Engineering-Planning Conference Room
Present: Chairman Bob Nelson, A1 Wood, Joe Eggleston, Bill Harkins,
Capt. Wally Rossall, Kent Whitson, Bill Baldwin
Absent: Manny Puentes
Guests : Liz Kahn and several residents from the Bristol Cove area
1. Approval of Minutes
The minutes of the November 4, 1974, meeting were approved as
submitted.
2. Traffic signal at Elm Avenue and Roosevelt Street
The Commission recommended that a fixed time signal be installed at the above intersection. The nationally accepted warrant for
minimum vehicular volume at an intersection to be signalized is
met. Also, two other warrants, interruption of continuous traf-
fic and accident experience, come close to meeting the nationally
accepted warrants.
The Commission recommended that the fixed time signals be a temporary measure until such time that the on-street parking can
be eliminated on both sides of Elm Avenue to facilitate left turn lanes and a fu.&ly actuated traffic signal. This will re-
duce the delay caused by a fixed time signal.
Also, the Commission moved l?hat the City look carefully at the
possibility of establishing municipal parking lots to eliminate
all the on-street parking along Elm Avenue and to ease the move- ment of downtown traffic.
3. Speed zone on Park Drive at Bristol Cove
After a lengthy discussion regarding the above item, the Com- mission decided to make a field trip to the site before making
any recommendations.
4. The establishment of Washington Street between Elm Avenue and Tamarack Avenue
After carefully reviewing the request, the Commission recommended
that the City investigate the possibility of acquiring enough

right-of-way property from the Santa Fe Railway Company for the
establishment and full street construction of Washington Street
between Beech Avenue and Tamarack Avenue.
5. Change Commission meeting time
Due to the difficulty that many of the Commission members have
in attending the Commission meetings at its present scheduled time on Mondays, the Commission moved that the meetings be
changed to the first Tuesday of every month at 3:OO p.m.

6. Eliminate the two-hour parking limit on Oak Avenue between
Roosevelt Street and the Santa Fe Railway tracks
Due to the lack of background information, the Commission did not recommend that the two-hour parking on the above street be
eliminated at this time.
