Special Meeting Minutes
Engineering-Planning Conference Room at 3:OO p.m.
Present: Chairman Mike Riley, Guy Moore, Bob Nelson, Bill Harkins, Capt. Wally Rossall, Kent Whitson

Subject: Additional Traffic Control for the Intersection of
Palomar Airport Road and Paseo del Norte
At a previous meeting, the Traffic Safety Commission had
recommended that certain geometric changes (berms, islands, closing certain business driveways) be made in order to move
the northbound stop bar on Paseo del Norte as far to the north
as possible to help improve the sight distance and decrease
motorists' crossing time at the intersection.
Because of the rapidly increasing traffic volumes at the intersection and the numerous problems in implementing the Com-
mission's original recommendations, the Commission called a special meeting and a field trip to discuss their concerns, and
modified their recommendations for safety improvements as fol- lows :
1. Transition the eastbound traffic on Palomar Airport
Road as far to the south as possible in order to facilitate a continuous raised median on Palomar Airport Road from the
northbound-to-westbound Interstate 5 off-ramp to the intersec- tion of Paseo del Norte.

westbound traffic on Palomar Airport Road.
4. Provide a transition merge lane for westbound traffic
5. Install traffic signals as soon as funds become avail-
on Palomar Airport Road just west of Paseo del Norte.

Due to the urgency of the situation, the Commission recom-

should be made now, even if the traffic signals have to be in- stalled at a later date.
The Commission still recommended against establishing four- way stop control at this time because:
traffic volumes on the four approaches: and (b) the intersection should be reviewed after it has had a chance to operate under
the proposed geometric changes.
