Approval of Minutes
The minutes of the June 7, 1977 meeting were approved as submitted.
Election of Officer
Mike Riley was elected to serve as Chairman for the next
year. Also, the Commission voted to change the meeting date back to the first Monday of each month.
No Parking on Ponto Drive between the La Costa Downs and
Ponto Off-ramps alonq Carlsbad Boulevard
Due to the 24-foot width of the frontage road near the
Ponto Drive off-ramp and the problems resulting from over- night parking near the South Carlsbad State Beach, the
Commission recommended that "NO Parking Anytime - Tow Away" be established on the west side of Ponto Drive from
a point 600 feet north of the Ponto off-ramp northerly for a distance of 1,200 feet to the on-ramp just north of
McDougal's Sanitation facility. The Commission also rec- ommended that "NO Parking 12 midnight - 6 a.m. - Tow Away"
and "Park off Pavement" signs be installed on the east side of the above same section of Ponto Drive.
Four-way Stop Control at the Intersection of Las Flores
Drive and Pi0 Pic0 Drive
The Commission again recommended against installing four- way stop control at the above intersection for the follow-
ing reasons: Las Flores is a through street and carries more than 60% of the intersection's traffic; the accident
history at the intersection has been very good (only one

recorded accident during the last five years); the installa-
tion of four-way stop control would cause unnecessary delay and could easily result in additional accidents.
The Commission also felt that a speed zone on Las Flores
was not warranted at this time.
Request for Crosswalk and Additional Stop Control on Jeffer- son Street at Its Intersection with Las Flores
Even though traffic volumes on Jefferson Street have in-
creased more than 30% since secondary access was provided to the Plaza Camino Real, the Commission recommended against
installing any additional stop control at the above inter- section. Also, the Commission recommended against painting
a crosswalk across Jefferson Street anywhere in this area because of the false sense of security it would give to pe-
destrians. The accident rate is low, and the sight distance is good; however, the Commission will keep this intersection
under observation.
Speed Zone on La Costa Avenue
After reviewing the traffic speed survey, the Commission recommended that a 45 mile per hour speed zone be
established on all of La Costa Avenue from El Camino Real to Rancho Santa Fe Road. The Commission felt that the above
thoroughfare was approaching an appreciable volume of traf- fic where such speed zoning can be shown to facilitate the
orderly movement of traffic.
Four-way Stop Control at the Intersection of Chestnut Avenue and Hardina Street
After reviewing the traffic volume distribution and the rela-
tively few number of accidents at the above intersection, the Commission again recommended against establishing four-way
stop control at this time. The Commission suggested that the intersection be reviewed again after six months.
Request for No Parking on Garfield Street for Street Cleaning

The Commission recommended that this item be referred to the Public Works Department for consideration.
Additional Traffic Control for the Intersection of Palomar Airport Road and Paseo del Norte
The Commission decided to hold a special meeting and conduct
a field trip on Monday, September 12, 1977 to discuss their

concerns and make specific recommendations regarding safety
improvements at the above intersection.
