TRAFFIC SAFETY COMMISSION
Tuesday, October 7, 1975
Engineering-Planning Conference Room
Present: Bob Nelson, A1 Wood, Bill Harkins, Tad Pahl, Capt. Wally Rossall, Kent Whitson, Manny Puentes
Absent: None.
1. Approval of Minutes
The minutes of the August 5, 1975 meeting were approved as submitted.
Also, A.W. Tad Pahl, Jr., recently appointed to the Traffic Safety
Commission, was introduced to the other Commission members.
2. Election of Officers
A1 Wood was elected to serve as Chairman of the Commission for the
next year. Bill Harkins will serve as Vice-chairman.
3. Speed zone on Hiqhland Drive between Tamarack Avenue and Hillside Drive
Due to the short distance involved, the good accident history, and the
intersection control at Tamarack Avenue and at Hillside Drive, the
Commission recommended against posting any speed zone at this time.
A city-wide survey of all major streets is currently in progress SO
Highland Drive will be kept under observation.
4. No parkinq on both sides of Laquna Drive between Pi0 Pic0 Drive and
Elmwood Street
The Commission recommended that only the south side of Laguna Drive from the centerline of Elmwood Street westerly for a distance of 380
feet (just east of the Police Department parking lot exit). The
Commission recommended that parking on the south side of Laguna
Drive in front of the Police Department be allowed to remain because
sufficient street width has been provided. On the north side of
Laguna Drive the drainage ditch is so close to the street centerline
that there is only enough room for one lane of through traffic.
Therefore, if anyone should park on this side of the street as to
force the through traffic to cross over the street centerline, they
would be violating the Vehicle Code, and could be cited. No posting
of signs is necessary.

The Commission recommended against painting any red curbs or posting any no parking signs along Camino del Parque. The Commission feels that red curb markings should be reserved for certain fire hydrant

locations and for intersections where sight distance is critical.
6. 25 mph speed zone on Paseo del Norte (Lowder Lane) at Camino del
Parque, - and additional traffic control devices at intersections of .- .- Paseo del Norte and Camino del Paraue
Due to the facts that Paseo del Norte is not a residential street,
has relatively low traffic volumes, and has a good accident history,
the Commission recommended against posting a 25 mph speed zone on
the above section of Paseo del Norte. The Commission also recommend-
ed against painting any centerlines on Carnino del Parque because
painted centerlines on residential streets have a tendency to in-
crease traffic speeds. The Commission did recommend that STOP and
stop bars be painted at both intersections of Camino del Parque at
Paseo del Norte, and that a ROAD NARROWS sign be installed on Paseo
del Norte east of Camino del Parque.
7. No parkinq on Ridqecrest Drive
The Commission recommended against establishing a no parking zone anywhere along Ridgecrest Drive because it is not justified on this
residential street. This street is wide enough to allow parking on
both sides, yet narrow enough to encourage slow traffic speeds. No
parking zones are rarely established on residential streets except
for fire hydrants.
