1. APPROVAL OF MINUTES
The Minutes of the June 1, 1981 meeting were approved as submitted.
2. LEVANTE STREET - REQEUST FOR SPEED LIMIT SIGNS
Ms. Carol Franssens, representing the Monarch Homeowners Association,
requested a 25 mph speed limit on Levante and some no parking zones
at various areas where curves and blind spots obscure sight distance.
Ms. Franssen also requested a stop or crosswalk at Escenico and at
Anillo. Additionally, she questioned the 11:OO a.m. timing of the
speed study taken. Ms. Franssen informed the Commission that the
school bus stops had been relocated necessitating the children to
cross Levante to catch the bus.
Staff recommended a 35 mph speed based on an engineering study, which
will be necessary to change the speed limit below the 85th percentile.
Staff will contact the School District regarding the bus stop loca-
tions and run another speed study during rush hour. The Commission
directed staff to review Levante in regard to the problems pointed
out by Ms. Franssen and to return with this item at the next meeting.
3. DUCK FEEDING AREA ON JEFFERSON STREET
The Commission concurred with staff's recommendation to paint advance
duck warning signs on Jefferson Street.
4. AVENl DA DE LOUISA - REQUEST FOR RED CURB
The Commission recommended denial of the request for a parking re-
striction on Avenida de Louisa becuase it does not appear that any
safety problems exist.

5. CAMINO VlDA ROBLE - REQUEST FOR NO PARKING SIGNS
Mr. Bernie Gilmore of Palomar Airport Business Park and Mr. Mike Gay
of Dyna Industries addressed the Commission in favor of parking re-
strictions on Camino Vida Roble.
The Commission concurred with staff's recommendation and instructed
staff to prepare the required no parking ordinance for City Council
approva 1 .
6. BUENA VISTA & ARLAND AND CORlNTlA & LUCIERNAGA - REQUEST FOR STOP SIGNS
The Commission agreed with staff's recommendation to replace the exist-
ing yield signs at Corintia & Luciernaga with stop signs, but denied
the request for a four-way stop because warrants are not met.
The Commission recommended denial of the request for a stop sign at
Buena Vista and Arland becuase they did not believe that assigning
right-of-way at that location would alleviate the sight distance
prob 1 em.
7. GARFIELD E REDWOOD - REQUEST FOR NO PARKING ON THE SOUTHEAST CORNER
The Cornmission tabled this item until Capt. Wally Rossall was able
to contact the Owner of the vehicle obscuring the sight distance at
this corner.
8. BASSWOOD & PINE & EUREKA - PROBLEM INTERSECTION
The Commission recommended denial of the request to make Eureka a
one-way street .
9. ELMWOOD & LAGUNA - PARKING PROBLEM
The Commission concurred with staff's recommendation to extend the
existing no parking zone.
10. ALGA STRIPING PLAN
The Commission recommended implementation of staff's striping plan.
11. YOURELL & PI 0 PI CO - REQUEST FOR STOP SIGN
The Commission recommended denial of the request for a stop sign at
this intersection because warrants are not met.
