1. APPROVAL OF MINUTES
The Minutes of the December 1, 1980 meeting were approved as submitted.
2. ALGA AND CAZADERO - FOUR-WAY STOP
Mrs.Vi1ke presented a request to the Cornmission to change the existing
two-way stop at this intersection to a four-way stop. The Commission found
that warrants were not met. However, the Commission recommended that the
stop bars on Cazadero be moved out further to aid in sight distance. The
Commission also suggested that this intersection be reviewed again in 30
days with a new traffic count which differentiates
residential vehicles.
3. LA COSTA AVENUE

The Commission acted to not recommend any change from existing striping.
4. GRAND AND OCEAN - REOUEST FOR THREE-WAY STOP
Mrs. Francis Dixon of Carlsbad-by-the-Sea appealed to the Commission to place
an additional stop sign on Grand at Ocean. The Commission found that war-
rants were not met and acted to not recommend a stop sign at this location.
5. JEFFERSON AT LAGUNA - \JARRANTS FOR SIGNAL
The Commission was requested to review this intersection for signal warrants
by the City Council. Warrants for a signal are not met; however, the Com-
mission referred the matter to staff for further review in regards to park-
ing and other obstructions, and the intersection will be reviewed again by
the Commission.
6. CHESTNUT NEAR WESTHAVEN
The Commission discussed the congested traffic at this location and ex-
pressed concern due to increasing development (pool, cultural arts center,
church) in the area.
feasibility of realigning Chestnut for possible inclusion in the Capital
Improvement Program in the next few years and to express the Commission's
concern over the increasing development contributing to the traffic problem.
The Commission also wanted to express to Council that the Commission does
not feel that traffic will decrease on Chestnut even when Tamarack and Elm
are extended through to El Camino Real.
The Commission voted to recommend a study of the
7. SAFETY PATROL
Mr. Donald LeMay of Kelly School was present as the School District's safety
program coordinator. Mr. LeMay informed the Commission that the District
would cooperate to form a school safety program; however, they could not
support a safety patrol of students.
Ms. Ginny Moreto expressed her concerns over the lack of a school safety
patrol.
The Commission suggested that Ms. Moreto pursue her concerns with the
School District.
8. DUTIES OF TRAFFIC SAFETY COMMISSIONER
This item was tabled until the next meeting.
9. BRISTOL COVE AREA
The Commission discussed some of the parking problems in this area.
The meeting adjourned at 5:15 p.m.
