Approval of Minutes
The minutes of the September 6, 1977 meeting were approved as submitted.
New Amointee
George A. "Red" Merrill was welcomed as a new appointee to the Traffic Safety Commission.
Intersection Control and No Parking Request on Jefferson
Street at Carol Place
After reviewing the traffic data and listening to Jim Sleeper,
Principal of Jefferson School, explain his concerns about
school pedestrian activity and traffic control at the above
location, the Commission made the following recommendations:
a. Install stop control on Carol Place at its T-intersection
with Jefferson Street in order to assign right-of-way;
and
b. Establish a no parking zone on the west side of Jefferson Street from a point 50 feet north of the marked school
crosswalk southerly to the school's driveway 50 feet
south of the crosswalk in order to provide better sight
distance.
Request for No Parking on East Side of Garfield Street just North of Normandv Lane
The only section of street the Commission felt was justified
for a no parking restriction was the first 25 feet on the
east side of Garfield Street just north of Normandy Lane.
This would help improve sight distance at the above inter-
section and would still allow a space to let off passengers.

5. Request for School Crosswalk on Jefferson Street near Las Flores Drive
The Commission recommended that a school crosswalk be es- tablished on the south leg of Jefferson Street at its in- tersection with Las Flores Drive, but only in the event that
an adult school crossing guard can be provided. Now that
school bus service has been reduced, the Commission felt that
many more of the 61 elementary children living west of Jef-
ferson Street will be walking to school. The Commission also
recommended that a no parking zone be established for 100
feet in advance of the crosswalk from each approach on Jef- ferson Street in order to provide safe sight distance.
6. Request for Three-way Stop control at Kelly and Park Drives
Pat Gustafson expressed her concerns (and other parents' con- cerns) regarding children now required to cross Kelly Drive at Park Drive in order to board the public transit busses
being used in place of school busses.
Due to the excellent accident history at the intersection
(no accidents were recorded for the last five years), the
Commission determined that three-way stop control was - not warranted.
However, due to the increased pedestrian activity, the Com- mission did recommend that the existing yield sign on Kelly Drive be converted to a stop sign, and that an advanced
STOP AHEAD sign and pavement marking be installed.
Request for Speed Zone on Elm Avenue East of Highland Drive
After reviewing some recent traffic volume counts on Elm
Avenue, the Commission recommended that the Engineering De-
partment conduct a traffic speed zone survey on Elm Avenue from Highland Drive to Donna Drive and present this data at
the next Commission meeting.

intersections of Elm Avenue and Valley Street or Elm Avenue
and Monroe Street. The Commission stated that stop signs
should - not be used for speed control.
Request for Two Time Limit Parking Spaces on Grand Avenue
West of Carlsbad Boulevard
Due to the problems of enforcing green zone violations, main- tenance, and the fact that there is already a 21-foot green zone in the immediate area, the Commission recommended against establishing any additional green zones on the above section of
Grand Avenue.

The Commission did suggest that the residents of Carlsbad by the Sea park further away from the main entrances so that
visitors would have some on-street parking available.
