
intersection of the northbound ramp of Carlsbad Boulevard
where it intersects the westbound Palomar Airport Road.
The matter was thoroughly discussed. No justification exists
for a stop sign at this location. The Public Works Department
will restripe Carlsbad Boulevard to provide a more definitive
and clear-cut merging situation.

along the ramp section of Carlsbad Boulevard south of Manzano

4. Ordinance No. 3084, Establishinq a Truck Route. Emergency
Ordinance No. 3084 was reviewed. It was pointed out that
a definition of "truck" is needed and that the ordinance
is not clear. Much discussion ensued regarding the need for

a truck ordinance once the southbound on-ramp at Elm Street
is again open to truck traffic. Mr. Puentes pointed out that
most trucks on the wrong streets are actually lost and in
general, truckers do not want to be on narrow streets in
residential areas any more than residents want them there.
He pointed out that an effective signing program has helped
solve the truck problem in other jurisdictions,

quested to revise the ordinance with the possibility of sub-
mitting it for permanent adoption by the Council. The draft
is to be reviewed with the City Attorney, Public Works Director
and City Engineer.
5. Speed Limit on Carlsbad Boulevard and El Camino Real. The
Police Department requested that the speed limits be reviewed
and updated. The Police Department will run the necessary
speed studies to establish speed limits, Assistance will be
provided by the Engineering Department.
The Traffic Engineer will work with the County to establish
speed limits on El Camino Real upon completion of the widening
pro j ect .
6. Greyhound Bus Route Throuqh Downtown. The Greyhound Bus route
down State Street was discussed. It was agreed that Mr. Priday
will contact the Oceanside office of the Greyhound Bus Company
and endeavor to have the Greyhound Bus route returned to
Carlsbad Boulevard.
7. Request for Stop Siqn, Ocean Avenue at Cedar Street. Carlsbad
By The Sea Retirement Home has requested a stop sign to assist
elderly pedestrians in crossing the street. The Commission
upon motion (Nooncaster-Priday) declared the request to be un-
justified and directed Mr. Priday to so notify the applicant.
8. Uniforms for Crossinq Guards. The Commission recommended that
funds be included in the coming Police Department budget to
provide inexpensive uniforms for the crossing guards: the type
of uniform to be determined by the Police Chief.
