MINUTES Meeting of: TRAFFIC SAFETY COlMISSION Time of Meeting: 3:OO p.m. Date of Meeting: July 2, 1984 Place of Meeting: Council Chambers COMMISSIONERS \ CALL TO OflDER: The meeting was called to order by Chairman Punches at 3:02 p.m. Present: Chairman Punches, Comnissioners .Wood, Melideo, O'Day and Harkins. Absent: None. Staff Menbers present: Steve Tisdale, Project Manager Ron Beckman, City Engineer Vince JimnO, Police Chief Marty Bouman, Traffic Consultant B. REPORT ON ACTION -ED AT mzEvIOUS MEETING: Steve Tisdale, Project Manager, reported the only action since the last meting is the installation of all speed limit signs. enforcing the new signs. Reference was made to a petition from the residents of Alta Mira and two letters. Marty Bouman gave the staff report, stating the COmnission had heard public testimny June 4, 1984, and since that time there had been a mperative study with the Police Department. Mr. Bouman stated the primary problem was the heavy oonstruction activity at the south end of Pas- Del Norte in the vicinity of Poinsettia. He stated the street is posted against trucks and enforcement is taking place as the City is able to do it. Since the last meting, letters have been sent to every trucking ooncern identified there, advising them this is not a truck mute and they should use the Poinsettia interchange at 1-5. Mr. Bournan stated that under the California Vehicle Code, the City of Carlsbad is doing all it can. is making a legal delivery, and that is the shortest route, the City cannot prohibit their use of Paseo Del Norte. One gentlemen stated he lived in the area and it is necessary to walk across the street to the tennis arts and some of the units of Alta Mira, and it is very hazardous with all the trucks speeding through there. Mr. Joe Kinderman, AltaMira, stated he was tired of hearing the trucks. along Paseo Del Norte to add to the one at Poinsettia Lane. to stcp this traffic through AltaMira. He stated another sign was needed He wanted the Police Department to do something The residents discussed the fact that there are five developments going on, and that they were promised two years ago this mld be a residential street. Hawever, staff reiterated the fact that Paseo Del Norte was a secondary arterial in the City plan and had been that for many years. It was added by staff that after the construction is finished, there will be heavy traffic on that street, as it was designated and designed for large volumes of traffic. The Cdssion Mehers reminded the residents that Paseo Del Norte was designated as a secondary street ten years ago and they should have been informed of that fact when they plrchased their homes in that area. Comnissioner O'Day recomnended putting a large warning sign in the Palamar Airport Road area before the trucks get to the "no trucks" sign. City will try that. The Traffic Safety Cmnission recomnended to the City Council that they approve the concept of having the City Attorney formulate an ardinance to establish truck routes in the City using the ordinance presented by the citizens as an example. Chairman Punches read the report on this item and stated the Comnittee had denied the request. Mr. Bill Baer, 3130Monroe, addressed the ComRission, stating he was shocked the Cormittee would deny this, as the driveways are dangerous in that area, due to the fact the 25 mph speed limit is ignored. He stated they were requesting a speed limit sign to alert the drivers to the 25 mph limit. Jean Kanptner, 3185 Monroe Street, stated they live with noisy, fast traffic. Marty Bournan, Traffic Consultant, stated this was an obvious residential area, and the law states 25 mph in those areas. Cdssion voted to put up 25 mph speed limit signs in both directions on Monroe between Elm and Basswood and enforce that speed limit. He felt a sign would not help. 1. crosswalk. Marty Bournan gave the report on this item, reading the four actions listed on the mmrandum to the Traffic Safety Comnission, and giving the Cdttee recomndation. He stated there should be self- education for the seniors to insure the crosswalk would be used. Harding and Oak - request for a four-way stop and 2. traffic control. El Camino Real and Tamarack - request for additional conmission agreed with the remmndation of the Comnittee on this item. Comnission voted to install a yield sign at the corner of the right turn frmTamarack into El Cdno Real. 3. Item taken up at beginning of meeting. 4.
