CALL TO ORDER
The meeting was called to order by Chairman Kantor at 3:OO P.M.
ROLL CALL
Present - Commissioners Arthur Kantor, William Harkins,
Robert Wood, Bill Baldwin, Captain Wallace
Rossall, and Larry Dossey
Absent - None

1. APPROVAL OF MINUTES
Minutes of the Regular Meeting, held November 1, 1982, were
approved as presented.

2. PARK DRIVE SPEEDING CARS.
David Juarez, 4120 Park,Drive, Carlsbad, addressed the
Commission. Mr. Juarez reported to the Commission that a
committee had been formed by citizens concerned with the non-
enforcement of speed Limits on Park Drive.
He referenced the petition that had been presented to the
Commission at their last meeting, indicated that the committee is
awaiting the recommendation of the Traffic Safety Commission on
this matter, and that he is to report back to the committee
regarding action taken by the Traffic Safety Commission.

With the aid of a wall exhibit, Larry Dossey presented a report
on the matter. Mr. Dossey stated that Park Drive is a
residential street, except for the portion from Marina Drive to
Valencia Avenue, since there are no houses fronting on that
portion of the street. He indicated that the prima facie speed
limit is in effect on that portion of the street.
Following discussion, the Commission approved the staff
recommendation, requesting the Police Department to increase
enforcement for this area and post the speed limit in the
unpopulated area from Marina Drive to Valencia (35 MPH pending
results of speed study)

Staff was directed to return at the next meeting with a
recommendation for speed limit for the section of Park Drive from
Hillside to Adams St.

3. 2763 STATE STREET - REQUEST FOR RED CURB
Bob Cowperthwaite, representing Phillips Pool & Patio,
addressed the Cornmission regarding the request, and concurred
with the staff recommendation.
Following discussion, the Commission approved the staff
recommendation, recommending painting 30' of red curb on the
north side of the driveway, and 15' of red curb on the south
side of the driveway at 2763 State Street, for better sight
distance.

4. VIEJA CASTILLA - REQUEST FOR RED CURB
Richard Rudolph of the La Costa Country Club addressed the
Commission regarding the matter of the problem for golfers
crossing Vieja Castilla because of sight distance.
Following discussion, the Commission approved the staff
recommendation, recommending painting ten feet of red curb on
both sides of both driveways for better sight distance.

TRAFFIC SAFETY COMMISSION RECOMMENDATION TO CITY COUNCIL
Commissioner Harkins suggested that the Commission recommend
that the City Council make the Traffic Safety Commission either
an all citizen or all employee commission, and requested feed-
back from the other commissioners in the matter.
Commissioner Wood agreed in concept with the suggestion, but
suggested that the matter be tabled until the next meeting, to
give the members time to consider the suggestion fully.
It was the consensus of the Commission that the matter be tabled
until the next meeting.. .
ADJOURNMENT
By proper motion, the meeting was adjourned at 3:55 P.M.
