MEETING OF: TRAFFIC SAFETY COHWISSIOR

CALL TO ORDER
The meeting was called to order at 3:lO P.M. by Member
ROLL CALL
Ralph Darton.
Present - Members Ralph Darton, Captain Wally Rossall,
and Rill Baldwin.
Member Arthur Kantor arrived at 3:2O P.M.
Absent - Members John Lqsignan, and Wes Terry.

1. APPROVAL OF MINUTES:
Minutes of the Regular Meeting, held March 1, 1982, were approved as
submitted. -I
2. MONROE STREET BETWEEN ELM AND HOSP WAY - REOUEST FOR PARKING.
Several residents from Avenue of the Trees addressed the Commission and
expressed concern with regard to the lack of parking on Monroe Street.
The Commission recommended that the "No Parking Any Time" signs be
removed on the east side of Monroe Street from Elm Avenue to Hosp Way to
allow parking, with the provision that the Homeowners recognize that the
situation will arise again when Monroe is opened up to its full width.
The Commission further recommended that the Homeowners Association
attempt to locate alternate off-street parking, and notify the
Commission of same.
Ayes: Darton, Rossall, Dossey, Baldwin, and Rantor.

3. ELM AVENUE & VALLEY STREET - SIGHT DISTANCE PROBLEM.
The Commission approved the work orders to remove two rows of block wall
and shrubbery.
Ayes: Darton, Rossall, Dossey, Baldwin, and Kantor.
Noes: None.
4. POLY LANE - REOIJEST FOR "DEAF CHILDREN AT PLAY" SIGN.
The Cormnission denied the request, and indicated that such a sign is not
in the State of California Uniform Sign Chart which the City follows.
They further advised Mrs. Montes of the potential hazards of allowing her
children to play in the street, which is reserved for vehicular use.
Mrs. Jacque Montes requested that Staff study the legal ramifications of
such a sign, and notify her of the findings. The Commission concurred.
OFF AGENDA ITEM
Right Turn Traffic Lanes and Traffic Signals - El Camino Real
Mr. Marvin Sippel, 4679 El Camino Real, Carlsbad, addressed the
Commission, and expressed concern with regard to the traffic congestion
caused by certain right turn traffic lanes and coordination of traffic
signals along El Camino Real; specifically in the area of the Plaza
Camino Real, Tamarack Avenue, Dove, and Levante Street.
Mr. Sippel also referenced a survey from the City of Los Angeles, in
which it was found that the correct timing of traffic signals saves
money.
The Commission recommended that an engineering study be done on the
matter, and that Mr. Sippel be notified of the results of same.
5. RAISED MEDIANS - POLICY STATEMENT
David Rradstreet, Director of Parks and Recreation, gave a staff report
on the matter, with the aid of wall exhibits outlining the design of the
proposed medians and estimated costs for same.
The Commission supported the Staff recomendation of Alternate "A".
Ayes : Darton, Dossey, Baldwin, and Kantor.
Noes: None.
Abstain: Rossall.

6. ALGA ROAD BETWEEN EL CAMINO R.EAL AND ALICANTE - REOUEST FOR "NO
PARKING ANY TIME" SIGNS.
The Commission recommended to Council posting of the area on the south
side of Alga Road between El Camino Real to Alicante as "No Parking Any
Time," and that the restriction be removed when Alga Road is widened.
Larry Dossey indicated he would research the previous action taken on
the matter and report back to the Commission.
7. ELM ANI) MONROE - 4-WAY STOP
Larry nossey gave a brief report on the matter, and indicated that Staff
can recommend a 4-way stop at the intersection as it meets the warrants
for a future traffic signal.
The Commission continued the matter for further staff report.
ADJOURNMENT
By proper motion the meeting was adjourned at 4:50 P.M.
