Guests: Ruth Honnold, John Newel I, Mrs. G. Troensegaard, and various
residents who live on Garfield.
1. Approval of Minutes
The minutes of the September 9, 1974 meeting were approved as sub-
mitted.
2. Traffic signal or any other traffic assistance at the intersection
of Avenida Encinas and Palomar Airport Road.
Due to the relatively low traffic volumes at the above intersection,
the Commission concluded that neither a traffic signal nor any ad-
ditional traffic assistance was warranted at this time. The Comrnis-
sion recommended that the Engineering Department keep this inter-
section under observation for future volume increases. Avenida
Encinas will eventually connect with Cannon Road, thus providing two
points of access for Avenida Encinas to the freeway.
3. Request to post 25 M.P.H. on Garfield Street.
After again reviewing the street geornetrics, the traffic volumes,
and the speed zone survey, the Commission recommended that 25 M.P.H.
signs be posted on Garfield Street between Pine Avenue and Tamarack
Avenue. It was also suggested that advisory speed signs be added
to the "DIP" warning signs on Garfield Street near Maple Avenue.
4. Traffic circulation at intersection of El Camino Real and Hayrnar
Drive.
The Commission recommended that the median opening on El Carnino Real
at Haymar Drive be closed at the time that a fully-actuated, four-
legged signalized intersection is constructed at El Carnino Real at
the May Company Entrance. This construction would take place in
conjunction with the construction of the proposed shopping center
on the east side of El Camino Real between Haymar Drive and Marron
Road. The circulation in the area is being carefully analyzed be-
fore any proposed development occurs and the median opening

at Haymar Drive should remain until U-turns can be facilitated on
El Camino Real at the May Company Entrance.
5a. Speed zone on El Camino Real.
After carefully reviewing the traffic speed zone survey, the Com-
mission recommended against posting any speed zone signs along El
Camino Real. The accident rate is very low for this type of road-
way, and the maximum speed limit is now 55 M.P.H.
5b. Flashing beacons at the intersection of El Camino Real and Rancho
Carlsbad Road.
The Commission recommended against the installation of a flashing
beacon at El Camino Real and Rancho Carlsbad Road, which is a pri-
vate street. According to the State of California Traffic Manual,
the installation of flashing beacons at an intersection may be
warranted if there has been four or more left turn plus crossing
(broadside) accidents in one year, or there has been six or more
left turn plus crossing accidents in two years. The Commission
suggested that this intersection be reviewed at a later date for
future increases in traffic volumes.
6. Speed zone change on Carlsbad Boulevard between Pine Avenue and
Tamarack Avenue.
The Commission felt that the existing 35 M.P.H. speed zone on the
above section of Carlsbad Boulevard was safe and realistic, and that
there was adequate signing. Therefore, it recommended against any
change in the speed zone. Regarding crosswalks and other traffic
control devices, the Commission recommended that these items be
reviewed in conjunction with the proposed improvement of the Carls-
bad State Beach on the west side of Carlsbad Boulevard from Tama-
rack Avenue to Oak Avenue.
7. Speed control on Chestnut Avenue between Val ley Street and Monroe
Street.
The Commission recommended against the posting of any speed signs or
street markings at the above location because the speed limits in
the vicinity of schools are covered in the Vehicle Code by the
"Basic Speed Law" and the "Prima Facie Limit" of 25 M.P.H. when
passing a school building or the grounds thereof whi le chi ldren are
going to or leaving such school during opening or closing hours or
during the noon recess period. Red no parking zones wi I I be painted
on Chestnut Avenue in the vicinity of Marjorie Lane to improve
sight distance.

8. Traffic Critique of Grand Prix Mot0 Cross.
After reviewing this year's (1974) and previous years' traffic con-
trol, the Commission made the fol lowing recommendations for future
Grand Prix Mot0 Cross races or other races of this magnitude:
a. That two-way traffic remain on Palomar Airport Road at all
times.
b. That no parking be allowed along either side of Palomar Airport
Road from El Camino Real to the eastern City limits (approximately
Linda Vista Drive).
c. That all of the parking be contained on private property to the
north side of Palomar Airport Road if possible; and if not, that the
overflow to the south be also controlled by parking attendants pro-
vided by the raceway.
d. That parking be provided on the ratio of one vehicle per every
three persons in the estimated attendance. (This would be approxi-
mately 15,000 parking spaces for next years race.)
e. That the traffic on the public right-of-way be controlled by the
Carlsbad Pol ice Department.
9. Bicycle routes and safety in the City.
The Commission briefly discussed routes and safety in the City;
would like to see a bicycle route system implemented, and will re-
view any problems regarding bicycle safety.
