TRAFFIC SAFETY COMMISSION MONDAY, AUGUST 7, 1978 CITY COUNCIL CHAMBERS AT 3:OO P.M.

Atmroval of Minutes
The minutes of the June 5, 1978 meeting were approved as submitted.
Introduction of New Commission Member
Richard H. Cecelski was introduced as the new member of the Traffic Safety Commission. His term of appointment will expire in July, 1980.
Request for Speed Zone on Alga Road East of El Camino Real
The Commission endorsed staff's work order for additional signing and striping on Alga Road where it narrows at Ali- cante Road. The Commission recommended that the above re- quest be again reviewed once updated speed zone data can be compiled.
Reauest for SDeed Limit Sirrns on Sierra Morena Avenue be- tween Chestnut and Tamarack Avenues
The Commission took no action on this item since the above street qualifies as a residential street, which already has a prima facie speed limit of 25 miles per hour. The Com- mission referred this item to the Police Department for en- f o rcement .
Request for Speed Limit Signs on Crest Drive between Forest Avenue and Buena Vista Way
Since the above street does not meet residential street re- quirements as defined in the Vehicle Code, the commission recommended against installing "25 miles per hour" signs this time. Since the street is narrow, the Commission re- quested some additional traffic and speed zone data before making any further recommendations.

6. Consider Posting "NO Parking" Signing along the South Side of Paseo del Norte between Camino del Parque and Caminito Madrigal
Since only one-half the above section of Paseo del Norte has been improved and the centerline is only 16 feet from
the south curb face, the Commission recommended that a "no parking" zone be established along the south side of Paseo del Norte between Camino del Parque and Caminito Madrigal.
7. Requests for Additional Traffic Control at the Intersection of El Camino Real and Rancho Carlsbad Drive and a Speed Zone Reduction on El Camino Real
The Commission recommended that the County of San Diego be contacted to see if they would install an advanced intersec- tional warning sign for-northbound traffic on El Camino Real within their jurisdiction.
The Commission recommended against reducing the 55 miles per
hour speed limit due to the engineering and traffic survey and so the Police Department can enforce the existing real- istic and reasonable speed limit.
The Commission requested staff to contact the North County Transit District to see if they could have their southbound busses stop on the east side of El Camino Real so that riders would not have to walk across El Camino Real.
8. Request for Centerline Striping on Avenida de Anita and Marron Road
The Commission felt this item should be reviewed at a later date when more traffic data is available and the availability of funds is better known.
9. Request for Warning or Speed Zone Signing on Yarrow Drive near Corte de la Pina
The Commission did not feel that any kind of signing would alleviate the sight distance problems along the west side of Yarrow Drive just north of Corte de la Pina. Therefore, the Commission recommended that the property owner be con- tacted to remove some of the shrubbery and cut back (exca-
vate) a portion of the hill along the curve on the west side of Yarrow Drive to provide adequate sight distance.
10. Request for "No Parking" Zones on Each Side of School Drive- wavs at Magnolia School
The Commission recommended that curbs be painted red for 25 feet on each side of the four school driveways along the

south side of Magnolia Avenue between Valley and Monroe Streets. This will help secure improved sight distance at the driveways.
11. Request to Relocate Crosswalk on Carlsbad Boulevard from Juniper Avenue to Cherry Avenue
The Commission recommended against relocating the crosswalk at this time because Juniper Avenue extends all the way to the railroad tracks (serves more development than Cherry Avenue) and already has wheelchair ramp facilities on both the east and west sides of Carlsbad Boulevard. The Com- mission will review the locations of all the marked cross- walks on Carlsbad Boulevard along the beach once that street ever gets resurfaced.
