1. Approval of Minutes
The minutes of the January 7, 1975, meeting were approved as sub-
mitted.
2a. Diaqonal parkinq on both sides of Grand Avenue between Carlsbad
Boulevard and Garfield Street.
The Commission recommended that diagonal parking remain on the north
side of this section of Grand Avenue, and that the parking spaces be
painted on the street. The curb along the north side of the street
is too high to permit the opening of doors on the right side of a
car parking parallel. If the curb is ever improved to current stand-
ards, the Commission will again review the parking situation.
The Commission recommended that only parallel parking be permitted
along the south side of Grand Avenue in this block. Diagonal parking
reduces sight distance, especially at the health facility driveway.
Also, off street parking is provided by the health facility. The
Commission feels that the disadvantages of diagonal parking greatly
outweigh the advantages; and therefore recommended that a field trip
be made at its next meeting to review the diagonal parking on Grand
Avenue east of Carlsbad Boulevard.
2b. Crosswalk on Grand Avenue near Carlsbad Boulevard.
The Commission recommended that the crosswalk on Grand Avenue at its
intersection with Carlsbad Boulevard be repainted. The Commission
recommended against any midblock crosswalks as being too hazardous.
Pedestrians now have the benefit of a traffic signal when crossing
Grand Avenue at Carlsbad Boulevard. The Commission also recommended
that a wheelchair ramp be constructed on the northwest corner of
Carlsbad' Boulevard and Grand Avenue.
2c. Time limit parkinq on Grand Avenue west of Carlsbad Boulevard.
The Commission recommended that a 22ft. section of curb on the north
side of Grand Avenue between the two existing red zones just west of
Carlsbad Boulevard be painted green. This time limit zone would
permit temporary parking for loading and unloading passengers and for
use of t'he recently installed telephone on the corner.

3. Grand Avenue and Roosevelt Street.
Due to the distribution of traffic and the good accident history, the Commission recommended against the installation of any additional
traffic control at the above intersection at this time.
4. Bus loadinq zone at Buena Vista School.
At its January 7, 1975 meeting, the Commission recommended against
establishing a bus loading zone on Las Flores Avenue, primarily due
to the potential traffic hazards (it is a collector street, has
occasionally high traffic speeds, is on a long grade). It was now
suggested that a part of the school parking lot be assigned to school busses only, and that the parking lot be redesigned to separate the
automobiles from the busses.
The Commission recommended that, when funds become available, another
parking lot for employees be constructed on the lower playground.
The Commission also recommended that, in order to discourage children
from crossing Las Flores Avenue at ground level, the pedestrian underpass at the northeast corner of the school grounds remain open.
5. Reduced speed limits on streets in the vicinity of schools.
The Commission reviewed the new law which authorizes school zone
speed limits to be reduced if, on the basis of an engineering and
traffic survey, the 25 mile-per-hour limit established by the Vehicle
Code is determined to be more than is reasonable or safe.
6. Jefferson Street south of State Hiqhway 78.
The Commission recommended that additional striping (cross hatching,
edge 1 ines) be provided on Jefferson Street to alert southbound traffic
approaching the curve on the bridge just south of State Highway 78.
