Present: Chairman Bill Harkins, Moe Sims, Bob Nelson, Kent Whitson, Manny Puentes, Hunter Cook,
Chief Ralph Laughlin, Col. A1 Wood, City
Manager Jack Arnold.
Absent: None
1. Approval of Minutes
The minutes for January 8, 1973 meeting were approved
as submitted.
2. Introduction of New Staff Member
Kent A. Whitson, Civil and Traffic Engineering Assistant,
City of Carlsbad, was introduced to the membership.
3. Alley entrance between State St. and Roosevelt St. from Elm Ave. northerly.
The Commission recommended that a complete study be made regarding the parking situation at the above vicinity before any "one-way1' signing be installed. The study should include three areas of investigation: 1) parallel parking on State St. north of Elm Ave., 2) a turn-around area for traffic if one-way signs are
to be installed at the alley entrance on Elm Ave., and 3) a coherent parking plan within the alley area. The
Commission recommended that the City Engineering staff
make this study in conjunction with the Central Business
District Action Committee and present the results at the next meeting of the Commission. Then a joint meeting of
.the Commission and the CBOAC will be requested to be
held in order to discuss this study. I
4. Street Name Alternatives for Hiqhland Drive and Elmwood St.
The Commission recommended against any street name
change of either of the above two streets as it would
accompl ish no significant traffic safety feature, and
would involve address changes for too many residents.
However, the Commission did recommend that the signing
at the intersection of Highland Drive and Elmwood St.
be improved to help eliminate confusion.

5. No Parkinq near intersection of Monroe St. and Chest nut Ave.
It was pointed out that a parking problem existed at at the intersection of Monroe St. and Chestnut Ave.
in the vicinity of the Carlsbad High School, The
Commission recommended that the sight distance be
improved at the intersection by painting some of the
curbs red on the approaches to the intersection. The City Engineering staff will look into this matter.
6. Stop control at intersect of Elm Ave. and Pi0 Pic0 Ave.
It was reported that several motorists are not stopping
for the stop sign facing eastbound tral-fic on Elm Ave.
at Pi0 Pic0 Drive. The CommissiGn recommended that the
stop sign visibility De improved, and that the STOP
pavement markings be repainted.
7. Status of Carlsbad Blvd.
The City is planning to resurface Carlsbad Blvd. from
the north City limit line to Mountain View Drive, and
from Elm Ave. to Redwood Ave. The City is designing
a comprehensive striping plan for the above sect-ions
of Carlsbad Blvd.
