1. Approval of Minutes
The minutes of the October 7, 1974 meeting were approved as sub-
mitted, with the following items to be added to Item No. 8, Traffic Critique of Grand Prix Mot0 Cross:
f. That the private security be required to remain at the
raceway for at least two hours after the final race is com-
pleted to help provide crowd control and security while the crowds exit from the raceway.
g. That a permit be filed with the City for overnight camping.
(This permit would guarantee flood lighting, security, and other safety features).
2. Request for speed zone on Kelly Drive
Due to the relatively low traffic volumes on Kelly Drive and the
fact that it is less than 1/2 mile in length, the Commission re- commended against posting any speed zone at this time. The street operates safely, and the Commission suggested that parents not
allow their children to play in the street.
3. Bus loading zone on Grand Avenue east of State Street
Before making any decision regarding the above bus loading zone,
the Commission recommended that a special meeting be set up to
discuss the "downtown" bus routes. The Commission is apprehen-
sive about allowing busses to travel along State Street because of its narrow width and its diagonal parking. The Commission
would want in attendance at the meeting representatives from the
bus company, the downtown businessmen, and the City.

4. Establishing various through streets in the City
The Commission recommended that all of the arterials and scenic
routes depicted on the proposed "Circulation Plan" of the General Plan (which later will be superseded by the final Circulation Plan
to be adoped by the City Council) be established as "through streets."
Therefore, all intersecting traffic will be required to either
stop or yield for through traffic.
5. Parking for the proposed Carlsbad State Beach improvements
The Commission recommended that the City Council authorize the
Traffic Safety Commission to review the Carlsbad State Beach irn-
provements in order to make recommendations regarding parking and
other traffic safety items.
6. Traffic control at intersection of Avenida Encinas and Palomar
Airport Road - Parking restrictions along Avenida Encinas
This item was discussed at the last meeting of the Commission, and
again the Commission recommended against any police control at the
above intersection. The Police Department stated its policy that
they do not provide traffic control except for special events and
emergencies. Once Avenida Encinas connects with Cannon Road, there
will be two points of access to the freeway. Regarding parking
restrictions, the Commission recommended that the curbs adjacent
to the fire hydrants be painted red. Any vehicle parking within
the curb radii of any driveway is in violation of the Vehicle Code,
and may be cited.
7. Bus loading zone at the Buena Vista School
The Commission preferred to have the school bus loading zone to be
contained within the school grounds, but did not have enough infor-
mation to act on the matter. The Commission suggested that the
problem and details be discussed between the school and the City;
and, if it is decided that the existing bus loading zone has to be moved, then present the matter to the Traffic Safety Commission
again.
