1. Approval of Minutes
The Minutes of the March 6, 1978 meeting and the adjourned meeting
of March 13, 1978 were approved as submitted.
2. Request for Sidewalk along South Side of Chestnut Avenue between Cameo
Road and Monroe Street
The Commission recommended that the City clear a pathway for pedestrian
travel on the south side of Chestnut Avenue (between the roadway and
the right-of-way) from Westhaven Drive east for two lots.
The Commission also recommended that the City Council budget funds for
a temporary sidewalk along the south side of Chestnut Avenue from Mon-
roe Street to El Camino Real; and that the City enter negotiations to
obtain the necessary right-of-way. No recommendation was made for any
additional painted crosswalks on Chestnut Avenue.
3. Discussion of Pedestrian Crossing on Carlsbad Boulevard at Oak Avenue
Due to the relatively safe accident history at the above location, the
Commission recommended that no action be taken at this time concerning
the painted crosswalk. The Commission did not want to see any "pedes-
trian flags'' used, but did request they be permitted to again review
the intersection before Carlsbad Boulevard gets resurfaced.
4. Restriping La Costa Avenue
In order to help maintain a low accident rate on La Costa Avenue de-
spite its ever increasing traffic volumes, the Commission recommended
incorporation of the following safety features:
A. Paint a continuous left-turn lane to help eliminate rear-end acci-
dents and promote good street capacity (left-turn pockets are now
located only at intersections).
B. Establish "NO PARKING" along both sides for its entire length to
help eliminate the type of accidents involving parked vehicles and
resulting from sight distance problems.

The Commission suggested that a public hearing be held for all the af-
fected property owners because in order to incorporate the left-turn
lane, parking will have to be eliminated. (Note: More than one-half
of La Costa Avenue has already been posted for "NO PARKING" to facili-
tate the existing left-turn pockets at the intersections.)
5. Speed Control Request on Amargosa Drive North of Olivenhain Road
Since there are currently only two entrances into the Rancho Ponderosa
neighborhood, the Commission recommended that "25 M.P.H SPEED LIMIT"
signs be installed on Amargosa Drive and on Los Pinos Circle just north
of Olivenhain Road to remind motorists of the 25 m.p.h. prima facie
speed limit on the residential streets.
