1. Approval of Minutes
The minutes of the June 3, 1974 meeting were approved as submitted.
2. Election of Officers
Bob Nelson was elected as Chairman for the next fiscal year.
A1 Wood was elected as the Vice-chairman.
3. Request for safety siqninq on Adams Street at Cape Aire Lane
The Commission recommended against installing any additional
signs at this intersection as their effect would be minimal.
The Commission did recommend that the Public Works Department
improve the sight distance on the southeast corner, if possible.
4. Stop control at various intersections along Roosevelt Street and Madison Street.
After reviewing the traffic and accident patterns, the
Commission recommended that YIELD signs be installed on both
Pine Avenue and Walnut Avenue at their intersections with
Roosevelt Street and Madison Street. The eastbound and west-
bound traffic on Pine and Walnut Avenues must therefore yield
to northbound and southbound traffic on Roosevelt and Madison
Streets.
5. Request to reduce 45 MPH speed zone to 35 MPH on Carlsbad
Boulevard between Aqua Hedionda Bridge to Tierro del Oro.
Also, request for raised pavement markers to notify motorists
of chanqes in speed zones.
After reviewing the traffic speed zone survey, the Commission re-
commended that the existing 45 MPH speed zone on the above
section of Carlsbad Boulevard remain unchanged. This concurs
with the Commission's previous recommendation made at its
October 1, 1973 meeting. The accident rate along this section of Carlsbad Boulevard is very low, and any reduction of the
posted speed limit would qualify this section of Carlsbad Bi-Jd. as
an illegal speed trap, according to the Vehicle Code.

Regarding raised pavement markers to notify motorists of
changes in speed zone, the Commission is adamantly against this
type of use for raised pavement markers, or "speed bumps''.
The reasons are (1) they should only be used as a temporary
measure to alert motorists of large differences in speed zones
(usually when construction is occurring), (2) they tend to be
more of a hazard than a benefit, especially in rainy or foggy
weather, and (3) they are difficult to maintain.
6. Time limit on north side of Elm Avenue in front of City Hall.
The Commission recommended that three stalls be allotted for twenty-minute time 1 imit parking at the above entrance to City Hall. The Commission recommended that about 66 feet of curb be painted green, but that no signs be posted.
-- 7. Request to post 25 MPH on Garfield Street between Pine Avenue
and Tamarack Avenue.
The Commission recommended against posting any 25 MPH speed
limit signs on the above residential section of Garfield Street,
primarily due to the fact that the law does not require posting
a "prima facie" speed limit of 25 MPH in a residential district
which is readily apparent. Also, with so many cross streets,
effective signing would be very difficult. The accident rate
has been relatively low on Garfield Street. Enforcement of
the "prima facie" speed 1 imit is encouraged.
Drive and Sunnyhill Drive.
Even though the above street transverses through a residential
district, the street width (48 feet wide) and a traffic speed
zone survey both indicate that a speed limit greater than
25 MPH should be posted. Therefore, the Commission recommended
against posting any speed limit signs along Tamarack Avenue,
and let the "prima facie" speed limit of 25 MPH for a residential
area govern. It was suggested that additional speed zone surveys
be taken on other sections of Tamarack Avenue; and then have the
Commission review these surveys.
8. Request for 25 MPH speed zone on Tamarack Avenue between Park
9. 4-way stop control at the intersection of Adams Street and
Chi nquapi n Avenue.
Adams Street now stops for Chinquapin Avenue. After reviewing
the traffic volumes and the accident history, the Commission recommended that 4-way stop control be established at this
intersect ion.
10. Request for additional crosswalks on Carlsbad Boulevard between
Pine Avenue and Tamarack Avenue.

The Commission recommended that the Public Works Department
reviewing the possibility of establishing additional cross-
walks on the above section of Carlsbad Boulevard in conjunc-
tion with the development of the proposed State Beach park
on the west side of Carlsbad Boulevard.
