After considerable discussion, the Commission agreed with rep-
presentatives from the Army and Navy Academy that the only viable
and safe solution would be to separate the pedestrians (cadets)
crossing Carlsbad Boulevard from the vehicular traffic. With
the estimated number of crossings per day, the pedestrian-vehicle
conflict needs to be eliminated.
The Commission recommended that the cost of an overcrossing be
investigated (obtain estimate from CALTRANS). The Commission
also recommended that the Army and Navy Academy investigate
various sources for cost estimates of an overcrossing. The
Army and Navy Academy should report its findings back to the
City as soon as possible.
