1. Approval of Minutes
The minutes of the August 7, 1978 meeting were approved as submitted.
2. Request for Passenger Loading Zone and "No Parking'' on Magnolia Avenue
in front of the Magnolia School
The Commission recommended against installing any "no unloading" signs
on the north side of Magnolia Avenue because of the difficulty of en-
forcing such a regulation and removal of parking would be unwarranted
in front of some residences.
Also, the Commission did not recommend posting any speed zone signs
since this street already qualifies as a residential street with a 25
m.p.h. prima facie speed limit.
The Commission did recommend, however, that the curb immediately in
front of the school (between the two school parking lots) be painted
white for passenger loading and unloading and that "SCHOOL'' stencils
be painted on Magnolia Avenue in advance of the school grounds.
At its August 7, 1978 meeting, the Commission had recommended that the
curbs be painted red for 25 feet on each side of the four school drive-
ways along the south side of Magnolia Avenue.
All of the above recommended work can be coordinated.
3. Review Necessity for Painted Crosswalks on Carlsbad Boulevard at Beech,
Cedar, Oak, Pine, Maple and Juniper Avenues
Since only the northerly portion of Carlsbad Boulevard has been resur-
faced, the Commission reviewed the crosswalks at Beech, Cedar and Oak
Avenues and has recommended that they not be repainted. Experience
has shown that the pedestrian accident rate at marked crosswalks is
higher than at unmarked crosswalks. The Commission discourages the
installation of marked crosswalks unless there is high pedestrian flow
and provisions for additional traffic control.
Carefully managing the installation of marked crosswalks and eliminating
those which may be hazardous will promote both pedestrian and motorist
alertness. It is this added alertness that encourages caution and re-
duced accidents.

The Commission will review the other crosswalks along that portion of
Carlsbad Boulevard yet to be resurfaced at a later date.
"Stop" Control at Three Intersections just off Alga Road in the La Costa
Area
In order to properly assign right-of-way according to traffic volumes,
the Commission recommended that Ilyield" control be established at the
following intersections:
A. On Luciernaga Street at Cazadero Drive B. On Luciernaga Street at Corintia Street
C. On Unicornio Street at Corintia Street
Request for "No Parking'' along the East Side of Carl sbad Boulevard be-
tween the Agua Hedionda Bridge and the SDGEE North Entrance
The Commission recommended against posting the above section of Carlsbad
Boulevard for "no parking" until the bicycle lanes can be installed.
The Commission felt that the existing striping provided enough width for
parking.

Open Letter Concerning Pedestrian Safety in the Downtown Area
The Commission is very concerned with pedestrian safety throughout the
City and will review situations brought to its attention. However, the
Commission feels that planning of pedestrian facilities must be directed
through the planning agencies of the City; and, in the case of the down-
town area, all such concerns should be directed to the Redevelopment Co-
ord i nator.
Proposed Foot Race along Carlsbad Boulevard
Calco West Realty, Inc., is proposing to sponsor a foot race (involving
an estimated 600 runners) from its office on Avenida Encinas to Carlsbad
Boulevard to the south City limits and back. The Commission decided to
make a special field trip on Monday, September 18, 1978 to review the
course before making any recommendations concerning the race.
Election of Officers
Bill Harkins was elected to serve as Chairman and Dr. Alan Jacob was
elected to serve as Vice-chairman for the Traffic Safety Commission dur-
ing the next year.
