Approval of Minutes The minutes of the December 3, 1973 meeting were approved as submitted. 2. Stop Control at the Intersection of Highland Drive and Hillside Drive Because of the poor sight distance and the distribution of traffic volumes at the above Y-intersection, the Commission recommended that a stop sign be placed on the south leg of Highland Drive, thereby stopping northbound traffic on that leg of the intersection. The Commission also recommended that the existing stop sign on Hillside Drive remain in place until such time as the intersection can be redesigned and reconstructed so that the sight distance can be adequately improved. 3. Four-way Stop Control at the Intersection of Park Drive and Tamarack Ave. At its October 1, 1973 meeting, the Commission recommended that the stop control at the above intersection be reversed, thereby stopping northbound and southbound traffic on Park Drive. However, after carefully reviewing the intersection again, the Commission recommended that four-way stop control be implemented now, as it would not seriously delay travel time and because the sight distance at the intersection is poor (especially on the northwest corner). Also, the intersection lies at the crest of a hill, which makes it difficult for westbound motorists on Tamarack Ave. to safely see west of Park Drive as they approach the intersection. 4. Stop Control and Crosswalk on Kelly Drive at Park Drive The Commission recommended against establishing either stop control or a crosswalk at the above intersection, primarily due to the relatively low residential traffic and pedestrian volumes. The east leg of the intersection (Park Drive) has the lowest traffic volume, and is properly controlled by a "YIELD" sign. A marked crosswalk at an intersection such as the above would create a false sense of security for the pedestrian. Painted crosswalks lose their credibility when there is not a relatively high concentration of vehicle and pedestrian volumes. Traffic Safety Commission February 4, 1974 Page 2 5. Traffic Signal at Intersection of Carlsbad Blvd. and State Street The Commission recommended against the installation of a traffic signal at the above intersection, due to its geometric configuration. Since the rechannelization was implemented at the above intersection in May 1973, there has been a substantial reduction in the number of accidents and traffic delay has been reduced to a minimum. 6. Downtown parking on State Street from Elm Avenue northerly to a Point 325 feet north of Grand Ave. At its December 3, 1973 meeting, the Commission acknowledged the fact that there exists a very hazardous traffic problem resulting from the parking situation on the above section of State Street, and therefore felt that the existing parking layout must be revised. Since that meeting, the Engineering Division has compiled a Parking and Street Capacity Study report on State Street which was submitted to the Commission.
